HomeMy WebLinkAboutRFP - P1028 ORGANIZATIONAL REVIEW (2)P1028 Organizational Structure Review Add invitiation SCOPE OF SERVICES The City of Fort Collins (130,000 pop.) is seeking proposals for a review of its internal organizational structure. With the recent departure of the head of Transportation Services there is an opportunity for an in depth look at the structure of the Transportation Services in relation to some other key, related Service Areas, such as our Current Planning and Environmental Services and Utility operations. A copy of the current organization chart is attached. Get a copy of the current org structure to include. Services required will include the following: 1. From a structural and organizational perspective: > What is working > What is not working > What are some options, including the pros/cons of each, of different structures and organizational alignments that could be considered? 2. What organizational changes might be considered that would result in work efficiencies and improved results? 3. What cost saving measures could/should we be doing? 4. We are organizing a "One-Stop" development review system--how can we best utilitze staff from different disciplines and departments and work as one unit to improve customer satisfaction and achieve our goal TIMING Time is of the essence. The City would like to complete this review and recommendation process in the next 3 to 6 months. PROPOSALS Proposals should address the following questions: A. Submittal Requirements 1. Limit the total length of your proposal to a maximum of 15 pages (excluding covers and dividers). The Director of Purchasing and Risk Management may reject proposals received that are longer than 15 pages in length. 2. Submit a total of five (5) copies of your proposal. 3. Proposals must be received no later than 3:00 PM (our clock), July 10, 2004to: City of Fort Collins – Purchasing and Risk Management Division 215 North Mason Street P.O. Box 580 Fort Collins, CO 80522 Qualified consultants interested in performing the work described in this request for proposals should submit a minimum of the following information to the City. 4. Qualifications of your firm and specific staff proposed to perform the work on this project. This should include resumes of staff and any recommendation/commendation letters received for past projects. 5. A list of similar studies completed in the last five years by the firm. requirements that have been completed within the past five years and that have involved the staff proposed to work on this project 6. What process do you recommend be used in conducting this type of study? a. What are the key steps? b. Provide a proposed timeline for the process. 7. Provide a breakdown of costs for tasks 1-4. Include a cost break down of hourly rates and number of hours assigned for each task of work for all personnel. 8. What procedures do you use in assessing your client organization's needs and values? The City reserves the right to contract with the selected firm for future organizational assessment/alignment needs in the future. A review board will rank interested firms based on their written proposals, using the ranking system. A firm may be chosen based solely on the written proposal.
