ITB DUE DATE: 3:00 PM (Mountain Time) October 29, 2025
To all prospective Bidders under the Invitation to Bid documents described above, the following
changes/additions are hereby made and detailed in the following sections of this addendum:

Exhibit 1 – Questions and Answers
1. I did not see a pay item for UPS, will they be required for the project?
Response: Any UPS needed for the project will be furnished by the City.
2. If they are required for the project will the city be supplying them as they are the signal
and controller?
Response: Any UPS needed for the project will be furnished by the City.
3. When is the City expecting delivery of the Traffic Signal Cabinet and Signal Poles?
Response: The Traffic Signal Cabinets and Signal Poles are expected to be delivered
by January 2026.
4. Who will be responsible for set up and bench testing of the Cabinet and Controller?
Response: Setup and bench testing of the cabinet and controller will be completed by
the City.
5. On plan sheet 42 note 2 states that the existing TS Cabinet may need to be relocated
temporarily for the installation of the NW signal caisson and that cost will be incidental
to the work. Will the City allow this work that "may or may not" happen to be covered
under force account items rather than adding cost to the project?
Response: Keep this work incidental to the line item and reconcile over/under run of
item at project closeout or upon completion of the work.
6. 50 hours of potholing seems lite for this project where the specifications/plans are
calling for all 4 sides of the intersection to be bored with a requirement of 18"
perpendicular clearance to utilities. As well as requiring pothole verification of
proposed caissons that are within 5' of utilities. Can the City increase the number of
hours listed on the bid form in order to meet the project specifications?
Response: This item will remain unchanged per design estimate. Overrun or
utilization of the minor change revision force account will allow for adjustment as
necessary.
7. Question regarding the proposed start date of mid-November, per our suppliers the
following lead times will be needed:
• Traffic Signal Cabinet - 22-26 Weeks after Approved Submittals
• Meter Pedestal - 26-32 Weeks after Approved Submittals
As the lead times are longer than the construction timeframe would the City be willing
to delay the start date until all equipment has been shipped?
Response: The City has already initiated procurement of the traffic signal cabinet as
this is an install only item. If the meter pedestal or any other items on the bid schedule
end up having long lead times that would impact schedule then the City would agree
to delay construction start to align with procurement.

There are Fort Collins specified meter pedestals currently in stock at CED in Fort
Collins.
8. Do the luminaires need to be Build America Buy America (BABA) Act certified?“
Response: Yes, all materials for this project need to be Build America Buy America
(BABA) Act certified.
9. Will the City be doing the material sampling and testing for this project?
Response: The City will have construction support for materials testing to meet quality
assurance requirements for the Larimer County Urban Area Street Standards and CDOT
Materials Book and form 250.
