Answer: Yes. If you do, please number them Proposal #1, #2, etc. 2) We are proposing a pilot project to expand its services to local coffee shops and an educational/marketing campaign pilot for the business to raise public awareness about landfilling food waste and the city's plan to combat the problem. Would these be considered two separate proposals? Answer: The Service Provider may decide whether to submit two related programs together in one proposal or separately in two proposals. If multiple options are included in one proposal, clearly delineate which aspects of a project or projects could be funded separately. 3) May the RFP Respondent substitute 12-years of experience collecting and recycling food waste in Northern Colorado for the requirements of section III, D, 4? Answer: Yes, with clear descriptions of the work and the clients as references. 4) Is the Service Provider allowed to charge the Pilot Program Participants the current market-rate for collecting recyclable food waste? Answer: Yes. There are no restrictions on what rates are charged. 5) Could the proposal project include a City-subsidized trial period for new coffee shop customers in which the city covers the monthly service fee for the first one to three months of service? Answer: Yes. There are no restrictions on how contract funds are proposed to support the applicant’s project, though payments from City will go only to applicant and not directly to customers. 6) How many commercial and/ or residential pilot program participants does the City envision enrolling? And in what timeframe? RFP 10185 Food Waste Composting Pilot Program Addendum #1 Questions and Answers Page 3 of 3 Answer: The City will not enroll applicants, as that will be the responsibility of the proposer. Number and timeframes will be considered within specifications outlined in the RFP. 7) Is the Service Provider able to use the information and data from existing commercial and residential customers to inform the outcomes of the Pilot Program? Answer: Yes, Service Providers may use information and data from their own existing customers. The City will not provide information about individual residences or businesses without expressed permission. 8) Will the questions and answers from all the RFP Respondents be made available to all other RFP Respondents? Answer: Yes; the questions and answers will be posted on the Rocky Mountain E- Purchasing System (aka BidNet) so that all proposers have access to the same information from the City in order to help them prepare their proposals. 9) What data is the City seeking to improve upon for food scrap collection volume beyond the Quarterly Tonnage Report currently filed with the city by CGC? Answer: The City will consider whatever metrics are proposed by applicant as related to zero waste goals, including (but not limited to) total diversion, contamination management, scalability, etc. 10) Would the City allow the awarded Service Provider to place educational signage at the Timberline Recycle Center, City-run community gardens, and/or the Larimer County Landfill’s Recycle Center? Answer: No, City facilities will not be able to display educational signage from third parties at City owned facilities.
