What is the requirement for backfill material? Response: Clean fill dirt. Provide a topping of six-inches of top soil. 2. What is the requirement for compaction of the backfill at the office building? Response: A minimum of 95-percent compaction. 3. Will you allow roofing material and black coating on foundation with demolition? Response: As detailed on page 2 of the Foothills Environmental Report, “Non-RACM are those non-friable materials not likely to be rendered friable during the normal demolition process, therefore they are less likely to release airborne asbestos. Under normal demolition activities, non- RACMs that are non-friable Category materials (gaskets, resilient flooring, adhesives, and asphalt roofing) and similar non-friable Category II are allowed by EPA and CDPHE regulations to remain during normal building demolition, and can be disposed of as normal demolition debris, provided these materials remain non-friable during demolition activities and the landfill will accept the waste as solid waste.” Materials detailed in Table 2 - Non- RACM >1%, can remain in place during demolition provided that they will remain nonfriable during removal. All applicable local, state, and federal regulations concerning asbestos removal and disposal must be followed. 4. What requirements other than fencing are you going to require around the project for demolition? Response: The URA will leave the existing fencing in place if the contractor wats to use it. Other requirements will include erosion control, and any other site control required by the demolition permit. 5. Will trees be marked to be removed and how many or do we not include in bid? Response: The Contractor will need to protect the two mature trees along the west side of the property. The Owner will remove the three trees on the College Avenue (east) side of the property before demolition begins. 6. Who pays for the rental of the water meter? Response: The contractor will pay for the hydrant meter. The rental cost is $8.60 per day with a $43 trip charge to install and a $43 trip charge to remove. 7. Who pays for the water usage? It will be extremely difficult to calculate water usage. If it is the Contractor what rate should be used per gallon? Response: The contractor will pay for the water usage. The cost is $20.40 per thousand gallons. 8. Confirming power will be available? How many locations and what will the temp power be as in amperage and amount of breakers? Addendum # 2 10196 ITB FCURA Asbestos Abatement and Demolition of Budget Host Inn Response: The Contractor shall be responsible for all costs and coordination with the utility provider for temporary power. Electricity is currently available at the north end of the project site. 9. Is there a percentage of recycling that will be needed? Response: No. Recycling of materials bonded or contaminated with ACM is prohibited. Also, due to the methamphetamine contamination, there will be no recycling of building materials after the abatement. 10. Our firm is both meth and asbestos certified, my question is are you going to require the CMU filler to be cleaned prior to demo? Because we will remove the CMU filler that is hot inside the units and then demo. Response: Any CMU block filler that is identified as ACM should be abated prior to demolition. Please refer to the Foothills Environmental Report for the specific areas with ACM CMU block filler requiring removal prior to demolition. Not all of the CMU was found to contain asbestos. Please also note the limitations in the report. Only accessible areas of the structure were inspected for ACM. Methamphetamine does not need to be cleaned due to demolition in lieu of decontamination. All applicable local, state, and federal regulations concerning asbestos and methamphetamine must be followed. 11. Is this a Prevailing wage project? Response: No 12. Is power and water available for the abatement? Response: See question #8. 13. The project is asbestos abatement and demolition, do all abatement workers need to be haz mat trained as well as meth decontamination trained? Response: Removal of friable asbestos-containing materials in excess of trigger levels must be conducted by a Colorado-certified General Abatement Contractor (GAC). Individuals must possess current Colorado certification to work in any regulated asbestos activity and are required to comply with the certification requirements of Colorado Regulation 8, Part B, Sections II.C, and II.D. Other contractors may remove non-friable materials if done in accordance with Regulation 8, Part B. The City is requiring that all contractors/workers be certified by CDPHE to work in methamphetamine-affected properties (even during the demolition phase). Addendum # 2 10196 ITB FCURA Asbestos Abatement and Demolition of Budget Host Inn 14. Do the demolition crew need to be Haz mat trained and meth cleanup trained for the demolition portion? Response: See question #13. 15. What are the recycling requirements for the project? Response: See question #9. Addendum # 2 10196 ITB FCURA Asbestos Abatement and Demolition of Budget Host Inn Exhibit 2 – Addendum 1, Question 1 Clarification 1. Will a 3rd party Project Manager be required for this project and will this contract need to be included by the Bidder or the Owner? REVISED RESPONSE: A third-party Project Manager is required for asbestos abatement projects involving more than 1,000 linear feet of friable ACM on pipes or more than 3,000 square feet on other surfaces, per Colorado Regulation 8, Part B. For this project, the Owner will independently contract with a Project Manager outside of this RFP, if one is required. The Owner may also pursue a waiver of the Project Manager requirement, if eligible. Therefore, Bidders are not expected to include Project Manager services in their proposals. If your company is not eligible for the waiver due to compliance history, please note that in your proposal.
