Questions and Answers
1. What were the project lengths for the projects authorized by the Corps under a Nationwide
Permit vs. an Individual Permit?
A:
Fossil Creek 4-1 ~ 2250’ – NW
Spring Creek ~ 1,590’ – IP
Mail Creek 3-1 ~ 980’ NW
Mail Creek 1-1 ~ 3,240’ NW
Fossil/Stanton Creeks (Trilby to Carpenter Rd.) ~ 5,750’ - IP
2. Was the Nationwide Permit utilized to authorize some of the projects limited to NWP 13,
Bank Stabilization, or was NWP 27, Aquatic Habitat Restoration, etc. used.
A: NWP 27
3. Can consultants gain access to Fossil Creek within the golf course as we prepare the
proposal?
A: The proposers can have access to Fossil Creek through the golf course. Requests for
access can be made with Josh Evans (course superintendent) Jevans@fcgov.com.
4. Does the CAD deliverables have to be developed in version 2017? The newer versions
(2018-2026) are not backward compatible.
A: CAD deliverables may be provided in newer versions of AutoCAD; development in
version 2017 is not required. The City uses AutoCAD 2025.
5. HEC-RAS
A: The effective model is an unsteady HEC-RAS 3.0 model. The design analysis will be
performed using HEC-RAS 2D. The regulatory model, however, must be a 1D steady-
state model. Both will be developed in the latest version of HEC-RAS.
6. Will we be using construction oversight services costs as part of Cost and Work Hours -
Construction window from November - June. Assume 60% staffing level through
construction.
A: What we are really after is ensuring that you have the staff and ability to provide
Construction oversight services.

2.2.’ The 2019 Fossil Creek Trail LOMR covers this area and
would be the effective model for this project and is in version
5.0.6.
