RE: Proposal 1046 Fair Housing Plan
Attached are five copies of my proposal in response to RFP P-1046 for the Fair Housing
Plan: Analysis of Impediments to Fair Housing Choice. I've completed ten Analysis of
Impediments to Fair Housing Choice studies in the past ten years (including two for the
City of Fort Collins and two for the City of Loveland) and am completing similar studies
for Adams County and the City of Greeley. The Adams County study is county -wide and
addresses nine different municipalities that are located within the county. This project
will be completed in the next month. The Greeley study is the second such study I've
done for the city and will be completed by January 2007.
I believe my experience and track record for successfully completing a number of
Analysis of Impediments to Fair Housing Choice studies, as well as my knowledge of
northern Colorado, would be an asset for this project. I have been employed by the City
of Fort Collins, City of Loveland, and Larimer County and have done consulting work for
all three entities, as well as the Town of Berthoud. As a result, I have a wealth of
knowledge about this area, and in particular, about housing.

Consultant typically performs planning and housing -related projects, including Analysis of
Impediments to Fair Housing Choice studies. The majority of work performed by consultant has
been for the public sector, for municipal or county government agencies. Other work
(environmental reviews and assessments) has been performed for non-profit agencies in the Fort
Collins -Loveland area.
Related project experience: To date, consultant has completed ten Analysis of Impediments to

Development's guides for preparing these studies. The City of Lakewood/Jefferson County
study was a combined study, with the city taking the lead on the project. Consultant been
employed by the City of Fort Collins, City of Loveland, and Larimer County and has provided
consulting services to these entities, as well as to the Town of Berthoud

Sherry Albertson -Clark, AICP
Ms. Albertson -Clark is a member of the American Institute of Certified Planners. She
has over 25 years experience in local government planning and consulting in Northern
Colorado, having spent three years with the Larimer County Planning Department, 10
years with the City of Fort Collins Planning Department, two years with the City of
Loveland Planning Department, and 12 years as a consultant. While with the City of Fort
Collins, she directed the Current Planning Division and the Historic Preservation Office
and was responsible for a number of key studies and projects related to comprehensive
planning, land use and development regulations, and public participation. She formed
Albertson Clark Associates in 1994 and most recently, headed the City of Loveland's
Current Planning Division and Development Review Center. The following are
representative projects for Ms. Albertson-Clark's work as a consultant:
City of Loveland, CO. Consultant represents City of Loveland on Centerra Design
Review Committee to review all future designs for new development in Centerra and
Millennium developments; provides development review services to City.
Analysis of Impediments to Fair Housing Choice Studies. Consultant has completed
AI's for Fort Collins, Loveland, Grand Junction, Greeley, Colorado Springs,
Lakewood/Jefferson County, CO; Casper, WY, Rapid City, SD. Al is in process for
Adams County, CO and Greeley, CO.
Environmental Reviews and Assessments. Consultant has prepared environmental
reviews and assessments for the past 12 years for the City of Fort Collins, Fort Collins
Housing Authority, Loveland Housing Authority, Care Housing, Neighbor to Neighbor,
Habitat for Humanity, Salvation Army, and other area non-profit agencies.
City of Greeley, CO. Consultant provided planning services to the City for development
of a new Comprehensive Plan and updates to the Development Code. Plan completed in
2000, Development Code 2003.
East Mulberry Corridor Plan, City of Fort Collins/Larimer County, CO. Consultant
represented Larimer County as a planner/public participation specialist for this joint
city/county corridor study, completed 2002.
City of Dacono, CO; Town of Milliken, CO; Town of Berthoud, CO. Consultant
provided general on -call planning and development -related services, including plan
review, zoning and subdivision code amendments, intergovernmental agreements and
Comprehensive Plans from 1994 — 2002 for Dacono, 2000 — 2002 for Milliken, and 1999
— 2000 and 2001-2002 for Berthoud.
Crossroads Boulevard Sub -Area Study, NFRT&AQPC/CDOT/Larimer
County/City of Loveland, CO. Consultant was responsible for public participation on
feasibility study/conceptual design project for three interstate highway interchanges,
completed 2001.

Highway 14/I-25 Interchange Feasibility Study, Colorado Department of
Transportation, City of Fort Collins and Larimer County, CO. This project included
a feasibility study of a state highway/interstate interchange design and established
guidelines for future feasibility studies in Colorado. Consultant was responsible for the
public participation and land use planning elements of this project, which was completed
in 1999.
Development Code, City of Greeley, CO. New regulations were written by the
Consultant for all development -related sections of the City's Code in 1998. Amendments
to the Code were adopted in 1999.
Disaster Recovery Action Plan, Fort Collins, CO. Consultant was responsible for
creating a disaster recovery action plan that resulted in FEMA grants for recovery from
flood damage through central Fort Collins, completed 1997.
Timberline Road Extension for the City of Fort Collins, CO. This project included a
major public participation effort to develop areas of agreement and consensus -building
on a proposed extension of a major highway over the Poudre River, completed 1996.
Historic Preservation Office, City of Fort Collins, CO. Consultant developed a
strategic plan, design assistance program and historic district designations and guidelines
for the Historic Preservation Office, completed 1995.

Scope of Work:
Analysis of Impediments to Fair Housing Choice Study - Combined Estes Park, Fort
Collins, Loveland, and Larimer County
Task 1. Interview representatives of Estes Park, Fort Collins, Loveland, and Larimer County
Planning and Building Inspection staff; Fort Collins and Loveland Housing Authority staff;
housing and housing advocacy agencies in these communities and county; community service
organizations in these communities and county; members of boards and commissions that
represent or address housing issue in these communities and county; representatives of real
estate, construction, development industries; general public about local housing issues - 45 hours
Task 2. Review and analyze most recent available data on demographics, socio-economics; real
estate sales; lending practices, home mortgage disclosure data for area lenders; rental and
vacancy rates for all three cities and Larimer County - 10 hours
Task 3. Review housing discrimination complaint data provided by HUD Fair Housing office for
Larimer County (which includes all municipalities); review whether there has been a
determination of unlawful segregation or other housing discrimination by a court or
Administrative Law Judge, or a finding of non-compliance and if so, provide recommendations
to address this situation - 5 hours
Task 4. Review and analyze land development regulations, building codes, proposed housing
developments, any expected displacement for gentrification in Estes Park, Fort Collins,
Loveland, Larimer County - 10 hours
Task 5. Review and analyze Comprehensive Plan, policies, goals and objectives with respect to
housing and development in all three cities and Larimer County; review any regional plans and
development plans that may affect housing (ie. Berthoud, Timnath, Wellington plans and
proposed developments) - 10 hours
Task 6. Review and analyze existing and proposed federal, state, municipal, and county policies
and practices related to housing, or that may impact the provision of services and coordination of
housing location, availability and accessibility, including transportation and supportive services;
lead paint safety and related programs; funding distribution of CDBG and HOME funds; - 5
hours
Task 7. Develop public review process with staff input from municipalities and county - 5 hours
Task 8. Review and analyze policies and practices regarding diversity and representation of
racial, ethnic and disabled members of the community on boards and commissions in Estes Park,
Fort Collins, Loveland, and Larimer County - 5 hour

Task 9. Review previously identified impediments and actions taken, and evaluate the
effectiveness of those actions; identify any new impediments that may exist and recommend new
actions that may need to be taken to address these impediments - 5 hours
Task 10. Prepare first draft of report for staff review, comment, revision (Note: any mapping to
be included in the report to be provided by three cities and Larimer County; format of report will
be provided in Word format, unless otherwise specified and will follow the recommended format
provided in Attachment A of the RFP (this format is consistent with the HUD recommended
format) - 80 hours
Task 11. Prepare second draft report and present for public review (review process to be
determined as per Task 7 above). This task includes consultant's attendance at four (4) public
meetings - 25 hours (consultant's attendance at more than four public meetings will be billed at
consultant's rate of $85.00 per hour)
Task 12. Revise report, based on staff and public input and prepare/present final report for
adoption (this task includes consultant's attendance at four (4) public meetings - 25 hours
(consultant's attendance at more than four public meetings will be billed at consultant's rate of
$85.00 per hour)
NOTE: The tasks and related hours listed above are for a combined study, including Estes Park,
Fort Collins, Loveland, and Larimer County. A separate study for the City of Fort Collins would
entail the same tasks; however, the number of hours required to complete the study would reduce
from 230 hours (for a combined study) to 117 hours for a separate study for the City of Fort
Collins. The number of hours by task for a separate Fort Collins study are shown below.

Project Budget:
Analysis of Impediments to Fair Housing Choice Study
The amount of time needed for each task has been allocated in the Scope of Work, based on the
consultant's past experiences in conducting AI's and the extent of work required for a City of
Fort Collins study and a combined study.
Tiered costs for the individual cities and Larimer County are also provided below.
