To all prospective proposers under the contract documents described above, the following
changes/additions are hereby made and detailed in the following sections of this addendum:

Questions and Answers
1. Are we able to use font sizes smaller than 10pt for headers, footers, charts, graphics,
and other elements apart from the main body text of the proposal as long as the text is
legible?
a. The City prefers that all font be no smaller than 10pt per the RFP requirements.
2. Does all of the text in our proposal need to be Arial or just the main body font of the
proposal?
a. The main body must be Arial and the City would prefer, if possible, all text be in
Arial but will not negatively impact the evaluation score if fonts differ.
3. Can the header and footers be outside of the margin requirement?
a. Yes.
4. What is the structure of IT Department(s) for the City and utility? Please provide current
utility IT/OT organizational structure with key responsibilities and relationship of those
positions to the rest of the City’s IT, TMO, and EPMO staff.
a. See attachment 1
5. Can the City please confirm Deliverable 2? Target Organization Report will focus on the
utility IT/OT structure specifically, recognizing that interdepartmental coordination, based
on the relationship between utility IT/OT positions/responsibilities and Citywide IT/OT
positions/responsibilities, will be a component of the analysis.
a. Yes
6. Can the City please further describe what is meant in Section 3 by “augment” and what
level of effort is envisioned for Section 3?
a. Looking for a firm who has the ability to fill various technology roadmap project
roles once organizational changes have been implemented as well as aiding in
the implementation of organizational changes. Could include implementation
services and/or various staff augmentation work (such as analysts, engineers,
project managers…)
7. Can the City please share the March 2025 City Utilities Technology Roadmap for
respondents to gauge the complexities of the IT Integration Organizational Design and
Implementation Services?
a. See Attachment 2
8. Can the City please share its budget for this project?
a. The City does not share budgetary project estimates.
9. On page 7 under as-needed support, the City requests potential augmented support for
quality assurance. Can the city provide additional context as to the nature of the
possible quality assurance work?
a. During technology project implementations, will need quality assurance/control
oversight as a part of the project management efforts.
10. On page 11, the City requests in-person attendance for the project kick-off and any other
in-person activities necessary to fulfill the scope of work. Is the City aware of additional
meetings that may require in-person attendance? In addition, is the City open to a
primarily remote model for this engagement?
a. City is open to primarily (day to day) remote engagement. Periodic in-person
meetings will be needed (kick-off, milestone work, ad-hoc meetings).
11. Is the Cover Letter and Executive Summary scored as part of the Evaluation Criteria? If
so, which of the four Criteria would it fall under?
a. These sections will be evaluated under Criteria 1, Firm Capability & Experience.
12. Can the City provide a table outlining where the response sections highlighted in Section
III map to the Evaluation Criteria in Section IV?
a. These sections will be evaluated under Criteria 1, Firm Capability & Experience.
13. Is the 1-10 scoring scale progressive where firms can receive any rating from 1-10, or
are the available ratings only 1-doesn’t meet minimum requirements, 5-fulfills minimum
requirements, or 10-exceeds minimum requirements, as highlighted at the top of
Section IV.
a. Scoring scale is progressive and firms can receive any rating from 1-10.
14. Can the submission deadline be extended by two weeks to allow for additional response
time after Questions and Answers are received?
a. No
15. Was the City’s Utility Technology Roadmap developed by an external vendor? Is there
an incumbent firm currently assisting with this assessment and transformation?
a. The Technology Roadmap was developed by an external vendor. A different firm
is assisting in this assessment. Neither firm will be a candidate for this scope of
work.
16. Item 2 on Page 6 under Scope of Work. This section requests defined and documented
roles and responsibilities for the future-state design. Will the vendor be responsible for
defining roles and responsibilities for the City Utilities IT/OT team, as well as the
Transformation Management Office (TMO), IT, and the Enterprise PMO (EPMO)? How
many departments and current staff members are in scope for this engagement? How
many roles are currently in scope?
a. answers:
(i) Looking for documented roles and responsibilities primarily for City Utilities
IT/OT team.
(ii) See org chart
(iii) TBD – depends on outcome of analysis
17. How is the City evaluating Cost & Work Hours? Is there an identified budget or other
criteria which can be shared in order to exceed minimum requirements for the category?
a. Cost will be evaluated per the details in Section III. F. with all vendor pricing
being compared. The City does not share budgetary estimates for projects.
18. Will Job Descriptions be needed for only newly created or highly revised roles, or is the
City soliciting the revision of all JDs within the IT/OT organization?
a. Just for newly created or highly revised roles
19. What is the expectation for consultants being onsite versus virtual?
a. See #10 above
20. How many staff are currently part of this reorganization effort?
a. See Attachment 1
21. The RFP states the scope will take place over 90 days. When do you anticipate this 90
days starting? (Context: 90 days in Q4 is a different landscape than 90 days in Q1.)
a. Updating to 120 days. Anticipate it starting Q4 2025.
22. What are the expectations for all of the various “augment” roles? On-site? For how long?

23. Can you tell us more of the potential intent of the staff augmentation, including the role of
the augmented staff (e.g., more like a vendor or more like a partner)?
a. Looking for a vendor who is a long-term partner to support this work.
24. Are there any known constraints (e.g., collective agreements constraints, funding
envelopes, platform architecture, concurrent initiatives, internal capacity pressures,
transformation saturation, etc.) that must be accounted for in the implementation
roadmap?
a. Yes there are the typical constraints of a municipal utility (resources, capacity,
changing priorities)

Organizational Chart Scope Statement:
This organizational chart is specifically customized to illustrate the Information
Technology (IT) and Operational Technology (OT) positions related to Utilities within the
City of Fort Collins. It includes relevant roles from both the centralized IT division and
the IT/OT departments embedded within the City of Fort Collins Utilities Service Areas.
All non-IT/OT departments and positions are intentionally excluded to maintain a clear
focus on the technology functions that support utility operations and citywide
infrastructure.
