SPECIFICATIONS AND CONTRACT DOCUMENTS
Description of RFP 10224: Commercial Driver's License Training & Certification Services

To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. Could you confirm the total funding allocation available for this initiative, and whether there
are defined limits per participant or per service category?
We cannot confirm the total funding allocation available for this initiative. The
service we are expecting will be an as-needed basis for individual employees as
they are acquiring required licenses and certifications in their first two years of
employment.
2. Are there specific budget line items you expect to see (e.g., instruction, materials,
assessments, support services)?
We expect each individual invoice to be itemized with the cost of instruction,
materials and testing.
3. Is there flexibility to propose alternative cost structures or bundled services that may
enhance efficiency or impact?
Yes, we are open to review alternative cost structures or bundled service in the
proposals.
4. What is the anticipated start date for program delivery, and are there any constraints around
participant enrollment windows or completion deadlines?
The anticipated start date for program delivery is December 2025. The majority
employee trainings from the Parks Department will be scheduled in the months
of November, December, January and February of each year. Other departments
will enroll their employees throughout the year, as-needed.
Completion deadlines/windows will vary by department. The Parks Department
expects the training/testing course to be three consecutive 40-hour weeks,
Monday through Friday.
5. Would you consider a phased implementation approach if it better supports participant
readiness or regional coordination?
The City of Fort Collins would consider phased implementation approach
proposals.
6. While Fort Collins is identified as the primary location, is there flexibility to deliver services
at alternate sites or through hybrid formats that meet your criteria?
The City of Fort Collins will consider flexibility to receive services at alternate
sites or through hybrid formats that meet our criteria.
7. Are there specific geographic boundaries or facility requirements we should be aware of
when proposing alternate delivery options?
The City of Fort Collins organization is considering all locations within a 50-mile
radius of the City of Fort Collins.
The City of Fort Collins expects the location of the training/testing to have heated
and cooled building for the classroom-based training. If the driving training
location is not adjacent to the classroom, we expect the driving training location
to provide a portable toilet on-site.

We will consider mobile training/testing proposals. Training/testing contractors
will need to provide their own trucks.
We will consider in-person and online classroom training proposals.
