To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum:

Questions and Answers
1. Please clarify the maximum number of pages for this proposal. Section III. Proposal
Submittal, states, "fifty (20)."
Please limit the maximum number of pages to twenty-five (25). You may use both the
front and back of each page. Please try to refrain from using 11x17 or similar fold-out
style pages. Consideration of readability and brevity are appreciated by those who will
review submissions.
2. Can you provide the deck-height (finished floor to bottom of structure) of the utility
building?
Structure heights do vary but the bottom of deck height is 14’-7” above finished floor
3. Will permit and plan check fees be paid by the City for the bathroom renovation project?
The City of Fort Collins project manager will arrange for payment of plan review fees.
Please see response to question #7 as there may be other permit costs that will be the
responsibility of the Contractor.
4. Is there a mandated or desired start date for the project? Or is the only required date the
finish date as outlined in the RFP?
The city of Fort Collins would like to start this project as soon as possible. A
preferred start date would be no later than the last week June 2025.
5. When preparing our organizational chart and resumes would you like us to focus on the
team for this specific project for the bid? Or would you like an organizational chart and
resumes for any potential people who could be a part of this or future on-call projects?
Indicate the team members for the included project, and team members who may be
part of future projects during on-call services. Please make sure the members are clearly
identified as to which project(s).

6. On sheet F1-11 it calls for ceramic tile to match existing. Looking at First floor finish plan
the tile appears to be larger than existing. If it is larger than please provide size and color
of tiles and grout.

7. Are we to understand that our fire protection sub is to design the system?
Fire Alarm and Fire Sprinkler Contractors are required to design the system as it relates
to this project and obtain a fire alarm and/or fire sprinkler permit from Poudre Fire
Authority.
8. Normally fire protection subs do not design the fire alarm system. Is there a preferred
alarm sub the city uses.
Alarm Specialists is the contracted vendor that maintains the fire alarm system, however
it is not a requirement that they be contracted for this project. Fire Alarm and Fire
Sprinkler Contractors are required to design the system as it relates to this project and
obtain a fire alarm or fire sprinkler permit from Poudre Fire Authority.
9. Are we allowed to use schedule 40 PVC pipe for sleeves thru concrete?
Schedule 40 PVC is acceptable for purposes of pricing. Please clearly indicate if you
plan to use this material. However, the City of Fort Collins reserves the right to review
the proposed sleeving material with the successful bidder based on sleeve location,
context, etc.
10. Are we to reuse existing lavatory sinks, urinals and water closets? The plumbing fixture
schedule does not match what is existing.
New plumbing fixtures per the schedule on sheet P2.01 are to be provided.

11. For ceramic tile, ceramic base and paint to match existing, do we know what the existing
finishes are that need to be matched?

The paint color will be determined during the submittal process
12. Division 3 of the specs doesn't list concrete as (not used), however there is concrete
demo to removed and poured back. Do you have a specific concrete mix that will be
required?
Slabs-on-Grade: Proportion normal-weight concrete mixture as follows:
• Minimum Compressive Strength: 4500 psi at 28 days.
• Minimum Cementitious Materials Content: 540 lb/cu. yd.
• Slump Limit:
o Concrete Including a Water-Reducing or Plasticizing Admixture: 7
inches, plus or minus 1 inch.
o Other Concrete: 3 inches, plus or minus 1 inch.
• Maximum Coarse Aggregate Size: 3/4-inch.
• Air Content:
o Concrete Inside Building Thermal Enclosure: No limit.
• Limit water-soluble, chloride-ion content in hardened concrete to 0.15 percent by
weight of cement.
• Admixtures: Use admixtures according to manufacturer's written instructions.
o Use water-reducing admixture in concrete, as required, for placement and
workability.
o Water-Reducing Admixture: ASTM C 494/C 494M, Type A
• Cementitious Material: Use the following cementitious materials, of the same
type, brand, and source, throughout Project:
o Portland Cement: ASTM C 150, Type I or Type III, gray.
o Supplement with the following:
Fly Ash: ASTM C 618, Class F or C.
o Blended Hydraulic Cement: ASTM C595/C595M, Type IL, portland
limestone cement.
o Fly Ash: ASTM C 618, Class F or C.
• Normal-Weight Aggregates: ASTM C 33, Class 3M coarse aggregate or better,
graded. Provide aggregates from a single source. Coarse aggregates shall meet
the requirements for use in regions of moderate weathering.

o Nominal aggregate sizes shall not exceed Maximum Coarse Aggregate
Sizes for each Concrete Mixture.
13. Is there a dedicated fire alarm vendor for the 700 Wood facility?
There is not a dedicated fire alarm vendor, the fire alarm system is to be by
Notifier.
14. Is there a dedicated fire sprinkler vendor for the 700 Wood facility?
There is not a dedicated fire sprinkler vendor.
15. Please confirm it is required to propose on Work Order-001 700 Wood Street Lobby
Restrooms in order to be considered for the overall On-Call contract.
Yes, please provide a proposal for the included project. We will evaluate the
submissions for both the included project and for consideration of the on-call contract.
As noted at the site visit, the City of Fort Collins intends to entertain multiple contractors
for on-call services even if they were not the successful bidder of the included project.
16. I saw another Fort Collins On-Call RFP come out today and was hoping you could clear
some things up. We went to the virtual meeting last Friday and the in-person 700 Wood
site visit this morning. I was under the impression this 10115 RFP was to bid that project
as well as to get on the on-call list for the city. Now there is an RFP for 10116 specific to
the on-call. Are these the same on-call list? Do we only submit for one of these
contracts?
The City of Fort Collins has posted 10116 RFP for Construction Manager General
Contractor (CMGC) services. The 10116 RFP is a separate solicitation with a separate
project, and different requirements. As an example, the maximum potential project
dollar amounts are different between the two solicitations.

General Information
•The City of Fort Collins is seeking multiple Contractors to provide carpentry and
related construction renovation services on an on-call basis.
•Additional renewal period up four additional one year renewal periods.

Scope Of Work
Perform Minor Carpentry services to include self performing
or subcontracting all divisions of work required.
Required services will include but are not limited to wood
and steel stud framing, siding, window and door installation,
commercial hardware, finish work, small drywall jobs (under
500 sq. ft.), painting, ceilings, flooring, concrete,
mechanical, electrical, structural demolition, limited
mechanical installations and other miscellaneous trades on
City property.
Work may be interior or exterior and could occur in
occupied/partially occupied spaces.

Construction Requirements
•Maintain a clean and safe jobsite at all times in compliance with OSHA
Standards at a minimum, provide a site specific safety program as applicable.
•Maintain a quality control program that meets or exceeds Contract
Documents and industry Standards.
•Comply with all Codes set forth by The City of Fort Collins including, ICC-
A117.1 and Americans with Disabilities Act.
•Coordinate and perform all quality control inspections, third Party Inspections,
and Building Department inspections.
•Required to meet all licensing requirements as set forth by The City of Fort
Collins. Required to pull all appropriate State, City, County, and Fire permits.
•Provide services to manage participation in project close out process and
needs during the project warranty period.
•Required to coordinate the location of Dumpsters, staging areas, work areas
and safety plans before construction begins.

Minimum Qualifications
•Provide experienced carpentry and related construction services as required by Work
Orders.
•Carry insurance levels as indicated in attached Services Agreement.
•Maintain a local telephone number and must be able to be reached by telephone and
email transmissions during normal business hours.
•Contractor will respond to all City non-emergency inquiries by the next business day.
•The Contractor will provide an after-hours phone number to be used by the City to
request emergency or urgently needed services.
•To obtain permits when required per direction from City personnel.
•Provide proof of bonding capabilities for 100% performance and payment bonds up to
$300,000.
•All projects over $100,000 dollars will require performance and payment bonds.
•The sample project is estimated to exceed $100,000. A successful proposal requires a
5% Bid bond as part of the Contractor’s proposal.
•Maintain a Class C-1 Contractors License

•Includes the demolition of the existing lobby restrooms and the
reconstruction of new restrooms.
•The scope of work includes but is not limited to Demolition,
Plumbing, Electrical, Fire Sprinkler, Fire Alarm, and Finishes.
•Provide a safe workspace that separates construction activities
and dust from building occupants.
•Maintain access to the building during construction.
