The artist will work with the project team to determine concepts for art to be placed on-site. SUBMISSION INFORMATION Written proposals will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Page 2 of 4 PROJECT DESCRIPTION The Art in Public Places Program of Fort Collins, Colorado is requesting proposals in an open competition for artists to work with the project team on concepts for the site and create artwork for the new Fort Collins Police Facility. Areas at the facility that are available for artistic treatment are limited to various designated public spaces, including interior & exterior sites: the entrance area, Memorial Garden, Main Lobby interior and Police Museum. The team is interested in perhaps using or referencing the department’s collection of police artifacts in this project. The accepted artist will also be invited to propose artistic enhancements of architectural components for the Police Museum interior. ELIGIBILITY Because the selected artist must be available for weekly and occasionally multiple meetings in a week, the artist must be within 120 miles of Fort Collins. The artist must be willing to work weekly and in person with the design team selected by the City of Fort Collins. MEDIA All media will be considered. BUDGET The artist selected for this project will receive up to $10,000 in a Design Consultant Contract to participate in the overall design of the public sites, and for art concepts provided for the site. Upon final approval of the design for the art projects(s), the artist will then be commissioned to create artwork for the site. The total contract amount includes all applicable expenses, which includes all fees for consulting with the design team, the design, execution, transportation, travel, site preparation, and installation of all artwork selected as well as a project plaque. The estimated budget for the art commission is up to $230,000. SELECTION PROCESS A selection committee may consist of members of the APP Board, representatives from the Fort Collins Police Facility team, and a City Purchasing Department representative. The committee will review application materials and make a final recommendation. The Fort Collins City Council gives final approval. The selection committee reserves the right to reject any or all entries at any time in the review and selection process. An artist will be chosen during an initial review process. The artist will work with the project team to develop concepts for the site, a detailed proposal, budget and timeline. Upon final approval from Page 3 of 4 the project team, APP Board and the Fort Collins City Council, the artist will be awarded the contract for an amount up to $230,000 for this project. SELECTION CRITERIA 1. Suitability of the artist to the project as demonstrated in resume and letter of intent. 2. Quality of artist's previous work as demonstrated in slides and references. CONTRACT Upon selection and final design approval, the artist must complete a contract with the City of Fort Collins. All finished work shall be faithful to the drawings, design, concept and budget as approved by the APP Board and the Fort Collins City Council. Progress reports and payments will be made as contracted, with final payment to be made upon installation and acceptance by the City of Fort Collins. APPLICATION MATERIALS TO BE SUBMITTED Please submit one (1) copy of the following materials: 1. Current resume outlining your professional accomplishments as an artist. 2. A one-page letter of intent, including your ability to attend weekly meetings in Fort Collins. 3. Slide inventory listing name, title, medium, dimensions, cost, location, date, and description of the artwork. 4. Two letters of references for public art projects. In addition to the above materials please also submit: 1. No more than eight labeled slides (total) of relevant work. 2. A self-addressed stamped mailer for the return of the slides. Do not include a proposal, graphic rendering or illustration with this application. Entries that do not submit all of the required items will not be reviewed. The Art in Public Places Program is not responsible for lost or damaged slides. NOTICE All proposals submitted must meet all applicable City codes and Charter requirements. The City of Fort Collins reserves the right to reject all proposals and to waive irregularities or informalities. Artists are not to contact the project community/neighborhoods for an APP project unless arranged through Ellen Martin, APP Coordinator for the City. Sincerely, James B.
