Bus Rapid Transit EA/PE Design Fee Estimate
Thank you for keeping Felsburg Holt & Ullevig in mind as you plan the future construction of the
Bus Rapid Transit (BRT) system for the Mason Transportation Corridor. As you are aware, we
began the preparation of the Environmental Analyses and Preliminary Engineering (EA/PE) for the
BRT system in September of 2002. As such, we are knowledgeable of the critical issues related to
furthering the completion of the EA/PE design. Per your request, this memo summarizes our
estimate of fees to complete the work necessary to support a request to enter Small Starts Project
Development. Also, we have divided these fees into two phases. Phase IIC would include partial
work in all areas of the proposal, but with a budgetary limit of $300,000. Phase IID includes the
remainder of the fee estimate to complete the project in each work area. These phases equate to
Line 7 and 8 of our original contract (essentially the 6`h and 71h addendums).
Following are tables that summarize the Phase IIC and IID estimates. Please keep in mind that we
have based these estimates on the conceptual design elements of the Alternatives Analysis Report
(July, 2004) and on current knowledge of the design intent of the project. These estimates are
based on an understanding that the primary design efforts for the project corridor extends from the
property boundary line for the South Transit Center (i.e., no work associated with the design of this
facility) to Laurel Street. Between Laurel Street and the North Transit Center, only assistance for
station installation is foreseen. Also, following is a bulleted list of the included and excluded design
items we used to structure our estimate.
