the following changes/additions are hereby made and detailed in the following sections of this
addendum:

Questions and Answers
1. RFP Item II.A (Page 20) asks the proposer to indicate availability to participate in
the interviews/demonstration on the proposed dates as stated in the Schedule
section. The schedule proposed in RFP Item I.D (Page 18) does not indicate a
specific date for interviews. Will the City propose specific interview dates or
consider removing/revising the requirement in Item II.A?
The City of Fort Collins will review submitted RFP proposals and upon the completion of
selection process, the City will then propose interview dates to prospers of choice. No firm
dates will be communicated until a proposal review process had been completed.
2. RFP Item II, paragraph 1 (Page 19) contains conflicting requirements regarding the
maximum page limit: "Please limit the total length of your proposal to a maximum
of fifty (20) 8.5 x 11-inch pages." Please clarify the maximum page limit.
Additionally, please confirm that resumes are included in the maximum page limit.
Due to a proposal typo, the maximum page limit to proposal now will be twenty-five (25)
8.5 x 11-inch pages. Resumes are excluded from the maximum page limit along with cover
pages, table of contents, dividers, and Acknowledgement forms.
3. RFP Item II.D.2 (Page 21) asks the proposer to "provide a minimum of three similar
projects with public agencies in the last five years..." Would the City consider a non-
profit organization to be a public agency?
The City of Fort Collins encourages the submission of requested information in the RFP
for proper evaluation. A non-profit organization, however; can be submitted as a 4th
minimum or as needed if initial requirement cannot be met.
4. Will the selection committee take into account conflicts of interest associated
consulting companies that are on the Technical Assistance (TA) Team currently
under contract with CWCB working on the Wildfire Ready Watersheds program?
Several conflicts appear to be obvious, such as reviewing grant proposals with
CWCB, determining the technical scope of WRAPs, suggesting changes in the
scope and budget, and reviewing the technical work for CWCB for WRAPs in
progress.
The CWCB technical assistance team includes many consulting firms capable of
developing a Wildfire Ready Action Plan. These consulting firms do not review grant
proposals, suggest technical scope, or budget changes for WRAPs, or review technical
work for WRAPs in progress if they plan to compete for an RFP to develop a WRAP. The
technical scope of a WRAP was developed many months ago, and any changes to the
scope must be approved by the entity overseeing its development in consultation with the
CWCB (if funded with CWCB grant funds).
