In it's time; it was a prominent shopping center at the northwest corner of the South College Avenue and Drake Road intersection. Although the Kmart store and some of the freestanding pad buildings are occupied, changes in the retail market as well as aged architectural design have left the site under utilized. In addition, the retail building in the southeast corner of the site was damaged in the 2003 snow storm and can no longer be occupied. The Site Plan amendment is intended to give the site and buildings a facelift as well as replace the abandoned Retail Building C. The Kmart shore will not receive an exterior facelift because this building is not within the control of the Owner / Developer. The proposed changes to the site are summarized as follows: 1. New exterior finishes on the presently empty retail Building A. 2. New exterior finishes on all four sides of the partially occupied Retail Building B. 3. Demolition of the vacant Retail Building C. 4. A replacement Retail Building C, enlarging the building slightly and rotating the building for better visibility from South College Avenue. The new building was also moved north to clear the existing water main. An exterior plaza will be built between the building and College Avenue to entice tenants with outdoor seating. 5. The two facelift projects and one new building will utilize the same material and color palette to create some uniformity in the shopping center's architecture. 6. The primary entrance into the shopping center would be redesigned to improve traffic flow and to add landscaping medians. 7. The parking lot on the north side of the site, north of the main entry, would be reconfigured with ninety degree parking stalls to make the lot more efficient and to allow for the realignment of the South College entrance. 8. The landscaping would be trimmed, cleaned up and enhanced. 9. The seventies era site lighting would be replaced with more efficient cut-off site lighting for better illumination and uniformity. As a parallel process with the Minor Site Plan process, a lot consolidation application will also be made to combine the Tract 1 with the large Tract 2 Kmart plaza. 0673/narrative
