To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum:

QUESTIONS AND ANSWERS
1. The RFP references completed Data Readiness Assessments (pages 8 and 10) for each of
the four utility network models. Could you please provide who completed these
assessments; were they done in-house or by a third-party vendor/consultant?
A: Data Readiness Assessment expected to be complete December 2025. These are to be
completed by ESRI. The City plans to make these available upon completion.
2. Could you please provide the Data Readiness Assessments as supporting RFP
documents via BidNet?
A: Data Readiness Assessment expected to be complete December 2025
3. We applied to be an Esri Partner. Will you consider our response if the Esri Partner approval
is in process? (Not complete at submission but would be in place before a contract is awarded).
A: Yes, but it will be required for your firm to be an Esri Partner upon contracting if awarded.
4. Is there any preference for minority owned, small business?
A: Prohibition of Unlawful Discrimination: The City of Fort Collins, in accordance with the
provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§ 2000d to 2000d-
4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any
contract entered into pursuant to this advertisement, disadvantaged business enterprises will
be afforded full and fair opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, or national origin in c onsideration for an
award.
The City strictly prohibits unlawful discrimination based on an individual’s gender (regardless
of gender identity or gender expression), race, color, religion, creed, national origin, ancestry,
age 40 years or older, marital status, disability, sexual orientation, genetic information, or other
characteristics protected by law. For the purpose of this policy “sexual orientation” means a
person’s actual or perceived orientation toward heterosexuality, homosexuality, and
bisexuality. The City also strictly prohibits unlawful harassment in the workplace, including
sexual harassment. Further, the City strictly prohibits unlawful retaliation against a person who
engages in protected activity. Protected activity includes an employee complaining that he or
she has been discriminated against in violation of the above policy or participating in an
employment discrimination proceeding.
The City requires its Service Providers to comply with the City’s policy for equal employment
opportunity and to prohibit unlawful discrimination, harassment and retaliation. This
requirement applies to all third-party Service Providers and their

subcontractors/subconsultants at every tier.
5. Are there any restrictions on where work is done? If some of the team are offshore is that ok?
A: Yes, work being completed offshore will need to be done with the approval of the City of Fort
Collins. The City expects that no data will cross outside of the United States of America. Data
should not be copied and hosted offshore. Data clean-up work is to be done within the United
States of America.

The City of Fort Collins is requesting proposals from qualified
Professionals with demonstrated experience migrating to and
implementing the Esri Utility Network. The project includes Utility Network
consulting services for Water Distribution, Wastewater Collection,
Stormwater Collection and Electric Distribution.
-Migrate GIS data models to the UN to modernize our utility GIS
systems and align with ESIR standard.
-Transform GIS editing from ArcMap to ArcGIS Pro
-Replace end-of-life Geometric Network for City Electric Distribution
Network
-Enable use of ESRI solutions and product suite.

Light & Power:
•Migrating Electric Distribution from Esri Geometric Network to Esri UN.
•Replacing GIS functionality in ArcFM (Schneider Electric) with core Esri UN
(expanded data model).
One Water:
•Migrating Water Distribution to UN (expanded data model) from general Esri data
model.
•Migrating Wastewater Collection to UN (expanded data model) from general Esri
data model.
•Migrating Stormwater Collection to UN from general Esri data model.

pursuant to CORA and City ordinances.
-Vendors may submit one (1) additional complete proposal clearly marked “FOR
PUBLIC VIEWING.”
-Such statement does not necessarily exempt such documentation from public
disclosure if awarded the project as all provisions of any contract resulting from this
request for proposal will be public information.
