RECEIPT OF THIS ADDENDUM MUST BE ACKNOWLEDGED BY A WRITTEN STATEMENT ENCLOSED WITH THE RFP STATING THAT THIS ADDENDUM HAS BEEN RECEIVED. Addendum # 1 RFP 10052 LEED/ Sustainability Consultant On-Call Page 2 of 7 Exhibit 1 – Questions and Answers 1. Is there an incumbent for this proposal request and if so, may we know the incumbent details? Response: We currently do not have a contract in place for these services. 2. On page 43, there is a section for Disadvantaged Business Enterprise (DBE) Participation, are there specific guidelines or documentation that need to be provided? Is there a required percentage for DBE utilization? Response: A DBE goal may be established on an individual work order by the federally funding agency for a particular project. Not all projects will require a DBE goal but all DBE’s are strongly encouraged to submit proposals for this RFP. 3. Is there any SBE Program for this proposal request? Response: There is not a requirement for an SBE Program, but all small businesses are encouraged to submit a proposal. 4. Can you please clarify the duration of the contract? What is the initial contract period and what duration and number of renewals may be allowed after that initial period? Response: One (1) year initial term period with the option to renewal four (4) additional one-year terms see section VI Sample Agreement paragraph 4 for additional information. 5. We understand that resumes are to be provided for each team member and are limited to one page per resume. In order to provide all of the required proposal content within the page limit, would it be allowable to include brief team bios within the body of the 35-page proposal and include full 1-page resumes in an appendix that is excluded from the page count? Response: The limit for a resume is one (1) page to not exceed, you can condense your resume down to the relevant information to include more than one resume per page, but do not include a separate appendix for resumes as it should be contained within the proposal and will count towards the page count. 6. The BidNet submission portal is showing a mandatory field to submit a total bid price number as part of the initial submission. Will this be modified in the system since the RFP states that no pricing should be provided? Addendum # 1 RFP 10052 LEED/ Sustainability Consultant On-Call Page 3 of 7 Response: This project was setup at an RFP in the Bidnet system and I am not aware of a mandatory pricing entry as I am not seeing one but if it does require, please enter either N/A or if it must be a number $0.00. 7. The RFP states that the selected firm should be able to “Assist with grant administration and lead all reporting related to LEED requirements.” Can you please provide further information on the grant’s compliance and reporting requirements? Response: We have projects (and could in the future) which have received grants related to sustainability. These grants have traditionally had a minimum LEED goal that included reporting requirements regarding progress, sustainable attributes, scoresheet, progress during design and construction, etc. We foresee the consultant providing City staff with assistance with these reporting requirements, including providing exhibits. Each grants reporting requirements will be discussed with the consultant during the formulation of their scope of work. 8. Will other USGBC certifications be considered in addition to LEED? Response: The City is required to follow LEED. However, the City supports sustainability in all projects and would entertain other potential opportunities depending on the size and scope of the project. An example may include a small renovation. 9. Please confirm that the City intends to formally submit projects for LEED Certification through GBCI, rather than utilizing a non-certified "LEED Equivalency" approach? Response: The current City’s process is to submit projects for LEED certification. We understand the USGBC utilizes the GBCI to review and give a certification decision. 10. Is there a Disadvantaged Business or Local Business utilization requirement for this procurement? Response: No, but there may be federally funded work orders that may have an established DBE goal that will need to be addressed. If it cannot be met, we may have to perform a separate solicitation for that particular funding source. 11. Are interviews anticipated to be conducted virtually, or will shortlisted applicants be required to attend in-person interviews? Response: The review team sees great benefit to in-person interviews since these are the people the City will be working with on each project. Unless there is an extreme situation, applicants should plan on an in-person interview. 12. Please confirm that Financial Qualifications will be requested separately by the City, and do not need to be included in this submission? Response: This may be requested separately. Addendum # 1 RFP 10052 LEED/ Sustainability Consultant On-Call Page 4 of 7 13. Please confirm that 1-page resumes do count toward the 35-page limit? Response: Please see question 5 response. 14. RFP Page 15, Section F, Byrd Anti-Lobbying Certification: Are bidders required to complete the certification as it appears in the body of the RFP PDF, or is it acceptable to export the language into our native proposal format and provide the required signature there? The formatting of the certification appears to be off in the RFP document. Response: It is acceptable to export the language into your proposal or I have attached a revised document with just the certification as it was split into 2 pages in the RFP (see below).. 15. For Section B, Professional Information, what should we show for details about ownership? Should we show the profiles of our main principals or how exactly would you like us to answer? Response: Please provide information that supports a clear understanding on solvency and longevity. We are looking for consultants who are going to be able to serve the Cities needs for many years to come. Examples may include: -How many years in business? -When and/or where started? -Ownership structure, a Corporation, Sub-Chapter S, LLC, subsidiary, etc.? -How many owners/principals? -How many employees? -What is their staff education and certifications? 16. Our corporate font is the same general size as an arial size 10 and is legible. Is this acceptable for the submission? Response: Please provide size and font called out in the RFP, as stated in Section III last sentence of the first paragraph “Proposals that do not conform to these requirements may be rejected.” 17. Is the cover page included in the page count? Response: Please see Section III Proposal Submittal first sentence, “Please limit the total length of your proposal to a maximum of thirty-five (35) 8 ½ x 11” pages (excluding cover pages, table of contents, dividers and Acknowledgement form).” 18. If we have objections to the T&Cs, will those count toward the page count? Response: See RFP Section III.G “G. Sample Agreement (Does not count towards page count)” objections to the terms of the contract do not count towards the page count. Addendum # 1 RFP 10052 LEED/ Sustainability Consultant On-Call Page 5 of 7 19. How should bidders address the "Total Bid Price" in the portal? Is a bid of $0 acceptable? Response: Please see response to question 6. 20. Would the City pursue LEED O+M: Existing Buildings certification for any existing buildings under this On-Call contract? Response: The City has looked at EB and O & M certifications in the past and will continue to look at those for major renovations to see if there is a ROI or benefit for pursuing. 21. Clarification: Project must meet all 18 energy points under LEEDv4.2. LEEDv4.2 is not a current rating system; We assume this a typo? Response: The current version should have read LEEDv4.1 22. Can you elaborate on what grant support is expected as mentioned in the scope of work? Response: See response to question 7 above. 23. With the anticipated State of Colorado grant funding, will projects need to adhere to the Buy Clean Colorado Act? Response: This current project was awarded a $2M CO DOLA Climate Resilience Challenge grant. Future projects may have state or federal grants so each project could vary. 24. Is it an expectation that the sustainability consultant has the ability to perform IAQ testing as necessary? Response: Not perform the testing, but coordinate necessary testing if desired. 25. Does the City of Fort Collins anticipate the need for LEED ID+C, LEED C&S, LEED O+M, or LEED ND on any projects? Response: The City may pursue these in the future on a case by case basis. 26. How many contracts for sustainability services will be awarded as part of this RFP? Addendum # 1 RFP 10052 LEED/ Sustainability Consultant On-Call Page 6 of 7 Response: The City would intend to award at least one (1), but potentially two (2) Service Agreements for these services. 27. It was mentioned in the RFP introduction that the Southeast Community Center is included in this RFP process. How much emphasis should we place on this specific project in our application, vs general qualifications and on-call services? Response: The City will be reviewing proposals to select the best firms for on call services, and they will be issued a services agreement. A separate proposal from the selected firms will determine the selection for the Southeast Community Center work order assignment. 28. The RFP includes quite a few energy-related items/targets in the description of qualifications/scope (energy performance, net zero energy projects, renewable energy design, LCCA, compliance with 2030 Challenge, Energy Star certification, analysis of energy retrofits etc.). Will the role of the sustainability consultant only be to coordinate with the already-contracted energy modeler on these items? Or should we provide additional energy-related support services (beyond the energy model itself) to cover the listed items? Examples include energy related forms, Energy Star certification process, 2030 data input, and other energy-related tasks. Response: The future scope for this hired sustainability consultant could be for a large variety of sustainability tasks. Past consultants have helped with LEED Projects, help update our Sustainability Goals & Plan, help with our climate Action Report, help with Our Climate Future Plan, help with our Water Efficiency Plan, Help evaluate our Carbon Footprint, etc. Meaning, they could be involved with anything dealing with sustainability. 29. How will projects be assigned to the (3) or more LEED/Sustainability Professionals? Response: City staff will look at who might be the best fit for each particular work order and at the City’s option may request proposals from selected or all firms under this Agreement. 30. Will the same LEED/Sustainability professional follow a single project from start to finish (barring any issues)? Response: This would be the expectation provided the City was getting the service they expected. 31. Can you share the City of Fort Collin’s Integrative Design Process? See page 6 of the RFP where this process is referenced. Response: Here is the link to the manual for the Utilities IDAP program. May the selected LEED/Sustainability Professionals advise on projects not pursuing LEED? Either because the project pursues a different rating system (e.g. Parksmart) that may be a better fit for the project scope or because the scope does not meet the LEED Minimum Program Requirements to pursuing a building rating system? Response: The City would look to use one of the awarded sustainability consultants on all major renovations or new construction projects that would have a sustainability component. F. Byrd Anti-Lobbying Certification (Does not count towards page count) Complete the Byrd Anti-Lobbying Certification attached hereto. APPENDIX A, 49 CFR PART 20--CERTIFICATION REGARDING LOBBYING Certification for Contracts, Grants, Loans, and Cooperative Agreements (To be submitted with each bid or offer exceeding $100,000) The undersigned [Contractor] certifies, to the best of his or her knowledge and belief, that: (1) No Federal appropriated funds have been paid or will be paid, by or on behalf of the undersigned, to any person for influencing or attempting to influence an officer or employee of an agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with the awarding of any Federal contract, the making of any Federal grant, the making of any Federal loan, the entering into of any cooperative agreement, and the extension, continuation, renewal, amendment, or modification of any Federal contract, grant, loan, or cooperative agreement. (2) If any funds other than Federal appropriated funds have been paid or will be paid to any person for making lobbying contacts to an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with this Federal contract, grant, loan, or cooperative agreement, the undersigned shall complete and submit Standard Form--LLL, "Disclosure Form to Report Lobbying," in accordance with its instructions [as amended by "Government wide Guidance for New Restrictions on Lobbying," 61 Fed. Reg. 1413 (1/19/96). Note: Language in paragraph (2) herein has been modified in accordance with Section 10 of the Lobbying Disclosure Act of 1995 (P.L. 104-65, to be codified at 2 U.S.C. 1601, et seq.)] (3) The undersigned shall require that the language of this certification be included in the award documents for all subawards at all tiers (including subcontracts, subgrants, and contracts under grants, loans, and cooperative agreements) and that all subrecipients shall certify and disclose accordingly.
