Description of RFP 10010: Affordable Housing Development Review Process Improvement
OPENING DATE: 3:00 PM (Our Clock) August 7, 2024
To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum:

1) Can the header and footer be outside of the margin requirement?
Answer: Yes, that is fine.
2) Are we able to use font sizes smaller than 10pt for headers, footers, charts, graphics, and
other elements apart from the main body text of the proposal as long as the text is legible?
Answer: Yes, that is fine.
3) Section III. Proposal Submittal - D.2. asks that resumes include at least 3 references
from previous assignments. Is the City requesting 3 references + contact information for
each person on the team, or can we include project descriptions of previous
assignments?
Answer: On the resumes, we want to know what previous projects your proposed team
members have completed that are similar to this one, to know that we are getting people
with relevant experience. On the references, we want to know what projects similar to this
one the Professional has completed with public agencies similar to ours; and have contact
information for those agencies so we can check your references in the event we are
evaluating you as the possible Vendor of Choice for this project.
4) Is the Arial font requirement only for the body text, or does this apply to all text in the
proposal?
Answer: The body text.
5) The RFP reads as though you expect this will be a part-time commitment from the
professional. What do you see as the weekly/monthly on-site time commitment vs.
Teams/Zoom remote work?
Answer: We anticipate we can do most of this work remotely. We can work with the
vendor on finding the right balance of in-person meetings and remote work.
6) Please provide detail on the Development Review Digital Transformation project. Since
this is running in conjunction with the Affordable Housing Process project it will be
important for us to understand what's involved to see any issues or synergies.

Answer: We are currently negotiating with our vendor of choice for a new licensing,
permitting, and code enforcement software platform. We just completed the final solution
scope with the vendor of choice and will be finalizing the scope of the project in the
coming weeks. Implementation will begin later this year and will take 18-24 months. We
would like to build the new workflow for affordable housing projects into this software
platform as part of the implementation of this new software platform. We can also ensure
that you are able to connect with the project team for the Development Review Digital
Transformation if you are our selected vendor.
7) Does the Development organization have any 6Sigma-trained people currently on
staff? Is there an appetite for this type of training and certification?
Answer: Not that I am aware of. We have people in our organization trained in Prosci
and that would be a training/certification that we would be most interested in.
8) Understanding that As-Is process maps will be created as part of the Discovery process,
is there any existing process mapping that can be provided?
Answer: Yes, we can provide a process map for our review process.
9) Using the DMAIC process, once Discovery and process mapping is complete, we would
engage local subject matter experts (SME) in Root Cause Analysis to identify issues and
devise a set of solution workstreams as part of the To-Be Process development. Will
local SME's be available to engage with our consultants?
Answer: Yes.
10) "This task will need to be coordinated with implementation of a new review software
platform…" Can you tell us which SW platform is being deployed?
Answer: We are currently negotiating with our vendor of choice. Once we have executed
the contract with the vendor of choice we can share that information.
11) "The Professional will… create tools for collecting data about the performance of the
prioritized improvements." Does the City have a preferred development
platform? PowerBI for example.
Answer: We use PowerBI and that would be a good platform to utilize for sharing
metrics.
