Project: McDonald's Minor Amendment
All comments must be received by Peter Barnes in Zoning, no later than:
January 23, 2004

1. The minor amendment is denied until the utility plans and all variances have been
received and approved. All necessary easements must be dedicated.
2.. Please see chapter 2 and 3 of LCUASS for all submittal requirements.
3. Utility plans must be 24 inches x 26 inches in size.
4. Please provide a cover sheet, notes, grading, utility and detail sheet in the utility
plans. Please do NOT include the site, landscape, elevations, and lighting sheets.
Those need to be submitted separately.
5. Provide a Traffic Study and drainage report.
6. Please complete the attached checklist (Appendix E4) and incorporate all the
requirements into the utility plan sets. See LCUASS, chapters 2, 3, and 7 for
additional requirements.
7. Please submit a variance request in accordance with 1.9.4 for the 100' parking
setback from College requirement.
8. Please submit a variance request in accordance with 1.9.4 for northern exit curb
radius as it does not meet the city's standards.
9. Several easements are shown on the plan set but we have no record of how these
were dedicated. Were these done by separate document?
10: The City will not require the additional 6" of ROW to be dedicated along College
Avenue, however, this project will need to dedicate a public access easement for the
sidewalk.
11. A 15' utility easement must be provided along College Avenue..
12. An emergency access easement may be required by PFA and will need to be
designed in accordance with LCUASS and the Land Use Code. Please contact Ron
Gonzales with PFA as soon as possible at 221-6570. Have him email with me with
his determination.
13. The sidewalk along College Avenue must be T wide. See detail 7-1 F.
14. See Appendix E6 for scanability requirements.
15. Please ghost existing features and use a regular line weight for the proposed.
16. Show all utilities and easements on the Landscape Plan.

1. Please see Appendix E6 for all scanning requirements and bring the site and landscape
plans up to standard.
2. Please submit a set of Utility Plans in accordance with LCUASS for our review and
approval.
3. A Development Agreement will be required prior to final plan approval.
4. A Development Construction Permit, Bond or Letter of Credit for the public
infrastructure and Inspection Fees will be required prior to any construction taking place
on site.
5. The right turn lane from College into the site must be a 12' wide. Please show and
dimension on the plan sets. If not 12' wide, then this development is responsible for
widening out the turn lane to meet this requirement.
6. This development will require a CDOT access permit to do any work withing the
CDOT ROW.
7. The city's Traffic Engineering Department will not need a full Traffic study but will
require either a memo or an intermediate TIS. Please contact Ward Stanford_ for a
scoping meeting.
8. While the city may not require a full TIS, the state may require one. Please contact
CDOT as soon as possible to determine their requirements.
9. This project is adjacent to the Mason Corridor Project. Please contact Kathleen
Bracke in Transportation Planning as soon as possible. She can be reached at 224-6140.
She would like to discuss opportunities for shared parking on the south side of KMart.
