Addendum# 1 RFP 10082 CM/GC Services for Joe Wright Reservoir Gate Replacement Project Page 1 of 1 Exhibit 1 Questions and Answers 1. Does the City have a report from the diving contractor? The City has a dive inspection report that includes information from the condition assessment completed in August 2020. The results from this condition assessment are summarized in the 2022 Known Conditions Technical Memorandum by HDR Engineering that was included in the reference documents for this RFP. Additional information from the dive in October 2024 will be provided to the selected contractor. 2. Was the diving contractor able to access and inspect the bulkhead slot? Yes, the diving contractor was able to remove the stop log slot cover on the intake structure with a single diver by hand and visually inspect and measure the stop log slot with a flashlight. This inspection occurred in October 2024. 3. Was there sediment in the intake structure? During the October 2024 dive, the diving contractor observed minor amounts of sediment on the base of the intake structure and a few cobbles. The City has historically not had challenges with sediment at Joe Wright Reservoir. 4. Are there hatches in the room of the control house? The control house has grated hatches in the floor to access the three different gate shaft vaults vertically. The front door of the control house is large enough to transport the existing gates and other hardware through and the roof of the control house has two holes that can be used to attach the gates to a crane once the gates are inside of the control house. 5. Is the City willing to waive the requirements under CRS 8-17-101? The City will evaluate whether or not there is cause for CRS 8-17-101 to be waived after the receipt of proposals. Such determination will be made in accordance with the provision which states in part: §8-17-101(1) "The governmental body financing a public works project shall waive the 80% Colorado labor requirement if there is reasonable evidence to demonstrate insufficient Colorado labor to perform the work of the project and if compliance with the law would create an undue burden that would substantially prevent a project from proceeding to completion. A governmental body that allows a waiver shall post notice of the waiver and a justification for the waiver on its website. A governmental body shall not impose contractual damages on a contractor for delay in work due to the waiver process."
