REQUEST FOR INFORMATION
10208 PARKING PERMIT AND CITATION INFORMATION SYSTEM
I. OBJECTIVE
The City of Fort Collins’ (City) goal in issuing this Request for Information (RFI) is to give
vendors who are interested in entering into a contractual arrangement with the City an
opportunity to exchange information with the City prior to the possible future issuance of a
Request for Proposal (RFP). This RFI is intended to provide both the City and the
respondents an opportunity to learn more about how each conducts business.
City of Fort Collins Parking Services is researching the market for viable replacements for
our parking permit and citation information system.
Must have:
o Access to backend database
o If database is hosted, what are the privacy/ security policies
o Single Sign on integration with City Gov Azure tenant
o Reporting options, built in and options for custom reports
o Provide customer support, training, education for end user
o Professional services for collection services, field services, imbedded technicians
o Revenue control system, a dashboard that shows data/statistics about payments,
citations, number of citations that go to hearings
o Integrate with City credit card vending processor, NCR
o The system shall accept Visa, MasterCard, Discover, and American Express credit card
information for payment, as well as Apple Pay, Google Pay
o The City will be able to apply their own branding
o Ability to upload multiple file types in support of permit applications or citation information
including CSV, DOC, JPEG, PDF, etc.
o Web based software with no PC installation-general
o Online access for customers, one stop shop to pay citations, renew/purchase permits,
provide proof of residence
o Ability for end user to see customer interface to help guide and troubleshoot for
customers
o Support rolling expiration dates (e.g. daily, weekly, monthly, annually) in addition to fixed
expiration dates based on permit type

o Complete audit trail of all history in permit record; including, but not limited to date and
time stamp, payment history, copy of letters and correspondence, administrative
changes to the account, and notes.
o Alert message for City staff and prevent account holders with open/unpaid citations from
purchasing permits.
o The system shall integrate with existing mobile LPR systems and/or potential additional
fixed entry/exit LPR system.
o Integrate with Genetec systems, including Security Center and Patroller
o System shall allow for enforcement of time limited parking and paid parking
o Vehicles cannot return and park in previous on-street zone/blockface within 4 hours of
initial session
o Customers are able to pay citations online
o Ability for end user to see customer interface to help guide and troubleshoot for
customers
o Integration with Muni Court Tyler for appeals/contesting
o Intergration with windshield immobilization (Barnacle) allowing deployments/ payments
Additional Questions:
1. Can you integrate with Luke II Paystations? Or can you provide a list of pay station
vendors you do integrate with?
2. Can the same citation printer be used for both the desktop and mobile app? What
printers do you support?
3. Does your service support Genetec platelink?
4. What type of reporting tools do you have? Integration with Power BI
5. Is there an ability to internally create custom reports? And be able to export and edit
data.
6. What built in reports are there? Can they be modified or deleted to meet user needs?
7. What customer support, onboarding training, and ongoing training do you provide for
staff?
8. Who is responsible for migrating data into your system? How much does it cost?
9. If a customer wants to extend their time for parking in the structure, what options do they
have?
10. In the past 5 years, what projects have you completed for similarly sized and scoped
municipalities? What was the average cost of implementation for those projects?
In addition, respondents are encouraged to provide any additional information that may be
helpful in assisting the City in its market research.
II. RFI
The City may invite some respondents to this RFI to participate in product demonstrations
for the purpose of further information gathering. Product demonstrations will be held from
October 6, 2025 – October 10, 2025. The City’s Project Manager will call selected
respondents to schedule a demonstration. Phone calls to schedule these meetings will be
made during the week of September 29, 2025. The meetings will be limited to two hours in
duration and can be held virtually or at 215 N. Mason Street, Fort Collins, CO 80524.
The one-on-one meetings are a chance for the respondent and the City to exchange
information and questions related to the City purchasing process, products available, as well
as getting to know each other, their capabilities, their needs and more about their business.
Respondents should be prepared to discuss their product, implementation, and other duties
to make the software operational.
While there will be a question period during the RFP, the RFI one-on-one discussion will be
the only time respondents are allowed to discuss the needs of the City, informally.
Respondents are not required to attend an RFI one-on-one discussion with the City.
III. REQUESTED INFORMATION
As part of the City’s commitment to Sustainable Purchasing, proposals should be submitted
online through the Rocky Mountain E-Purchasing System (RMEPS) at
http://www.bidnetdirect.com/colorado/city-of-fort-collins. Note: please ensure adequate time
to submit proposals through RMEPS. Proposals not submitted by the designated Opening
Date and Time will not be accepted by the system.
RFI response submittals must be received by 3:00 p.m. (our clock), 9/12/2025 and referenced
as RFI 10208.
If you have more than one PARKING PERMIT AND CITATION INFORMATION SYSTEM
solution, respond to the requested information for each product. Please include the
following minimum information in your response:
A. Company Information
1. Company name, address, website address.
2. Organization Type (Corporation, Subsidiary, Partnership, Individual, Joint Venture,
Other).
3. The name and contact information (email, phone) of the company representative
responsible for providing further information.
4. A brief overview of the company’s capabilities, experience and role in providing &
implementing your PARKING PERMIT AND CITATION INFORMATION SYSTEM.
B. PARKING PERMIT AND CITATION INFOMATION SYSTEM Solution
Briefly describe your product(s) and how your product and services fit our needs as
described above. When applicable, provide visual examples.
C. Budgetary Cost and Schedule Estimates
1. Provide budgetary estimates using only your pricing for each alternative for nonrecurring
and annual recurring costs. Also, discuss costs, ongoing costs for user licenses,
technical support, maintenance, and training.
2. Provide recommended schedules for implementation. (1-2 pages)
D. Corporate Expertise
Briefly describe your company, your products and services and other information you deem
relevant.
IV. RFP
Subject to funding approval, the City intends to launch an RFP for a PARKING PERMIT
AND CITATION INFORMATION SYSTEM at http://www.bidnetdirect.com/colorado/city-of-
fort-collins in the 1st quarter of 2026. All qualified and interested firms may respond.
Responses are not limited to those who take part in the RFI process.
Questions during the RFP process will be received via email and answered via addendum
issued to all. There will be no RFP pre-proposal meeting. After RFP responses are received,
the City will evaluate the proposals as specified in the RFP. Information to be considered
during these evaluations will be that which is submitted in response to the RFP only. A short
list of firms will be developed from the evaluation and those firms may be invited to
demonstrate their product.
V. SCHEDULE
The overall schedule is estimated as follows:
• Issuance of RFI August 15, 2025
• Questions Due September 2, 2025
• RFI Responses Due September 12, 2025
• RFI Discussion Period September 15 - October 3, 2025
• RFI Demos October 6 – 10, 2025

A copy of the RFI may be obtained at http://www.bidnetdirect.com/colorado/city-of-fort-
collins.
This is ONLY a REQUEST FOR INFORMATION (RFI) and should not be construed as
intent, commitment or promise to acquire the products and services presented by
respondents.
The City of Fort Collins will not be obligated to any respondent as a result of this RFI. The
City is not obligated for any cost incurred whatsoever by respondents in the preparation of
the Request for Information.
Confidential or proprietary information should not be included in your response.
