A: That is correct. 2 Who makes GIS related decisions if it impacts multiple utilities? A: The Utilities GIS Manager, with input from the Utilities GIS Team and leadership stakeholders from each utility. 3 Do you have separate or consolidated GIS instances for each of the utility type (fiber, electric, water or fiber in one and electric/water in another)? A: We have both separate and consolidated instances. We share one Enterprise GIS Environment with separate database for OneWater. Light & Power and Fiber currently share a database, which will be separated as part of this project. Conduit is in a shared structure network. between Light & Power and Fiber. 4 Do you have a unified geospatial database across all utilities (fiber, electric, water)? A: No 5 Will the team selected for this work also be allowed to work on future Fort Collins GIS projects in the other utility areas (water, electric)? A: The other utility areas will be awarded under a separate solicitation. The awarded Professional will not be excluded from eligibility. 6 Could winning and delivering this work successfully lead to a managed service contract or place firm in favorable position for future GIS work across all utilities? A: Delivering a successful product would serve as a good reference for future work with the City. 7 What is the timing of RFPs/actions for the rest of the GIS ecosystem? (e.g. SE upgrade for electric, or UN migration for any of the utilities) A: The solicitation will be posted on BidNet, anticipated in 2025. 8 Main document On the cover page, it lists 10/8 as the due date. On page 10, it states 10/9. Please clarify. A: October 9, 2025 at 3:00 PM MT. Proposals to be submitted through BIDNET. 9 Main document Due to the closeness of when responses to questions is to the due date. Would you consider an extension? A: No, the Evaluation Team feels that there is enough time for prospective firms to prepare their proposals after the Q&A Addendum is posted on October 1, 2025 10 DOW Training - Will training be expected to be performed on City data? Or a demo / canned dataset? Addendum # 1 10198 Page 3 of 7 A: City Data 11 DOW Cleansing - It is our understanding that remediation and data cleansing will be reported to the city, the city will be responsible for cleaning up their own data? The (professional) will produce data reports of what conflicts, errors and remediation items need to occur. A: Yes, the City will perform data cleansing. The schema needs to be cleaned up and we will seek advice from the Professional for best practices. The data is relatively new and has been through rigorous QAQC. 12 Scope Mentions that the SQL environment is maintained by a 3rd party, is this a vendor / firm that is maintaining the data, or is it a platform that is maintaining the SQL environment (like GLDS or AWS)? A: No, the 3rd party does not maintain the data. The 3rd Party provides a managed service, not a platform (like GLDS or AWS). 13 Scope Conduit is shared between telecom and electric, it is our understanding that the conduit will be pulled from electric and placed in telecom for future maintenance of the data, is there an attribute that designates which conduit / vaults is shared vs electric only A: Yes, at various states, but the data has not been well maintained. Mostly built at parent level. Child relationships are not optimized. 14 DOW GLDS is the OSS/BS platform and only needs a night push of data to the GIS? A:Yes 15 Scope The RFP does not mention UN, but reads like a UN migration for Fiber, is this a correct assumption? A: This RFP is for a migration from ArcFM 10.8.1 to ArcFM XI (Schneider Electric solution, based on Esri UN data model). 16 Scope Are there any other systems (other than GLDS) integrated to the fiber database, such as a CRM? A: No 17 Scope Database will be migrated to separate SQL server, is the system integrator (professional) responsible for standing up the new instance of SQL? Will the City supply all IT infrastructure? A: The City will supply all IT Infrastructure 18 DOW Will the test environment be on the City IT infrastructure or is the System Integrator (professional) supplying this? A: The City will supply the test environment 19 DOW How many staff is anticipated to be trained for train the trainer? End user training? A: 4 train the trainers and up to 9 end users 20 DOW What is the target infrastructure environment for this deployment (on- premises VM environment, or cloud hosted(Azure/AWS/etc.)? A: Target infrastructure will be an on-premise VM Environment. 21 DOW What are the high-availability and disaster recovery requirements for this migration including the ArcFM XI database? A: Not defined at this point. Addendum # 1 10198 Page 4 of 7 22 10198 Utility Consulting Services - ArcFM XI Migration(JR).pdf What specific desktop infrastructure solution, if any, does the City of Fort Collins anticipate being used by ArcFM XI / ArcGIS Pro users after the upgrade (i.e., physical laptops/desktops with locally-installed software, dedicated virtual desktop infrastructure using VMware Horizon, virtualized applications using Citrix Virtual Apps, shared- sessions using Citrix XenApp or some other Remote Desktop Session Host technologies)? A: Desktop solution will be physical laptops with locally installed software and dedicated virtual desktops. 23 Scope For GIS operation workflows in ArcFM XI, does the City have an authoritative, maintained repository or standard for documenting end- to-end processes and workflows? A: No 24 Scope Does the project include upgrading ArcGIS Enterprise and ArcGIS Pro? If yes, what versions of ArcGIS Pro and ArcGIS Enterprise are targeted? A: The project includes a migration from ArcMap to ArcGIS Pro, but not an upgrade. At the time of migration implementation, the target version will be the most current version of ArcGIS Pro and Enterprise that is compatible with ArcFM XI, and supported by the City. 25 The RFP document and procurement website list due dates for the proposal of October 8, 2025, and October 9, 2025, which is the correct due date? A: October 9, 2025 at 3:00 PM MT. Proposals to be submitted through BIDNET. 26 How many end users are there for each of the Esri and Schneider Electric applications? a. ArcFM Fiber Manager A: ~5 b. ArcFM Editor A: ~20 c. ArcFM Conduit Manager A: ~20 d. Wavepoint A: ~30 27 How many environments (test, production, development, etc.) need to be setup with software installed and configured? A: Development, test and production. 28 Does the City of Fort Collins expect the supplier to perform all Esri and Schneider Electric software installation tasks? Or will the City of Fort Collins perform any of that work? A: The City IT provides the installation of Software 29 Please provide detailed information on the GLDS Broadhub data feed including integration technology, data mapping, etc. A: No direct integration, 1 nightly data feed (email) that updates two tables. Addendum # 1 10198 Page 5 of 7 30 As it is an upgrade from ArcFM 10.8.1 to ArcFM XI; should we assume that the data cleansing will be limited to any restructuring of existing facilities in the source ArcFM 10.8.1 system, and any gaps that exist in the source system will continue to exist, and the vendor is not expected to perform any cleansing of the same? If data cleansing is expected as part of the scope of work, can the City quantify the extent of such issues that require data cleansing? A: The RFP Includes a Data Readiness Assessment (Task 4.2). The Professional is expected to complete the Data Readiness Assessment to identify readiness to migrate to ArcFM XI. The City anticipates limited topology errors in the current environment, however migration readiness will remain unknown until the Data Readiness Assessment is completed. Creation of new data and gaps in source system are out of scope. 31 Can the City provide the list of Feature/Object Classes along with their record counts? A: No, just the billing data feed. 40 Are there existing web maps / web applications that will need to persist? If so, could you please list and provide descriptions? A: Yes • UView Web (Web Mapping App) • An application utilized City wide as a viewer for all Utility Data. • UView Web for Locates (Web Mapping App) • A web app used by utility locates to view City utilities, customized to locate specifications. • Outside Plant “OSP” Network Audit Map (Web Map) • Web Map for tracking construction inspection status for network features. Similar to the Fiber Multi Dwelling Unit “MDU” Inspections Map, but is not specific to MDU's. • OSP MDU and Exclusion Area Statuses (Web Map) • Project coordination application, providing statuses of buildout and associated information. • Fiber MDU Inspections (Web Map) • App for OSP field engineers to record and note issues related to construction. • Fiber Premise Installation (Web Map) • Web Map used to assign FDH splitter/splitter tail assignments and OLT port assignments. 41 Does your organization currently maintain any coaxial infrastructure as part of your network? If so, are you currently utilizing ArcFM Designer Hybrid Fiber Coax (DHFC) software? A: No 42 Are you currently using ArcFM Designer or Session Manager for your design and editing workflows? A: No 43 Is your team utilizing ArcFM Geodatabase Manager (GDBM) for work order processing? A: No .
