changes/additions are hereby made and detailed in the following sections of this addendum:

Exhibit 1 – Questions and Answers
1. Looking to get some more details on the 25’ poles. On page LE07 it calls out a 25’ aluminum
pole but in the luminaire schedule it calls for a 25’ steel pole, please clarify. We are also not
seeing the diameter of the pole listed, please provide.
Response: Steel Pole. Tapered, 7” diameter at base, 3.5” diameter at top
2. This project is very similar to hundreds of prior projects that our firm has previously
performed in-house including light pole foundations. These projects include CDOT Highway
light pole projects, CDOT does not require a C1 license to perform the light pole foundation
work.
We hereby request that the City of Fort Colins waive the requirement for a C1 License for
the foundation installation. We could provide a letter from a Colorado Licensed Structural
Engineer observing and certifying the correct installation of these footings in lieu of the C1
license.
Response: Thank you for your request regarding the installation of the light pole
foundations. We understand the frustration this requirement may cause and want to assure
you that we are actively working on improving this process for future projects. At this time,
however, the City of Fort Collins requires a valid C1 license for this type of foundation
installation. This requirement cannot be waived, regardless of prior experience on similar
projects or CDOT practices. All structural work must be performed by a contractor holding
a current C1 license to ensure compliance with City regulations and applicable safety
standards.
Alternatively, is it acceptable to provide a pre-cast foundation Wet Stamped by a Colorado
Licensed Structural Engineer based upon the design parameters of the City of Fort Collins
design Engineer?
• Response: The City of Fort Collins does not prohibit precast foundations for that project
type. Their building and engineering standards (including frost depth, loads, soil bearing,
etc.) must be met.
• Design Parameters: The precast foundation must be designed using the same criteria the
City’s design engineer specified (loads, dimensions, soil data, etc.).
• Licensed PE Stamp: A Colorado-licensed structural engineer must wet-stamp and sign the
final shop drawings or design calculations for the precast foundation. The stamp confirms
the PE has reviewed the design for compliance with applicable codes (IBC, ACI 318, local
amendments).
• Submittals & Approval: Those stamped documents must be submitted to the City for
review/approval before fabrication and installation—Fort Collins’ building services and
engineering departments typically require this.

3. For the islands that have bushes covering them or trees at the pole location, who’s
responsibility is removal of this vegetation or how will this be handled?
Response: Vegetation within the islands, including bushes, shall be removed and properly
disposed of by the Contractor. All pruning must follow proper horticultural practices.
Please note that no trees and roots are to be removed or disturbed during the project.
4. It looks like boring is the intent for conduit runs, will trenching be entertained for this bid as
well?
Response: Trenching is not allowed on this project.
5. Are there any wage requirements for this project?
Response: No
6. Is there a preference between precast and pour in place foundations?
Response: See question 2 response.
7. Can you confirm the City of Fort Collins is the only AHJ and will be the only entity required to
pull permits from.
Response: Yes, the City of Fort Collins is the Authority Having Jurisdiction (AHJ) for this
project. All required permits for the work must be obtained through the City, and no
additional permitting from other entities is required for the scope as defined.
8. Can you confirm these are no cost permits?
Response: The City has the Permit in place and will cover the cost.
9. Regarding the existing lights, will the awarded Contractor need to also demo the existing
concrete pole bases down below grade, install the new pull box and fill with cold pack
asphalt?
Response: The existing lights will be removed by the owner at a later date.
10. Can other lighting be used?
Response: Please price as per plan.
11. Who will be responsible for landscape damage?
Response: If damage occurs to trees, turf, irrigation, or other landscape features due to the
contractor’s operations (equipment, staging, access routes, etc.), the contractor is
responsible for repair or replacement.
12. The plan indicates 3” HDPE under the asphalt. Is this required.
Response: 2” HDPE can be use throughout.
