Exhibit 1 – Questions and Answers
1. Question on the asphalt binder for Section A3. Will the 2” top layer be changed to PG
64-28 from PG 58-28 to match the Overlay Section A1 and A2 to be consist across the
entire top lift surface?
Response: Yes, the final 2” lift of asphalt pavement should all use the same PG 64-28
binder to allow for uniformity and minimize joints. This will be revised in the plans and
specs for consistency.
2. Confirm that lagging which is to remain in place does not need to be treated.
Response: Timber lagging does not need to be treated.
3. Confirm that structural steel soldier piles do require painting per Section 509, if so
confirm two-coat system is required and which portion of soldier pile requires coating,
i.e. does portion embedded in concrete need to be coated. What color coating is
required if any.
Response: Structural steel soldier piles do not require painting.
4. Confirm that headed stud anchors installed on soldier piles do not need to be painted.
Response: Headed stud anchors do not need to be painted.
5. Detail C on Sheet Number 91 reference ½” thick min. steel casing which is to be
included in cost. Please confirm this casing is temporary for drilled shaft stabilization
only if required and that there is no requirement for any permanent casing.
Response: Casing shall be permanent.
6. Per Standard Specification Section 503.12 please confirm that the soils above the
bedrock contribute to the drilled shaft soldier pile wall bearing calculations (passive
capacity) and that installation of temporary casing using uncontrolled in-situ slurries is
not permitted.
Response: Confirmed, uncontrolled in-situ slurries are not permitted. Note that casings
as shown are permanent.
7. Please provide bottom of drilled shaft elevation which is to be used for bidding
purposes in order to arrive at bid quantities for 30” drilled shaft bid item.
Response: Assumed bottom of drilled shaft elevations are included in Exhibit 8
included with this addendum. Note that the quantity for Item 503-00030 for Wall S1
should be 515 LF and the total quantity for this item should be 2,314 LF.
8. Note 1 on Sheet Number 90 states that “DRILLED SHAFTS SHALL EXTEND A MINIMUM
OF 24’ BELOW DRILLED SHAFT TOP ELEVATION AND SHALL EXTEND INTO
UNWEATHERED BEDROCK A MINIMUM OF 5’ FOR 30” DRILLED SHAFT.” Please provide
bedrock elevation to be used for bidding purposes and also how cost and schedule will
be adjusted if bedrock is deeper than anticipated. Deeper bedrock will require
purchase of added beam length, field splicing of soldier piles with full-penetration

welds or bolted splices (please provide splice detail), field coating of piles if required,
etc. This will require significant down time in the field and indeterminate added costs
which cannot be recovered by the bid linear foot price.
Response: Bedrock depths are provided in the geotechnical reports included in
Addendum 2.
9. Can the shoring system installed in Area 1 within E Harmony Road remain abandoned in
place or must it be removed. If removal is required, is it a complete removal or only
partial, please specify required removal depth.
Response: Shoring can be abandoned with approval from City representative.
Portions of the shoring system that will not be in conflict with the permanent underpass
or associated drainage, may remain in place. Shoring must be removed to a minimum
of 2-feet below the finished roadway surface.
10. CDOT Form submittal - 1413 (Bidder's List) "No Longer Collected with Bid" from the
CDOT website. Do we need to submit with our bid as per the Checklist?
Response: Yes, submit as stated in the invitation to bid.
11. Sheet S23 - 30" Drilled Shaft Section - Note calls out 1/2" steel casing. Is this Temporary
or permanent casing?
Response: Casing shall be permanent.
12. Sheet S24 - Typical section - Soldier Pile - Note says Temporary Timber Lagging. Sheet
91 - Partial Elevation - Note says Lagging (Typ.) (Generically Shown) (To Remain In
Place) Is timber lagging temporary or permanent?
Response: Intent is for timber lagging to remain in place. Call-out on Sheet 91 will be
revised.
13. Sheet S15 - The 6" Perf Underdrain (Special) detail states that pipe, geotextile, and filter
material will not be paid for separately but included in the cost of filter material (class
A). It appears the filter material (class A) bid item only accounts for the 1'-0" layer below
the underpass (detail A/S3), and the 6" Perf Underdrain (Special) bid item should
include the pipe, geotextile, and filter material. Is this accurate?
Response: These assumptions are correct. Note 3 on the 6" Perforated Underdrain
(Special) detail on Sheet S15 will be revised to indicate that this item includes the
geotextile, filter material and the perforated pipe.
14. Project docs indicate a 250 calendar day project duration with a tentative start date of
June 16, 2025 resulting in project complete in February 2026. Due to significant
temperature dependent activities (i.e. asphalt, pavement markings, etc..), is it possible
to extend the project duration +/- 60 days to allow for completion in months where
temperatures are warm enough of said activities?

Response: The contract duration will be revised to the following substantial completion
and final acceptance milestones.
CONTRACT TIMES
1) The Work shall be Substantially Completed by the CONTRACTOR, as evidenced
by the issuance of the Certificate of Substantial Completion (Section 00635),
within two hundred fifty (250) calendar days after the date of the Notice to
Proceed.
a) Scope of work to be delivered by substantial completion includes
construction of the box culvert structure and reconstruction of Harmony
Road.
2) The Work must be completed by the CONTRACTOR and ready for issuance of
the Certificate of Final Acceptance and Completion (Section 00640) in
accordance with Article 14 of the General Conditions within three hundred fifty
(350) calendar days after the date of the Notice to Proceed.
3) Liquidated Damages. OWNER and CONTRACTOR recognize that time is of the
essence of this Agreement and that OWNER will suffer financial loss if the Work
is not completed within the times specified in paragraph 4.1 and 4.2 above, plus
any extensions thereof allowed in accordance with Article 12 of the General
Conditions.
They also recognize the delays, expenses and difficulties involved in proving in a
legal preceding the actual loss suffered by OWNER if the Work is not completed on
time. Accordingly, instead of requiring any such proof, OWNER and CONTRACTOR
agree that as Liquidated Damages for delay (but not as penalty) CONTRACTOR shall
pay OWNER the amounts set forth hereafter.
1) Substantial Completion. Eight thousand, eight hundred dollars and zero cents
($8,800.00) for each calendar day or fraction thereof after two hundred fifty
(250) calendar days from the Notice to Proceed until the Work is Substantially
Complete.
2) Final Payment and Acceptance: Eight thousand, eight hundred dollars and zero
cents ($8,800.00) for each calendar day or fraction thereof after three hundred
fifty (350) calendar days from the Notice to Proceed until the Work is ready for
Final Payment and Acceptance.
15. The phasing plans included within the traffic control drawings only account for box
construction and some adjacent roadway work (Harmony RD HCL approximate STA
108+00 to 112+00). The work areas outside of the box phase construction zones are
shown to have active detoured traffic flows leaving no space to complete the remaining
roadway work. What are the traffic control requirements and phasing expectations for
completing the remaining roadway work from STA to 100+00 to 108+00 and STA 112+00
to 114+20 including Innovation Dr. tie-in?

Response: For the roadway reconstruction portion of the Harmony Road segment
within the Power Trail Underpass project area, the City of Fort Collins Work Area Traffic
Control (WATC) guidelines would require the following:
• A minimum of two travel lanes in each direction should be maintained at all times
during primary construction activities to preserve consistent traffic flow on this
major arterial.
• During paving operations, a minimum of one travel lane in each direction may be
permitted. This reduced configuration should not exceed one week in duration and
will require close coordination with Traffic Operations.
• Access to all multimodal facilities (including sidewalks, bike lanes, and transit
stops) must be maintained or safely detoured in compliance with ADA requirements
and City standards.
The City also recognizes there may be instances where work areas require more
impactful traffic control. These situations will be reviewed on a case-by-case basis and
should be minimized to the greatest extent possible. Maintaining traffic flow should
remain a primary priority throughout the project. A detailed and phased Traffic Control
Plan (TCP) will need to be submitted as part of the WATC permit process for review and
approval prior to implementation.
16. What are the minimum pavement section requirements for the detour pavement?
Response: The CDOT 2025 Pavement Design Manual (13.2.8 Detour Pavements) states
that the detour pavement thickness at a minimum shall be half the design thickness.
Based on the 8" permanent pavement section, detour pavement shall be a minimum of
4-inches thick. Base material shall match the proposed pavement section (14" thick) or
match the existing pavement section (Thickness is unknown).
17. Are there any bore logs or other documents that show existing asphalt thickness?
Response: See Exhibit 2 for relevant pavement design information.
18. Are there any tabulation of earthwork showing flow of dirt and an earthwork quantity
balance for the unclassified excavation (CIP) bid item? If so, please provide.
Response: We have a very basic tabulation of earthwork in our SAQ spreadsheet. See
Exhibit 9 included with this addendum.
19. Utility General Note #7 (sheet 23) states all utility relocations and/or utility lowerings
within the ROW are required to be backfilled with flowfill, and detail D-1B showing
flowfill backfill for stormwater within a street has been provided. What utility lines are
required to be backfilled with flowfill? Water? Storm?
Response: Per Larimer County Urban Area Street Standards Section 22.2.3 flowable fill
is required as utility trench backfill in locations underneath existing or proposed
pavement unless otherwise directed by Local Entity Engineer.

20. The plans mention a geotechnical investigation report was performed by CTL
Thompson. Can this be provided?
Response: See addendum #2, Exhibits 2 & 3.
21. Note #2 on sheet 71 states all drainage structures shall be waterproof up to an
elevation of 4961. Is this waterproofing incidental to the specific structures and what
material is specified?
Response: Yes, waterproofing is incidental to the specific structures. No specific
material is required, but shall be submitted for review and approval.
22. The Traffic Control Sections plan sheet 164 shows a Shoring (Area 2) to facilitate
manhole installation on phase 2. Is this shoring for the pump station, and can a
separate bid item be provided?
Response: Yes, that is the intent for this item. A separate item for Shoring (Area 2) will
be added for this item and will be shown in in plan view on the Construction Traffic
Control Phase 2 plan sheets (Sheet 2 of 3). See Exhibit 8 included with this addendum.
23. Given the substantial amount of groundwater dewatering anticipated for this project,
has the City of Fort Collins identified discharge location(s)? There are limited areas
within the site boundaries including limited access to existing storm systems. Will it be
acceptable to discharge groundwater into the drainage ditch on the south and north
sides of the site as shown in the roadway plans?
Response: Groundwater can be expected to be encountered at depths approximately
below 15-feet based on readings taken in Exhibit 4. This high groundwater level appears
to be seasonal based on the other readings taken throughout the year in Exhibit 4.
Groundwater can be discharged into stormwater conveyance and must follow
permitting requirements from CDPHE.

24. There does not appear to be any information related to the testing or management of
groundwater. Are contractors to assume for the purpose of the bid that groundwater
encountered during this project is not contaminated and/or require any type of special
treatment?
Response: Groundwater was tested for gasoline and diesel range petroleum
constituents, resulting in less than 0.5 mg/L of each, see Exhibit 3 for further details.
This testing does not guarantee additional testing and/or management is not required
based on CDPHE permitting requirements.

25. Sheet LS12, detail four Landscape Boulder (Special) (1-1/2 Ton) (1 Ton) does indicate
the type of boulder (i.e. sandstone, granite, color). Please provide this information.
Response: As indicated in Section 213 of the Project Specifications, the landscape
boulders are intended to be Colorado Buff Sandstone to match the existing boulders in
the median.
26. Sheet 24, Fort Collins General Note #7 states it is the responsibility of the contractor to
relocate all existing utilities that conflict with the proposed improvements shown on
these plans. It is atypical for a contractor to relocate privately owned utilities, or City
owned utilities unless specifically called out in the plans. Please confirm that this note
only applies to utilities that are specifically called out as to be relocated by contractor
and tabulated within the bid schedule.
Response: Correct, this note only applies to utilities that are specifically called out as to
be relocated by Contractor and have been tabulated within the bid schedule. See the
Project Specifications Exhibit B – Utilities section for additional information.
27. Existing, abandoned utility lines appear to be in conflict with excavation and
improvement limits including an abandoned telephone line as shown in the utility
plans. Is the contractor to remove any abandoned lines that conflict with excavation or
protect in place? If to be removed, please provide a line item to clarify where these
items are to be bid.
Response: A quantity for the removal of abandoned Asbestos Concrete pipe is included
in the current quantities. The abandoned portion of the relocated Xcel gas line shall be
removed by utility owner with coordination. All other abandoned utilities within the
excavation are incidental to excavation line items.
28. Please confirm all utilities shown in the utility plans to be relocated by others includes
demolition of the existing lines and the installation of the new lines. Are we to assume
all utilities to be removed/relocated by others will occur prior to construction (unless
specifically stated otherwise)?
Response: Yes, please refer to the Project Special Provisions, page 96 for specifics
surrounding Utility relocations and coordination. At this time, the Xcel Energy 6-inch
gas line identified on the Utility plans has been relocated. The Fort Collins Loveland
Water District Water line is to be relocated by the contractor and the Lumen fiber lines
will be relocated by Lumen contractors while the southern portion of the underpass is
being constructed and the roadway is shifted under traffic control conditions.
29. The utility plans call for the existing fiber & telephone lines to be relocated into roadway
during construction (by others). A note also calls for the contractor to support the
relocated utility during construction as required by the utility owner. Please provide

additional information as to when this will occur during construction. For example, is
the intent for the lines to be relocated while the full depth roadway is demolished? If so,
what is the relocation schedule related to start date and duration?
Response: Correct, the intent of this note is for the contractor to coordinate schedule of
this relocation while the full depth roadway is demolished and traffic is shifted.
Schedule will depend on general contractor phasing and schedule.
30. The nearest hydrant for construction water appears to be at the corner of Harmony and
Innovation Drive (near Grainger). Will this hydrant be available for construction
use/water? If not, please verify if the City has located a hydrant intended for
construction use.
Response: Yes, there is also a hydrant located at approximately (40.523116, -
105.046866). Either hydrant is available for construction use. Please contact Jack
Wallace in the City of Fort Collins Water Meter Division at 970-221-6234 or
jwallace@fcgov.com for more information regarding temporary hydrant meters.
31. Given the shortened holiday week and quick timeframe to bid this project, can the due
date please be extended 1-2 weeks?
Response: The bid opening has been extended to June 2, 2025 at 3:00 PM MST.
32. Sheet number 71, longitudinal section, keynote 1 depicts an existing duct bank with a 6’
dimension to the back of the Wall S2. Multiple plan sheets call for protecting the duct
bank in place. Can a detail be provided of the existing duct bank related to dimensions,
any bedding/backfill, etc.? Actual excavation limits will be closer to the duct bank than
depicted by the 6’ dimension and it is difficult to determine the existing condition/limits
based on the provided information.
Response: This 6-foot dimension was obtained from hydrovac trenching along the duct
bank to establish the approximate edge of the duct bank. The required offset from the
duct bank is intended to allow for excavation of the duct bank if needed in the future by
the City Light and Power. Supervised excavation in this 6-foot area can occur during
construction. It will be the contractors responsibility to protect the duct bank during
construction. See Exhibits 6 and 8 for additional information.
33. For dewatering what is the point of discharge for the pumped water?
Response: Pumped water can be discharged into City stormwater conveyance pending
CDPHE permit.
34. How is the over excavation going to be paid?
Response: Any over excavation will be incidental to other excavation line items.
35. Regarding Item 206-01781 for Shoring, what exactly is the Engineer calling for here, is it
only related to the pipe excavations?
Response: Shoring (Area 1) as shown on Sheets 164, 166 & 169 will be utilized to
facilitate phased construction of the underpass while maintaining traffic.
