OBJECTIVE The City of Fort Collins’ (City) goal in issuing this Request for Information (RFI) is to give vendors who are interested in entering into a contractual arrangement with the City an opportunity to exchange information with the City prior to the possible future issuance of a Request for Proposal (RFP). This RFI is intended to provide both the City and the respondents an opportunity to learn more about how each conducts business. City of Fort Collins Transfort Bus Division is researching the market for viable replacements for our current passenger counting system which will be sunsetting by Summer of 2026. Must have: 1) Automatic and accurate passenger counts for fixed route services, attributing boarding and alighting at the stop and level. 2) Compatibility with all vehicles in fleet, including three-door articulated buses. 3) Statistical and business rule adjustments of raw boarding and alighting data to ensure data quality and completeness. 4) Access to both raw and processed data. 5) Solution for both in field (live with means of data capture via mobile application) and in office (post hoc with means of data entry in a desktop setting) manual entry as backup to automated system. 6) Reporting-accessible data in the form of a database that can be hosted by the City of Fort Collins. 7) Means of detecting and monitoring errors within the system, both in hardware and software. Additional Wants: 1) Vendor supported hardware and installation/implementation assistance 2) Automated warnings for errors within the system. In addition, respondents are encouraged to provide any additional information that may be helpful in assisting the City in its market research. II. RFI The City may invite some respondents to this RFI to participate in product demonstrations for the purpose of further information gathering. Product demonstrations will be held from May 19-30, 2025. The City’s Project Manager will call selected respondents to schedule a demonstration. The one-on-one meetings are a chance for the respondent and the City to exchange information and questions related to the City purchasing process, products available, as well as getting to know each other, their capabilities, their needs and more about their business. Respondents should be prepared to discuss their product, implementation, and other duties to make the software operational.
