PROPOSAL TO PROVIDE WETLAND PLANTING MONITORING SERVICES AND CONDUCT
THE FIRST ANNUAL CORPS OF ENGINEERS (COE) MONITORING WORK FOR THE CITY
OF FORT COLLINS' PROSPECT ROAD PROJECT (COE FILE NO.200260613)

Objectives: Provide on -site monitoring of wetland planting activities during the Spring of 2007 for
the 1.026 acres of compensatory wetlands to be created under the Individual Permit issued for
this project. Complete the first annual monitoring fieldwork and report required by the COE for
Individual Permits.

notice.
Annual monitoring: Fieldwork = by October 31, 2007; Report submittal = by December
31, 2007
Methodology: The Cedar Creek representative will visit the watland mitigation site during
scheduled planting activities to track the progress of such activities. Observations will be made
wRh respect to the number and species of shrubs, cuttings, and trees being planted; the
conditions of the planting materials prior to planting; and the planting methods employed by the
contractor. Where either planting difficulties or opportunities are observed, such will be made
known to the planting supervisor and suggestions made as to how the difficulties can be turned
into advantages or how opportunities can be capitalized upon. Due to liability issues, no
suggestions, requests, or recommendations will be given directly to equipment operators or other
field personnel. Should any significant deviations from mitigation/construction/planting plan
requirements be observed, these will be made known to the City as soon as possible. Further,
Cedar Creek will not be responsible for certifying constructed acreages or any other information
requiring a professional survey.
At the end of the 2007-growing season, Cedar Creek will complete qualitative and quantitative
annual monitoring work on the 1.026-acre compensatory mitigation site as per COE monitoring
guidelines. Data to be collected will include vegetation cover values and species dominance, soil
moisture regime measurements, soil color characteristics, and willow/shrub/tree counts. A
photographic log will be initiated to document evolving site conditions. The City will need to
provide a project map depicting the boundaries of the mitigation area along with topographic
features for inclusion with the annual monitoring report.
Deliverables: One copy of the first annual monitoring report will be submitted to the City of Fort
Collins and the COE by December 31, 2007.

Costing Assumptions:
1.) All monitoring activities will be confined to the 1.026 acres of compensatory wetlands to be
created.
2.) No additional meetings, on- or off -site, will be required,
3.) All excavation, grading, resoiling, and seedbed preparation activities relating to the 1.026-acre
compensatory mitigation area have been completed to specifications or have been reasonably
modified to take advantage of site conditions.
