Arbitrator Services for
Collective Bargaining
The City of Fort Collins is soliciting applications from persons who desire to be on a permanent
panel of arbitrators to resolve impasses which may arise in collective bargaining related to
Police Collective Bargaining as provided by Sections 2-617 through 2-634 of the Fort Collins
City Code. Members of the panel will serve four year terms (initial appointments may be for
varying lengths not to exceed six years).
Qualifications
In order to be eligible for appointment to the permanent panel of arbitrators, a person must be
impartial and disinterested and must be qualified by experience and training as a neutral
Hearing Officer or arbitrator in labor/management disputes. These disputes must relate to an
impasse in negotiations between labor and management, disputes over the meaning or
application of contracts between labor and management, or discipline. Any person whose only
experience is as a hearings officer in any civil or Career Service system shall not be qualified.
Persons who are members of the National Academy of Arbitrators or on the American
Arbitration Association panel of labor arbitrators are presumptively qualified.
Submittal
Persons interested in being considered for this panel of arbitrators should submit a letter of
interest along with a resume outlining your qualifications. A summary of hourly/daily rates and
charges should also be included.
Submissions will be received at the City of Fort Collins' Purchasing Division, 215 North Mason
St., 2nd floor, Fort Collins, Colorado 80524. Submissions will be received before 1:00 p.m.
(our clock), December 30, 2004. If delivered, they are to be sent to 215 North Mason Street,
2nd Floor, Fort Collins, Colorado 80524. If mailed, the address is P.O. Box 580, Fort Collins,
80522-0580.

copy of the Bid.

have a financial interest in the sale to the City of any real or personal property, equipment,
material, supplies or services where such officer or employee exercises directly or indirectly
any decision-making authority concerning such sale or any supervisory authority over the
services to be rendered. This rule also applies to subcontracts with the City. Soliciting or
accepting any gift, gratuity favor, entertainment, kickback or any items of monetary value from
any person who has or is seeking to do business with the City of Fort Collins is prohibited.
Collusive or sham proposals: Any proposal deemed to be collusive or a sham proposal will be
rejected and reported to authorities as such. Your authorized signature of this proposal
assures that such proposal is genuine and is not a collusive or sham proposal.
The City of Fort Collins reserves the right to reject any and all proposals and to waive any
irregularities or informalities.
