HomeMy WebLinkAboutRFP - P950 ART IN PUBLIC PLACES SPRING CANYON COMMUNITYREQUEST FOR PROPOSAL City of Fort Collins, Colorado Art in Public Places Program P-950 Spring Canyon Community Park BUDGET: $8,000 DESIGN/APPROXIMATE ART BUDGET $65,000 The Art in Public Places Program seeks to commission an artist, to work with the Spring Canyon Community Park Project team. The artist will work with the team to determine art concepts at this site. SUBMISSION INFORMATION Written proposals will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Proposal P-950 Proposals must be received before 5:00 p.m. (our clock), September 3, 2004. Mason Fort Collins, CO 80524 A copy of the Proposal may be obtained as follows: 1. Call the Purchasing Fax-line, 970-416-2033 and follow the verbal instruction to request document #30950. 2. Download the Proposal/Bid from the City of Fort Collins Purchasing Webpage http://fcgov.com/purchasing/ 3. Come by Purchasing at 215 North Mason St., 2nd floor, Fort Collins, and request a copy of the Bid. O’Neill II, CPPO, FNIGP (970) 221-6775. Page 2 of 3 PROJECT The Park Planning Department is working to create this 103 acre park at W. Horsetooth & Overland Trail., in Fort Collins, Colorado As a collaborative member of the team, the artist will participate in design meetings and develop art concepts for this site. Upon final acceptance of the design, the artist may then be hired to follow through with the fabrication and installation of the artwork. One of the art projects, with an approximate budget of $12,000 has been determined to have a utility theme and the other art project(s) will be developed by the artist working with the project team. Safety & Durability - The work is intended to be a permanent addition to the City of Fort Collins. Design and installation must consider that the work will be situated in a public location and subject to the elements and potential vandalism. ELIGIBILITY This project is open to all artists. The artist must be willing to work with the design team selected by the City of Fort Collins. MEDIA All media will be considered. BUDGET The artist selected for this project will receive $8,000 to participate in the overall design of the park and concepts for art at the site. Upon final approval of the design for the art projects(s), the artist may then be commissioned to create artwork for the site. The total contract amount includes all applicable expenses, which includes all fees for consulting with the design team, the design, execution, transportation, travel, site preparation, and installation of all artwork selected as well as a project plaque. The estimated budget for the art commission is $65,000. SELECTION PROCESS A selection committee may consist of members of the APP Board, representatives from the Spring Canyon Community Park Project team, and a City Purchasing Department representative. The committee will review application materials and make a final recommendation. The Fort Collins City Council gives final approval. The selection committee reserves the right to reject any or all entries at any time in the review and selection process. An artist will be chosen during an initial review process. The artist will work with the project team to develop a detailed proposal, budget and timeline for art at the site. Upon final approval from the Page 3 of 3 APP Board and the Fort Collins City Council, the artist will be awarded the contract for the art project. SELECTION CRITERIA 1. Suitability of the artist to the project as demonstrated in resume and letter of intent. 2. Quality of artist's previous work as demonstrated in slides and references. CONTRACT Upon selection and final design approval, the artist must complete a contract with the City of Fort Collins. All finished work shall be faithful to the drawings, design, concept and budget as approved by the APP Board and the Fort Collins City Council. Progress reports and payments will be made as contracted, with final payment to be made upon installation and acceptance by the City of Fort Collins. APPLICATION MATERIALS TO BE SUBMITTED Please submit one (1) copy of the following materials: 1. Current resume outlining your professional accomplishments as an artist. 2. A one-page letter of intent. 3. Slide inventory listing name, title, medium, dimensions, cost, location, date, and description of the artwork. 4. Two references for public art projects. In addition to the above materials please also submit: 1. No more than eight labeled slides (total) of relevant work. 2. A self-addressed stamped mailer for the return of the slides. Do not include a proposal, graphic rendering or illustration with this application. Entries that do not submit all of the required items will not be reviewed. The Art in Public Places Program is not responsible for lost or damaged slides. NOTICE All proposals submitted must meet all applicable City codes and Charter requirements. The City of Fort Collins reserves the right to reject all proposals and to waive irregularities or informalities. Artists are not to contact the project community/neighborhoods for an APP project unless arranged through Ellen Martin, APP Coordinator for the City. Sincerely, James B.
