Design of this project will be executed in multiple phases as Work Orders under a Work Order style Agreement between the City and the awarded Consultant. The first Work Order will be for 30 percent design with a Process Design Report (PDR) Amendment for inclusion with a Colorado Department of Public Health and Environment (CDPHE) State Revolving Fund (SRF) Loan Application as described in the scope of proposal. These Terms and Conditions are attached to this RFP for reference in the sample agreement (Section VI). This solicitation will be conducted in accordance with the Brooks Act, where cost or schedule of rates will not be considered until after the top qualified Professional has been identified by the City. DO NOT SUBMIT A FEE OR SCHEDULE OF RATES WITH YOUR PROPOSAL.
