Exhibit 1 – Questions and Answers
1. Is the Byrd Anti-Lobbying Certification required for all teaming partners or just the prime
consultant?
Response: The certification only needs to be submitted by the prime consultant but the
prime consultant shall require that the language of the certification be included in the
award documents for all subawards at all tiers and that all subrecipients shall verify and
disclose accordingly, see additional language in section V. Byrd Anti-Lobbying Amendment
(31 U.S.C. 1352) – Certification.
