LIABILITY:
C&D Security carries liability insurance and will provide you with a certificate of insurance
itemizing the coverage for you upon receipt of contract. The standard coverage is $1 Million
General Liability for each occurrence, $2 Million or more aggregate. It covers the standard areas
such as personal and advertising injury. We also cover additional areas of concerns related to our
client's particular needs. If vehicles are involved, our insurance also covers and list the limits of
coverage for automobile liability, and if needed, we can list your own employees as additionally
insured as well. This insurance should be viewed as a supplement to your own coverage and not
a substitute. However, the potential of shared liability should be of interest to your own carrier,
and may even affect your own insurance rates.
FLEXIBILITY:
You will find that by not being entirely dependent upon an internal security force, you are able to
be much more flexible in meeting your organization's needs. For example, if you have a special
event such as construction of a new building, you may want to add several officers until
construction is complete. The ability to tailor coverage according to your needs virtually
eliminates worries of hiring extra people and/or laying them off when temporary or special needs
occur.
EXPERTISE:
A contract security company can also provide resources on a wide variety of security related
subjects. Recommendations and consultations can be given making the security contractor a
valuable resource when perplexing security matters need solved.
STAFFING SCHEDULE CONSIDERATIONS
When scheduling security officers for any of our clients, we strive to follow our prescribed
guidelines, which allow us to utilize maximum performance at minimal cost. These
considerations include:
• Using eight (8) hour shifts versus twelve (12) hour shifts.
• Scheduling shift change times so as not to coincide with the clients' own shift change
times. Security should be established and functioning at these key times, not trying to
conduct an organized shift change while monitoring the client's employees shift change
when employee traffic is usually at its highest.
• Scheduling full-time security officers with forty (40) hour weekly shifts, and ensuring
that each officer receives two consecutive days off.
• Trying to keep a security officer's shift with the same start and finish times. This gives
the officer at least sixteen (16) hours off between each shift, with no eight hour "double
backs" (i.e., get off at 4 p.m. and return to work at midnight). If it is necessary to change
shift start times, we make all attempts to afford the officers at least twenty-four (24)
hours between shifts prior to the change taking affect.
• Cross training security officers on different posts to give depth in case of sickness,
accidents, etc. This also allows for more flexibility in scheduling and keeps shift times
more consistent.
• Trying to keep the same security officers on weekday shifts to keep those most familiar
with the employees and workday duties on the same work week. We put after hours
security officers (2nd and 3rd shifts) on duty through the weekends with weekdays (two
consecutive) off, in order to put experienced personnel on duty on the relatively "none -
prime" weekend hours when client/employee presence is minimal.
• Making sure the client's needs are met in terms of security officers available for special
needs through the use of hiring, training, and scheduling back-up part-time security
officers with regular hours. This allows for immediate extra coverage capability with
minimal need for overtime scheduling.
• The C&D Patrol Division will also be trained at each site serviced by C&D, this not only
allows the patrol division to serve as a back-up to assigned officers if the need should
arise and also allows the patrol division to conduct quality assurance checks on the
officers assigned to the site.
• Anticipating special needs as much as possible and making sure additional security
officers are available, properly trained, and scheduled.

C&D Security uses software from Valiant, Inc. to handle all scheduling, invoicing, and payroll
functions. All data is stored on secure servers at the Valiant, Inc. headquarters located in New
York, where it is backed up on a quarterly basis. Only appropriate C&D Security employees
access the data via the Internet. The software seamlessly connects all of the critical functions of
C&D Security and their operations, so schedules, invoices, and paychecks can be generated
quickly and error -free.
The following graphic illustrates how the data of an employee is connected between the
schedule, an invoice, and the employee's paycheck. Full-size, sample copies of the scheduling
software, an invoice, and a paycheck are located on the accompanying pages of this section. If

The normal system for accounting for time is as follows:
The schedule is filled out by the Operations Manager and issued to all security officers. All
security officers sign in and out on the attached time sheet. The time sheets are verified by the
site supervisor and sent to the Operations Manager or the field supervisor. The time sheets are
compared to the schedule in the system by the Operations Manager who then confirms the hours
worked in our scheduling system.
Confirmed shifts allow the payroll and billing department to process paychecks and invoices.

DEPARTMENT OF DEFENSE SECURITY CLEARANCES
C&D Security was granted its Facility Clearance on November 9, 1978 and it was upgraded to TOP
SECRET in 1997. C&D Security employs close to one hundred (100) men and women who have been
granted personal security clearances. The corporation has two CAGE codes depending on where our
client's cleared facilities are located. The CAGE codes are 713340 and 1HGX9.
Our company utilizes a highly efficient and functional program to request clearances for qualified
personnel in a consistent and timely manner. As required by the Defense Security Service (DSS) and
Office of Personnel Management (OPM) as of May of 2005, we currently use the Electronic
Questionnaire for Investigations (e-QIP) to process our clearance requests. In conjunction with e-QIP
we are processing our clearances using the JPAS system with the DoD. The Joint Personnel
Adjudication System (JPAS) is a relatively new concept in managing personnel security functions
within the Department of Defense (DoD) and their industrial contractor security community. The
National Industrial Security Program Operating Manual (NISPOM), as amended by Industrial Security
Letter (ISL) 02-X, now mandates industry use of JPAS. By staying current with e-QIP (and EPSQ
prior to May) we have been working in reducing the amount of time necessary for an individual to
receive a SECRET or a TOP SECRET clearance. In fact, we request Interim clearances along with all
submissions and if granted, we receive those in less than two weeks in most cases.
C&D Security has continued to maintain membership in the National Classification Management
Society (NCMS) since 1990, which helps us stay current on the latest information concerning the
cleared arena. In addition to keeping current with Defense Industry concerns, we also strive to stay
current in procedures as laid out in the National Industrial Security Program Operating Manual
(NISPOM). This allows us to inform our clients in areas that affect them.
Our company employs a dedicated Security Manager who is knowledgeable on providing cleared
personnel for our government sites. This individual is responsible for submitting clearance requests in
a timely manner, submitting Visit Requests for cleared employees when necessary, maintaining
frequent contact with the DSS Customer Service department and the DSS local agent who is assigned
to our facility and working with our clients to assess and fulfill their needs. In the continued effort of
C&D Security's commitment to the Department of Defense (DoD) and our user agencies, our senior
management also work to stay current with the NISPOM. All of these people are available as resources
for our clients.

SMALL BUSINESS WOMAN OWNED QUALIFICATION
Under guidelines established by the U.S. Government's Small Business Administration, C&D
Security meets the criteria of qualifying as a "Small Business, Woman Owned Enterprise
(SBWE)." If your organization is an agency of the U.S. Federal government, or conducts
business with or for the Federal Government, you may very well benefit in meeting your
subcontracting goals from contracting with a security contractor such as C&D Security that
qualifies as "Small Business, Woman Owned".
Even though C&D Security qualifies as a "Small Business", we currently handle one of the
largest volumes of security business in Colorado, and we continue to grow nationally. C&D

SECURITY
TRANSITION, RECRUITING & EMPLOYEE SOURCES
The preferred method of C&D when transitioning from another security company to C&D is to
retain as many qualified security officers as possible from the current force, while remaining
consistent with the client's desires and goals. This method has proven to be quite effective and
actually assist in making the transition as smooth as possible.
Therefore our method of transition into a new account that is currently supported by another
security company is to:
• Meet with the contract representative of the client to determine if he/she would be interested
in retaining any of the current security officers assigned to the contract.
• If it is determined that the contract representative would like to retain personnel from the
currently assigned security staff, the management team of C&D will schedule interviews for
the selected individual(s) to discuss the mission statement of C&D, our goals, policies and
procedures, as well as the goals of the security officer.
• If any of the currently assigned security officers are retained, they will be processed as new
employees and will need to go through the same hiring process (background check, drug test,
etc.) as a new applicant with the only exception being that their security license will be a
transfer opposed to a new issue.
• The retained officer(s) will also assist in the training and indoctrination of all newly assigned
officers.
• If none of the currently assigned security officers are retained, the C&D management team
along with the Patrol Supervisor, who will also serve as the field supervisor, will meet with
the contract representative of the client and conduct a walk-through, which will cover in
detail, the duties, responsibilities, and expectations of the assignment.
• The field supervisor will then assume primary responsibility for the site specific training of
all assigned security officers.
• Once all assigned security officers have completed the necessary site specific training the
field supervisor will inform the contract representative that all assigned officers have been
fully trained and are ready to work.
The goal of C&D is to make the transition as smooth as possible without interrupting the day-to-
day activities that are associated with the facility. This system of transition has been conducting
in the past and proven to be quite effective at sites of both greater and lesser capacity.
We also have a marketing specialist for all of our advertising and recruiting efforts, which
conform to the Department of Labor guidelines, are in accordance with the EEOC, and are
consistent with our Affirmative Action Plan filed with the Department of Labor. The following

• Newspaper Ads — We regularly advertise in the employment sections of the local
newspapers. This includes special newspapers that specialize in employment
opportunities.
• State Job Service — We regularly maintain job listings both on the availability boards
and on the electronic job listings for the Job Service offices in counties near the sites
needing new security officers.
Colleges and Business Schools — C&D has developed a working relationship with the
Air Force and Army out -processing centers of Colorado, as well as with Blair College for
the referral of personnel who have completed the Homeland Security Course. Our
primary area of consideration is personnel that possess prior law enforcement, military,
and/or security related experience. We maintain job listings and posters on most of the
area colleges and business schools in the
major metropolitan areas where we have
active accounts working. The postings are
physically in their "jobfinder" or placement
departments and electronically on their
Internet listings. Schools specializing in
helping their students get GSA Security
certified are of particular interest.
Military Job Placement Programs — We
maintain job availability postings and
recruiting efforts at the area's military bases.
We also are one of the few security companies that regularly brief about our opportunities
at retirement and out -processing briefings for those leaving the military. This also
includes physical bulletin board postings and electronic postings. This has been found to
be our most effective means of seeking qualified applicants.
• Employee Referrals — For over ten years, we have been paying referral bonuses to
employees who refer anyone to us who meets the qualifications and is hired. This bonus
is $20 if the new employee is still with us after 30 days and an additional $20 is the
employee is still employed after 90 days. This has been particularly successful and
popular with our employees.
Our efforts are not restricted to those outlined above; we will hire a good employee anytime and
anywhere we can find him or her. Some efforts are seasonal, for example, college recruiting
works better at the end of a semester as students are looking for work after graduation or part-
time work for the next semester. Regardless of the approach the goal remains the same, to find
quality personnel to who will deliver quality security service.
PERSONNEL HIRING
Quality security service begins with quality personnel. Therefore, C&D has implemented an in-
depth screening process using a selection profile in order to find the best possible security
officers. Our primary area of consideration is personnel that possess prior law enforcement,
military, and/or security related experience. Other major areas considered in the selection profile
include maturity, dependability, job longevity, physical ability, and education. Our human
resource department investigates these profile areas via a comprehensive application and initial
screening interview process.
Each applicant is interviewed on -site at the same time they turn in the application. This allows
for the interviewer to clarify any questions that he or she may have based on the responses
provided on the application. After the applicant passes the initial interview, the information
contained from the application has been properly verified and it is determined by the human
resource officer along with the regional operations officer that the applicant meets the initial
criteria and the needs of the company, a thorough state level background investigation is
conducted, encompassing prior employment, criminal history, educational background, personal
and professional references, and a financial credit check.

In addition to conducting state level police records checks and NCIC checks, which is the
minimum requirements to obtain a security officer license, C&D also utilizes the services of
Background Information Services (BIS), Inc. to gather national background information on all of
our prospective applicants.
Background Information Services, Inc. is the leading provider of public records world-wide.
C&D has utilized the services of BIS for pre -employment screening_, tenant screening, drug
screening, and general back -ground screening for years.

In the event a positive testing is confirmed, the employee has the right to have the original sample
re -tested, upon written request within sixty (60) days of receipt of a final test result from the
Medical Review Officer. The employee may designate re -testing, by the original laboratory or
another laboratory certified by the Department of Health and Human Services. The company will
require an employee to pay the cost of such re -analysis in advance, subject to reimbursement, if the
re -test is negative.
C&D is also experienced in testing to Department of Transportation (DOT) levels of sensitivity and
will of course utilize those standards if the project/client requires it.

BASIC QUALIFICATIONS
Listed below are the minimum qualifications C&D looks for in the hiring of new security
officers. These qualifications are also the starting point for future potential staff personnel and
supervisors. For supervisors, in addition to the basic qualifications, they must have at least one
full year with C&D. C&D will also consider the individual's personality and our subjective
assessment of how the potential supervisor may fare in a particular position. We then add any
additional qualifications a particular client may request. For a staff position, each candidate must
possess all of the listed qualifications, plus specialized skills applicable to fulfill the duties of the
position.
All successful candidates for security officer positions:
• Must be at least 21 years old.
• Must possess a valid Colorado driver's license.
• Must possess proof of U.S. citizenship or legal residency (I-9 requirements).
• Must be able to read, speak, and write English fluently.
• Must have a high school diploma or G.E.D.
• Must have a clean criminal record, i.e. no felonies or misdemeanors.
• Must be available to work any shift if full-time (flexible if part-time).
• Must have a stable work history, i.e. no unexplained gaps in previous employment or
many jobs of short duration.
• Must be able to produce personal, educational, and/or work related references.
• Must present a clean and professional appearance in uniform.
• Must possess a good credit history.
• Will be required to pass a urinalysis test.

JOB DESCRIPTION
JOB TITLE: Security Officer
JOB DESCRIPTION: The employee provides general security officer support to client organizations
and performs other duties as required by individual job sites and assignments. Due to the wide variety
of environments supported, some or all of the following functions and skills may be performed at each
site, depending upon the requirements of each, the time of day, day of the week, and/or weather
conditions.
FUNCTIONS AND SKILLS REQUIRED: Maintain a deterrent by remaining visible and presenting
a neat and professional appearance in a properly worn uniform and associated equipment. This must be
done for an entire assigned shift, normally eight (8) hours in duration each, but no more than twelve
(12) hours for any given shift. Maintain confidentiality of client proprietary information and/or
government classified information. Monitor alarms, closed circuit television monitors, and
areas/entrances to facilities through direct visual observation and audio monitoring. Read written
instructions, warning labels, signs, and other communications in the English language.
Public relations skills will include maintaining courteous, professional relationships with client
employees, customers, guests, visitors, and the public, presenting a positive image of the company, the
client's organization, and their representatives. Answering the telephone and/or operating PBX
systems. Control ingress and egress to buildings and property.
Employees may stand, walk, or sit for extended periods of time at assigned workstations, and briefly
run or hurry in emergency situations. The walking may consist of building and grounds inspections
that may consist of covering as much as two (2) miles every two (2) hours, and may entail negotiating
uneven ground and poorly lit areas such as construction areas. The employee may also climb stairs
and/or ladders. Lifting/carrying assorted packages and/or equipment (such as flashlights, radios, guns,
ammunition, watchman's clocks, keys, etc.) that weigh up to fifteen (15) pounds total weight for
extended periods; and up to fifty (50) pounds for brief periods (such as accepting delivery of packages
or moving road barricades). They may also lift covers, stoop, kneel, and crouch while checking
equipment and areas, filing documents, operating panels/computers, including discerning between
colored (especially red/green) lights and displays. Perform other duties that could be classified as
"light" work.
If armed, they must possess sufficient hand -eye coordination and training to safely handle, operate,
shoot, maintain, and qualify with an assigned weapon (revolver), plus assorted associated equipment
such as handcuffs, nightsticks, and/or pepper spray. They may also be required to operate typewriters
and/or computers in performance of administrative duties, and maintain hand-written logs and reports.
Operate and/or monitor equipment controls connected with security/safety equipment and functions.
Escort and assist client employees and visitors in restricted or hazardous areas. Operate safety
equipment when needed, such as fire extinguishers. Drive Company owned light vehicles when
required. Monitor, lock, and unlock doors, elevators, gates, etc. as needed. All outdoor activities may
take place in any weather conditions and at any time.

PREVIOUS/PAST EXPERIENCES
C&D Security has provided parking lot patrol for numerous agencies and businesses for over
seven (7) years. We currently provide lot patrol for sixteen (16) Wal-Mart facilities throughout
Colorado from Pueblo to Greeley, and just recently began providing parking lot patrol for the
Cherry Creek Campus in Denver. C&D security also provides escort of bank employees for
bank -drops, funds transfers, and asset transportation for over a dozen financial institutions and
jewelers. I feel that the requirements and security needs of these agencies greatly compare and
prepare C&D for the security requirements of Fort Collins.
MANAGEMENT PLAN FOR FORT COLLINS OPERATIONS
The management structure, chain of command, and line of communication for all Fort Collins
operations will be the same as most the sites that are currently serviced by C&D Security.
Consisting of:
• An assigned site supervisor.
• Two additionally assigned security officers.
• The patrol division.
• The branch manager.
Three (3) security officers will be permanently assigned to the Fort Collins operations, one of
which will be designated as the overall site supervisor. The site supervisor will have full decision
making authority over the personnel responsible for the Fort Collins operations. The site
supervisor will report directly to the Branch Manager, in regards to scheduling, time cards, time
off request, equipment issues, personnel issues, etc.
The patrol division will also be trained at both of the Fort Collins facilities, this allows for a
trained and qualified security officer to fill in if the need should arise due to illnesses or
emergencies. The patrol division will also conduct quality assurance checks on the assigned
officers, to ensure that the policies and procedures of both Fort Collins and C&D Security are
being properly followed.
UNIFORMS
Our uniforms are designed to provide a sharp, professional appearance, while remaining versatile
to the needs of our client's. All security officers' uniforms are provided by C&D Security at no
cost to the employee or our clients. Our basic style of uniform includes black trousers, white,
blue, or gray shirts (depending on the site and the position), optional ties, and baseball style caps.
Also issued as needed are lined windbreakers, parkas style heavy coats, winter hats, rain gear,
weapons, leather, and appropriate accessories. We also maintain items such as coveralls, blazers,
hard hats, etc. for specific situations. Each security officer is licensed through the appropriate
agencies and is required by law to have their license on their person while on duty, as part of
their basic uniform. Each security officer will be issued the following:

WEAPONS
Due to the fact that we are a Federal Prime Contractor on many local and national contracts,
most of our weapons and training on those weapons are oriented on Federal guidelines and
requirements (DoD and GSA). These guidelines are usually more stringent than local, non-
federal requirements. To make providing armed officers to our clients more uniform, we have
standardized our weapons and equipment.
We currently field .38 Caliber Smith and Wesson double action revolvers, .40 Caliber Smith &
Wesson semi -automatic pistols. We also have experience and training with both the 9 mm
Beretta Automatic Pistol and 12 gauge Mossberg Shotguns.
The training includes municipal and state certification, with a minimum of twelve (12) hours of
hands on training that incorporates legal issues, Use of Force, safety, maintenance, and
shoot/don't shoot scenarios. Each officer must then complete a federal qualification table,
scoring at least 240 points out of a possible 300, with annual qualifications thereafter. Armed
officers are trained by Mr. Fancher.

throughout our almost fifty (50) years of continuous service, providing security service for numerous

VEHICLES
C&D also has the capability to provide vehicles to our clients if the need should arise. Currently
our patrol section, as well as most of our sites across the country utilize a light truck, such as a
Ford Ranger (pictured below), Toyota Tacoma, or Chevrolet S-10. We have found through our
experience of providing vehicles that these models are very durable, require less maintenance,
and are more versatile in meeting the security requirements of our clients. They also perform
better in transporting equipment as well as in rough terrain and/or inclement weather.
If specifications call for a sedan or similar vehicle, we can provide these as well. Currently, we
are having the most success with Chevrolet Lumina's or Malibu's in sedan situations. We have
found a medium body vehicle performs better and is more durable than a small or compact
vehicle. They are also more maneuverable and fuel efficient than large bodied sedans. When
choosing a vehicle, we look carefully at the specific situation the vehicle is expected to work in.
Even parking lot situations are hard on
vehicles, especially on brakes, suspension on—ILI

wheel drive vehicles for tougher
conditions. Currently, we are having
success with Ford Ranger 4X4's, because
they are more fuel efficient with enough room inside for officers wearing equipment, yet still
provide the versatility needed. If the situation calls for more room in a 4X4, we have had success
with small Sport Utility Vehicles (SUVs) such as Isuzu Sidekicks or similar makes. These are
more fuel efficient with smaller engines than full size SUVs and still have workable space inside.
All of our vehicles nationwide are currently less than five years old and C&D Security tries to
maintain that retention time. We prefer to buy vehicles instead of leasing, because it makes more
sense economically for our corporate situation.
TRAINING
Second only in importance to the selection of potential security officers is training. A
comprehensive and applicable training curriculum will greatly increase a security
officer's performance in pursuit of his/her assigned duties. A professional training
environment also establishes officer's mind -set, his/her
responsibilities, instills a proper attitude, motivation,
expectations, and a feeling of being associated with a
professional company.
Recognizing the value of training, C&D has subscribed
to the Professional Security Television Network (PSTN)
Basic Security Officer Training Series. This 12-part
basic training program, taught by company -employed
instructors who hold State -teaching certificates, consists
of a series of videotaped programs accompanied by PSTN coursework. This includes
instructor guides, student handouts, and test materials. The materials in each of the
modules have been designed to assist our instructors in incorporating the applicant into
the security frame of mind. In addition, the monthly "ProForce Program" is designed for
the supervisors and managers to clarify and reinforce the lessons presented in the basic
series. The major objectives of the training program are:

SITE SPECIFIC TRAINING
In addition to the basic training provided, each security officer also undergoes site -
specific training, such as hand-held metal detectors, magnetometers/x-ray machines, radio
procedures, telephone operations, etc. prior to working a regular shift. The better the
match between an assignment location and a security officer, the higher the satisfaction
level for everyone involved. Each selected applicant is assigned to an appropriate job site
only after a manager reviews the applicant's background information and conducts an in-
depth interview.
C&D recognizes the need to match the right employee to each assignment, allowing for
the security officer to utilize his/her full potential. Typical considerations include job
location in relation to the applicant's home, shift availability, public relation skills,
writing skills, communication skills, physical ability, and any other relevant criteria.
The C&D patrol supervisor will be briefed by the client or his/her representative on the
duties specific to that site. The patrol supervisor will ensure that all security officers
assigned to the site are properly trained and briefed on the duties for that site. The
security officer will initial and date after each block of the training has been completed.
The Patrol supervisor will also train all members of the patrol section. This allows for the
patrol section to serve as a "back-up" to the regularly assigned security officer in the
event that the assigned officer cannot report to work.
All security officers assigned to the Fort Collins operations will also be trained in the use
of pepper spray and the expandable baton (ASP). This training will be conducted by a
state certified Law Enforcement instructor for the state of Colorado.
SUPPLEMENTAL TRAINING
SECURITY
C&D Security also has a state certified American Red Cross and C.P.R. (Cardio
Pulmonary Resuscitation) trainer that conducts both beginner and annual recertification
training on security officers assigned to C&D Security.

SUPERVISION
Adequate supervision is essential to ensure that quality performance is maintained at each client location.
Quality performance is considered work that meets or exceeds the standards set by the management of C&D
Security and the client. In order to maintain the quality performance that we have become known for, C&D
Security utilizes a multi -tiered supervisory structure system. This system often includes a Site Supervisor and/or
a Field (Patrol) Supervisor.
At sites requiring a staff of more than one security officer, a Site Supervisor or a Lead Officer will be appointed
in writing and will report directly to the client and the C&D Operations Manager responsible for that account.
Also, the Site Supervisor maintains daily communications with the client's or their representatives. In addition
to the Site Supervisor, the Field Supervisors, (usually a member of the patrol division) will conduct both
announced and unannounced quality assurance checks on the security officers assigned to the various client
facilities.
The duties of the site supervisor are, but are not limited to, is to conduct regular personal and written
evaluations of each security officer's appearance, performance, and job knowledge. Each evaluation is reviewed
by the Operations Manager and retained in the security officer's personnel file for recognition, promotion, or
disciplinary action when necessary. The site supervisor is also responsible to correct, and retrain if necessary;
any short -comings of his/her assigned officers. Proper supervision, therefore, is an integral part of C&D
Security's Quality Assurance Program, and it remains one of the principal reasons for our success.
All employees, including supervisors, hired by C&D Security must pass an examination by a physician hired by
the company. The doctor is provided with the following job description, along with a Medical Requirements
form that outlines physical needs of the job, and the physician screens during the physical accordingly. The
Senior Management of C&D meets with the doctor prior to beginning examinations to insure that the doctor
understands the standards and agrees to look for the ability to perform to these standards. If the doctor doesn't
sign off on the exam, the employee is not allowed to work on the site. Of course the requirements of the Job
Description and each client's requirements will be incorporated to ensure that all requirements are met for the
contract.

JOB TITLE: Security Supervisor
JOB DESCRIPTION: The security supervisor is a supervisory level employee who is
placed in charge of security officers representing the company with client organizations
in a security or safety capacity. The officer may be in charge of employees assigned to a
particular location, function, or shift. These employees provide general security officer
support to client organizations and perform other duties as required by individual job
sites and assignments. Due to the wide variety of environments supported by C&D, some
or all of the following functions and skills may be performed by security officers at each
site, depending upon the requirements of each, the time of day, day of the week, and/or
weather conditions. The supervisor must meet all the same requirements and be able to
perform the same duties as the officers under his/her supervision.
EXPERIENCE/QUALIFICATIONS REQUIRED: A security supervisor should have
administrative and supervisory experience in security, safety, or law enforcement
administration and operations in military, police, or civilian security environments. A
minimum of two years of such experience, or college level education in security
administration, police science, or similar disciplines, or a combination of both is
preferred, and required in most instances. Other qualifications such as completion of
security supervisory courses, police academies, or similar disciplines will also be
considered.
FUNCTIONS AND SKILLS REQUIRED: Maintain a security deterrent and
supervisory example by remaining visible and presenting a neat and professional
appearance in a properly worn uniform with associated equipment. Be responsible for the
conduct, performance, appearance, training, and scheduling of all individuals under their
direct supervision. Shall also implement existing regulations and carry out routine
procedures and operations of their security officer unit. All deviations, irregularities, or
violations of security procedures shall be reported to the proper authority. This must be
done for an entire assigned shift, normally eight (8) hours in duration each, but no more
than twelve (12) hours for any given shift. Maintain confidentiality of client proprietary
information and/or government classified information. Monitor alarms, closed circuit
television monitors, and areas/entrances to facilities through direct visual observation and
audio monitoring. Read written instructions, warning labels, signs, and other
communications in the English language.
Public relations skills will include maintaining courteous, professional relationships with
client employees, customers, guests, visitors, and the public, presenting a positive image
of the company, the client's organization, and their representatives. Answering the
telephone and/or operating PBX systems. Control ingress and egress to buildings and
property.

Employees may stand, walk, or sit for extended periods of time at assigned workstations,
and briefly run or hurry in emergency situations. The walking may consist of building
and grounds inspections which may consist of covering as much as two (2) miles every
two (2) hours, and may entail negotiating uneven ground and poorly lit areas such as
construction areas. The employee may also be required to climb stairs and/or ladders.
Lifting/carrying assorted packages and/or equipment (such as flashlights, radios, guns,
ammunition, watchman's clocks, keys, etc.) that may weigh up to fifteen (15) pounds
total weight for extended periods; and up to fifty (50) pounds for brief periods (such as
accepting delivery of packages or moving road barricades). They may also lift
covers/hatches, stoop, kneel, and crouch while checking equipment and areas, filing
documents, operating panels/computers, including discerning between colored (especially
red/green) lights and displays. Perform other duties that could be classified as "light"
work.
If armed, they must possess sufficient hand -eye coordination and training to safely
handle, operate, shoot, maintain, and qualify with an assigned weapon, plus various
associated equipment such as handcuffs, nightsticks, and/or pepper spray. They may also
be required to operate typewriters and/or computers in performance of administrative
duties, and maintain hand-written logs and reports. Operate and/or monitor equipment
controls connected with security/safety equipment and functions. Escort and assist client
employees and visitors in restricted or hazardous areas. Operate safety equipment when
needed, such as fire extinguishers. Drive company owned vehicles when required.
Monitor, lock, and unlock doors, elevators, gates, etc. as needed. All outdoor activities
may take place in any weather conditions at any time.

QUALITY ASSURANCE
C&D Security has an ongoing concern with providing quality performance and has taken
positive steps to ensure a formal Quality Assurance Program is organized, agreed upon, and in
place for each client. By mutually setting acceptable performance standards with the client, C&D
Security managers and supervisors can tailor the Quality Assurance Program to each site. The
Quality Assurance Program implemented by C&D ensures the highest possible quality
performance, and ultimately, client satisfaction.
As the Quality Assurance Program is addressed for each site, the following items are normally
considered and incorporated:
1. Daily/on-going Quality Assurance Checks: These will be conducted by the Site
Supervisor.
2. Written Evaluation Schedule: Each assigned security officer will participate,
usually on a monthly or quarterly basis, in a written evaluation. These evaluations
are normally administered by the Site Supervisor and reviewed by the Regional
Operations Manager or Quality Assurance Inspector.
3. Regular Meetings: These meetings are between
the Quality Assurance Inspector and the Client
representative. Typical meeting schedules include
weekly for the Site Supervisor, monthly or
quarterly meetings for the QA Inspector. The
objectives of these meetings are to identify
existing or potential deficiencies and to maintain
open communications between the client and
C&D Security.
4. Random Quality Assurance Checks: These will be conducted by either a
member of the Patrol Division or the Operations Manager and will be both
unannounced and announced. These inspections are designed with the client's
knowledge and approval, usually once or twice a month. Findings and
conclusions are provided to the client in writing, along with any necessary
corrective actions.
5. Additional Training: Any necessary specialized or refresher training is
established on a predetermined and mutually acceptable basis. Training records
are kept and the results are shared with the client as requested.

a problem, C&D Security will take the identified problem and define the cause of it.

eight (48) hours, the client will receive a written follow-up report detailing the incident,
the corrective action taken, and the preventive action to be implemented to prevent a
reoccurrence.
• If the problem does reoccur, upon notification of C&D Security, the client will not be
billed for that shift.
• C&D Security will also create a comprehensive testing procedure designed specifically
for each client. Establishing an ongoing evaluation process used to keep each assigned
security officer's skills and knowledge current with the security requirements of the
client. Formal testing and evaluations will be conducted during the initial training stage
and will continue on a quarterly basis. Those failing to meet minimum levels of
proficiency will be retrained for work at the specific site or with continued failure, be
reassigned to a site of lesser capacity.
• All security officer's performances will be assessed by C&D Security supervisors on a
random basis. During these checks, the supervisor will sign on the security officer's log,
noting any observations. These checks are in addition to the sites visits performed by the
Site Supervisor, Regional Operations Manager, and the Patrol Division.

C&D Security makes all possible efforts to ensure that our service and rates meet the needs of
our clients. We understand the need to control costs balanced with the need to spend the required
money to acquire quality professional security service. We feel that the attached wage scale
meets both the needs of Fort Collins. as well as C&D Security. At the same time all assigned
security officers will have local field supervision, and management support that our competitors
cannot match.

OVERTIME RATES
Overtime rates are billed at time and one-half per hour and are applicable for any short notice
(less than seventy-two (72) hours) additional service requested by Fort Collins or if Fort Collins
requests a specific officer to work additional hours and that request places that officer into an
overtime status for that week. All other overtime will be the responsibility of C&D Security and
therefore will not be billed against Fort Collins.
HOLIDAY PAY
Holiday rates are billed at time and one-half per hour and are only billed for hours worked on
any of the below listed holidays. C&D Security recognizes the following holidays:

On the following page is a sample insurance certificate that details C&D Security's current standard
insurance coverage in General Liability Coverage, Automobile Coverage, and Workers'
Compensation and Employers' Liability Coverage. As you can see, the coverage is current in all
policies. General Liability is $1 Million per occurrence, with an aggregate of $2 Million. We also
exceed the industry norm in Workers Compensation by carrying $1 Million per category instead of
the usual statutory minimums. And finally you can see we also carry $1 Million for the Automobile
coverage.
Upon contract award each client is issued a certificate specifically for their account that lists them as
the certificate holder and also as additional insured. We can obtain higher limits through umbrella
policies, or specialized stipulations, such as Waivers of Subrogation. However these almost always
entail additional premium costs, and may require an adjustment in our quoted rates. If more
specialized coverage is desired, or more specific information required concerning this normal
coverage, please do not hesitate to contact us.
Although it does not appear necessary in this particular instance, we also can obtain bonding
coverage including surety, fidelity, performance, and other bonds normal for the security industry.

C&D Security was originally founded in Colorado Springs in 1959. Our Corporate and Regional
office is located in a 6,100 square foot building at 306 N. Delaware Drive, in Colorado Springs,
Colorado. From this location, we are able to
support administration and operations
throughout the country. C&D also has branch
offices in the Denver/Aurora metro area, and
Philadelphia, Pennsylvania; as well as Major
Site offices located in New Carrollton,
Maryland; White Sands and Santa Fe, New
Mexico, and Ogden, Utah. We were also
recently awarded the Homeland Security
contracts for all federal facilities in
Massachusetts, Connecticut, and Rhode Island beginning in February of 2007, with further
expansion plans for a controlled growth in the near future.

Over the past forty-five years, as the requirements and demands for contracted security have
become more diversified and modernized, C&D Security has focused its efforts in the same

Additionally when the Federal facility cage code was obtained in 1978, allowing C&D Security

SECURITY
BRANCH AND CORPORATE OFFICE SUPPORT
C&D Security provides the following support to all of our business partners upon awarding of
contract:
1. Hiring of all security officers and (when applicable) the site supervisor.
2. Provide all assigned security officers with a walk through of the site consisting of all required
training to support initial operations.
3. Provide subsequent hiring and training of security officers if or when the need arises.
4. Provide all personnel with specialized training.
5. Provide all uniforms, vehicles, and additional equipment as designated by the client.
6. Coordinate and provide all necessary certificates and proof of coverage for General Liability,
Workers' Compensation, and Automobile Insurance as designated in the Request for
Proposal (RFP).
7. Provide proof of the appropriate company and security officer licenses and permits; including
municipal, county, state, and federal as required.
8. Record and pay all necessary and required taxes, fees, license fees, etc. to the proper
governmental agencies. Examples include business licenses, FICA, FUTA, SUTA, etc.
9. Provide and pay the security officers/employees all the wages and benefits as designated by
the RFP and the appropriate Federal Wage Determination.
10. Provide monthly invoices with the proper and necessary back-up documentation and records
to support each invoice.
11. Provide any consulting/advice as needed to the client or their designated representative.
12. Provide management inspections, quality assurance checks, and assistance as needed from
the corporate office. Initially, during account set-up, it is anticipated that there will be a great
deal of management presence to ensure that the requirements and policies of both the client
and C&D Security are being met.
13. Provide immediate management response to problems, inquiries, and requests for assistance
from the corporate office.
ADVANTAGES OF CONTRACT SECURITY VERSUS PROPRIETARY SECURITY
COST:
More and more organizations, companies, and agencies are switching to contract security
officers and most often the overriding factor is cost. A manager can set the requirements of the
positions necessary and it becomes the contractor's task to meet those requirements. Normal
considerations connected with being an employer are now the security agency's concern. The
usual costs of carrying the officer as an employee are reduced to the rate charged by the
contractor. Many of these costs are not outwardly obvious. Besides taxes and wages there are
many lesser known expense factors that include the following:
1. Recruiting and hiring expenses.
2. Training of new personnel.
3. Uniforms and/or personal equipment.
4. Benefits packages: Health, life, dental insurance plans, vacations, retirement plans and
many others.
5. Workmen's Compensation Insurance, unemployment expenses, payroll taxes liability
insurance.
6. Sick days or compensation expenses (contract officers get sick too, but the responsibility to
plan for and provide replacement(s) is placed solely on the security contractor).
DAILY MANAGEMENT PROBLEMS:
Managing people who work for you is an ongoing task that requires a great amount of time on a
daily basis. Managers who are responsible for security at their facility have found that the use of
contractor security services greatly increases their time for use in other areas. When contract
services are used areas such as training, payroll, taxes, discipline, counseling, recruitment,
equipment and uniform procurement become the responsibility of the contractor. The client sets
the standards and the contracting company carries out the desired services, to include the daily
management involved.
OBJECTIVITY:
The simple fact that a security officer is not an employee of your company or organization helps
a great deal in maintaining a degree of objectivity. Where security is an issue familiarity is not in
the best interests of a company or organization. A security officer's prime concern is to make
sure rules involving safety and security are not violated. The fact that you do not employ your
security force also becomes crucial when labor disturbances arise. Not only is the security officer
not involved with negotiations or problems, the contractor can provide additional manpower if it
becomes needed.
