ReaIGIS Overview
ReaIGIS, Inc. provides "GeoMarketing" expertise by applying Geographic Information
System (GIS) technology to the Real Estate industry through web -based mapping,
visualization, demographics, data integration and other state-of-the-art location -based
technology solutions to meet the business and marketing needs of the Real Estate
professional.
ReaIGIS is located at 2627 Redwing Road, Suite 100 in Fort Collins Colorado, approximately
one hour north of Denver. Founded in 2005, the company is a wholly owned subsidiary of
New Century Software, Inc.
ReaIGIS was founded with the assistance of individuals from the Northern Colorado High -
Tech Network. ReaIGIS has formed partnerships with NorthernColoradoRentals.com,
AirPhotoUSA, I -Cubed and CraneDigital. The ReaIGIS web site is www.realciis.com.
Project Background
The City of Fort Collins has recently launched an updated and more comprehensive public
web site. One of the goals of the new site is to attract new and expanding businesses to the
area and provide them with the information they need about available properties in the area
as well as other pertinent information.
In order the meet these goals, the City has decided that in addition to the current
information available on the site, it would like to include an online property search tool that
would be available to the public. The proposed new mapping functionality will be based on
a Google Map and Google Earth interface (with ESRI Technology operating in the
background) and it will incorporate information on available properties (both undeveloped
and possible redevelopment spaces), infrastructure, zoning, land parcel data, demographics
and so on.
ReaIGIS proposes to work with the City of Fort Collins on the implementation of this
enhancement to the site. The project will be broken into several phases to ensure a
successful realization of the final goals. Each phase will build upon the previous and
enhance the functionality and information available on the site.
Project Description
Phase 1 — Basic HTML Web Mapping
During this phase of the project, ReaIGIS will incorporate a Google Map -based web page
onto the Fort Collins web site so that visitors can view undeveloped land that is for sale at
major intersections along the I-25 corridor.
The new page will use a Google Map interface utilizing the street data and aerial
photography that is available from Google and a grid -view listing of the property attributes.
The objective of this phase is to the get the information onto the web site in a quick,
efficient and easy to use tool.
C ONFIDENTIA!
Tasks and Deliverables:
■ Acquire list of properties to highlight
■ Procedure for integrating mapping site into the City's existing site.
■ Schedule outline for Phase 1 and subsequent phases
■ HTML web link containing custom Google Map interface with selected property data
incorporated and custom pop-up bubbles to display relevant information
■ Polygon outline of property
Phase 2 — Search Tool Google Man Placemarks and Red Hen Video
Working in conjunction with information contained in the Buildable Land Inventory
maintained by the City of Fort Collins, the City will provide a more detailed list of all the
properties they wish to display on the mapping page.
The interface of the web page will be enhanced to allow users to perform searches for
properties based on specific criteria. The searchable criteria will be based on the
information available for each property but, typically it will include option such as price,
acreage, utility access, zoning, etc.
In addition to the functionality available in the Search tool, ReaIGIS will also incorporate a
series of placemarks in Google Map of points of interest in Fort Collins. These placemarks
will appear permanently in the Google Map interface. Placemarks may include office parks,
clean energy businesses, schools, and other points of interest relating to city economic
development.
Finally, ReaIGIS will work in conjunction with Red Hen Systems to create a series of videos
that will be available for viewing and download on from the Google Map interface. Red Hen
has agreed to provide limited video for selected sites at no cost. Pricing for future Red Hen
video will be provided upon completion of Phase 2.
Tasks and Deliverables
■ Acquire list of additional properties for display (possible link to NCCAR database)
■ Establish property search criteria
■ Establish procedure for acquiring updated property data
■ Obtain list of points of interest in Fort Collins
■ Create database of placemarks and custom Google Map file
■ Identify key areas for Red Hen video
• Create link for downloading/displaying Red Hen video
Phase 3 — Gooale Earth Interface
In addition to working with Google Map, ReaIGIS proposes that a Google Earth interface be
incorporated where users can export the selected available properties for display in Google
Earth. This would allow users to perform real time 3D viewing of the available properties
and the area surrounding Fort Collins.
Tasks and Deliverables
■ Create custom placemarks for demonstrating key locations in Fort Collins
• Create custom "bubbles" to display information about properties

• Create link to Google Earth to display available properties and other relevant data
■ Overlay updated aerial photography for Fort Collins area
Phase 4 - Addition of Other Data Lavers into Mapping Interface
Using a combination of Google Maps and ESRI ArcGIS Server technology, ReaIGIS will
incorporate selected layers of the City's GIS data into the web mapping interface. During
this phase GIS data sources will be identified and logistics will be established for the
delivery and storage of required data. It is assumed that only data available from the City
of Fort Collins will be used in this project. ReaIGIS will work in conjunction with the web
developers and GIS manager at the City to ensure a seamless integration of the GIS data
with the web site.
Shapefiles obtained from the City that demonstrate the location of things such as schools,
utility lines, roads, zoning boundaries, parcel information, traffic counts and so, will be
added to the map as required. Users will be able to turn on and off these additional layers
in order to obtain a more comprehensive view of the location of the available properties.
Finally, using aerial photography from the City, ReaIGIS will overlay and enhance the
current imagery available in Google Map/Google Earth for the Fort Collins area.
Tasks and Deliverables
■ Obtain updated aerial photography from the City
■ Obtain desired shapefiles/geodatabase files from the City
• Create custom interface in Google Map to allow for the selection of data layers
• Resize and resample imagery into preset tile sizes for incorporation into Google Map
Phase 5 - Property Data Entry Form
In the final phase of the project, ReaIGIS will implement a data entry mechanism that staff
at the City of Fort Collins can use to enter available property data. This form will allow users
to enter a wealth of information about all available properties in the City including photos,
comments, pricing, etc.
This form is currently in development and will be ready for implementation in Q1 2007.
Proiect Team
The ReaIGIS project team will be comprised of the following key members:
• Project Manager - Erin Brook, ReaIGIS
• GIS Consultant - Ron Brush, ReaIGIS
• GIS Analyst III - Rich Henry, ReaIGIS
• Software Developer - Michael Roy, ReaIGIS
As required, additional software development, database design and or system
administration resources will be seconded from New Century Software to complete the
project.

• The data required for the project will be provided by the City of Fort Collins
• We will work closely with the City's web developers to ensure the site conforms to
the City's standards
• All project due dates are dependent on relevant feedback and data being delivered to
ReaIGIS in a timely manner.
Project Schedule
ReaIGIS proposes to begin work on the project on January 3rd, 2007. Phase 1 will be
completed within three weeks of the start date. All other phases will begin upon approval
by the client.
Project Cost
ReaIGIS proposes to perform this project on a time and materials basis. The following costs
are based on our current understanding of the project scope requirements and deliverables
as described in this document. A change order will be issued for items that fall outside of
the scope of this project. Change orders will be incorporated into this project only upon
authorized approval from The City of Fort Collins. An invoice will be submitted monthly and
a final invoice upon completion and acceptance. ReaIGIS will commence work on the
project within one week of approval from the client.
