Will a 3rd party Project Manager be required for this project and will this contract need to be included by the Bidder or the Owner? Response: A project manager must be used on all asbestos abatement projects in which the amount of friable asbestos-containing material to be abated exceeds 1,000 linear feet on pipes, or 3,000 square feet on other surfaces. The Owner will contract out the Project Manager independently of this RFP, thus this does not need to be included in the BID. 2. What is the anticipated start date for the project? Response: FCURA is anticipating closing on the property by August 26, 2025. Once this occurs the awarded Contractor can start with an executed contract and notice to proceed. FCURA would like this work to be completed by the end of October 2025. 3. Who will be responsible to procure the water meter and the costs? Response: This will be the responsibility of the awarded Contractor. 4. How many water and sewer disconnects will be required and where are they to be capped at the main or a different location on site? Response: There are two water disconnects along the east side of the property, and one sewer disconnect at the southwest corner of the property. Additionally, there is a storm drainage pipe that must be maintained along the south property line. 5. Are there any known spills in the units? Response: Page 22 of the Foothills Environmental Asbestos Inspection Report notes, “The damaged ACM drywall surface texture compound (areas of the unit 29 Bedroom and Bathroom ceilings) is less than 160 square feet. This condition is defined as a “Minor Asbestos Spill” according to the CDPHE Regulation No. 8.” The owner restricted access to this unit. No additional response actions were taken. Note the following limitation on page 42 of the Foothills Environmental Asbestos Inspection Report, “It should be noted that multiple layers of flooring were present throughout the property. FE made a concerted effort to perform intrusive investigation of the flooring materials in order to determine the location and quantity of the flooring layers; however, significant disturbance of the flooring materials was avoided in order to avoid creating an asbestos spill at the property. In addition, in many instances, it was apparent that some ACM sheet vinyl flooring had previously been removed, and that remnant ACM fibrous backing and adhesive were still present in some areas. Once abatement activities are initiated and containments are established, further intrusive examination may be required to determine the exact location and quantity of the ACM vinyl sheet flooring, ACM remnant fibrous backing and remnant associated mastics.” Addendum # 1 10196 ITB FCURA Asbestos Abatement and Demolition of Budget Host Inn 6. Is there any meth lab equipment in the units? Response: None that we are aware of. Please refer to full Preliminary Assessment. 7. Can the awarded Contractor utilize a temporary electrical panel on the site during the asbestos abatement period as this will require significant electrical usage for 24 hour periods during this process? Response: Yes 8. Can the scope of this project be broken out into multiple contracts? Response: No, we want to handle this under one contract.
