Art in Public Places Program
P961 Downtown Alley Project
Budget: up to $25,000
The Art in Public Places Program seeks to commission an artist to work with the Downtown Alley
Project team. The artist will work with the team to determine art concepts at this site.
SUBMISSION INFORMATION
Written proposals will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd
floor, Fort Collins, Colorado 80524. Proposal P961.
Proposals must be received before 5:00 p.m. (our clock), Monday, November 8, 2004.
Final Selection: November, 2004

1. Call the Purchasing Fax-line, 970-416-2033 and follow the verbal instruction to request
document #30961.
2. Download the Proposal/Bid from the BuySpeed Webpage, www.fcgov.com/purchasing
3. Come by Purchasing at 215 North Mason St., 2nd floor, Fort Collins, and request a copy of
the Bid.

PROJECT
DESCRIPTION
Safety & Durability - The work is intended to be a permanent addition to the City of Fort Collins.
Design and installation must consider that the work will be situated in a public location and subject
to the elements and potential vandalism.
Site – The City of Fort Collins and the Fort Collins Downtown Development Authority are
collaborating on a project for renovation of Old Town Square Plaza and improvements to the
Trimble and Tenney Court allies. This APP project centers on the area S.E. of the Fort Collins
Civic Center Parking Structure. The south exit of the alley leads through to Mountain Avenue. The
goal of the City of Fort Collins, D.D.A. and Downtown Business Authority (D.B.A.), is to improve
this area, making it clean, safe and visually appealing
The City of Fort Collins anticipates renovating the Plaza and reconstructing the alleys beginning as
early as possible after January 1, 2005. There are two alleys that are the first in a larger program to
turn the downtown alley system into an integrated pedestrian network.
This art project will be funded with Utility money and will need to have a Utility purpose/theme
(Light & Power, Water). The artist will work with the project team to help define this requirement.
The artist will start meeting with the team in November, 2004.
ELIGIBILITY
This project is open to all artists. The artist must be willing to work with the design team selected
by the City of Fort Collins.
MEDIA
All media will be considered.
BUDGET
The total contract amount for all applicable expenses, which includes all fees for consulting with the
design team, the design, execution, transportation, site preparation, and installation of all artwork
selected as well as a project plaque, shall be an amount up to $25,000. This figure will also include
any travel expenses.
SELECTION PROCESS
A selection committee may consist of members of the APP Board, representatives from the
Downtown Alley Project team, Utility staff and a City Purchasing Department representative. The
committee will review application materials and make a final recommendation. The Fort Collins
City Council gives final approval. The selection committee reserves the right to reject any or all
entries at any time in the review and selection process.

An artist will be chosen during an initial review process. The artist will work with the project team
to develop a detailed proposal, budget and timeline. Upon final approval from the APP Board and
the Fort Collins City Council, the artist will be awarded the contract for an amount up to $25,000
for this project. If the design is not approved, the artist will be paid a design fee of $1,000.
SELECTION CRITERIA
1. Suitability of the artist to the project as demonstrated in resume and letter of intent.
2. Quality of artist's previous work as demonstrated in slides and references.
CONTRACT
Upon selection and final design approval, the artist must complete a contract with the City of Fort
Collins. All finished work shall be faithful to the drawings, design, concept and budget as approved
by the APP Board and the Fort Collins City Council. Progress reports and payments will be made
as contracted, with final payment to be made upon installation and acceptance by the City of Fort
Collins.
APPLICATION MATERIALS TO BE SUBMITTED
Please submit one (1) copy of the following materials:
1. Current resume outlining your professional accomplishments as an artist.
2. A one-page letter of intent.
3. Slide inventory listing name, title, medium, dimensions, cost, location, date, and description of the artwork.
4. Two references for public art projects.
In addition to the above materials please also submit:
1. No more than eight labeled slides (total) of relevant work.
2. A self-addressed stamped mailer for the return of the slides.
Do not include a proposal, graphic rendering or illustration with this application.
Entries that do not submit all of the required items will not be reviewed.
The Art in Public Places Program is not responsible for lost or damaged slides.
NOTICE
All proposals submitted must meet all applicable City codes and Charter requirements. The City of
Fort Collins reserves the right to reject all proposals and to waive irregularities or informalities.
Artists are not to contact the project community/neighborhoods for an APP project unless arranged
through Ellen Martin, APP Coordinator for the City.
