Addendum # 1 ITB 10024 Poudre River Trail – Rigden Reservoir to CSU ELC Page 2 of 6 Exhibit 1 – Questions and Answers 1. Wildlife Biologist and Archologist will be paid for by Contractor or City and will they have to be on site full time? Response: The City is contracting and paying for an Archaeologist to monitor ground disturbance activities during clearing and grubbing and the initial grading only. A Wildlife Biologist is not necessary to have on site. If necessary, a Wildlife Biologist from the Natural Areas Department will be available for periodic site visits, with no costs to the contractor. 2. All survey and testing will be provided by Contractor or City? Response: All surveying will be conducted by the City of Fort Collins Surveying Department, paid by the City. Material testing will be paid by the City but the contractor will be responsible for coordination and scheduling the inspections with CTL Thompson. 3. All employees are required to attend training before construction (sheet 3 of 6 general notes) How long will this take? What is the cost? How many times will it be offered? Response: This is not required and is not applicable. Contractor shall not be responsible for attending said training. 4. Bid states that railroad rails can be reused if approved by Railroad. Next paragraph states if rejected by Railroad then new rail must be used at Contractor's expense. Is it possible to add bid item for this to protect Contractor and Contracting Agency? Response: New rail will be required based off recent coordination with the railroad. Contractor should include the cost to procure and install new rail for new crossing in line Item 412-01425 – Concrete Pavement (14 Inch) (Precast). 5. Most all the fence removal is within railroad ROW. Installation will be difficult to place and stay outside railroad ROW. Who is to pay for required railroad flagging cost? Response: Railroad flagging costs will come out of the Railroad Force Account. Contractor shall coordinate work with RR to minimize the need and time required for RR flaggers 6. Specials state that fence is to be placed before construction of Trail. Is area to be graded before installation of new fence after removal of existing fence? If so how will this be paid? Response: Yes, grading and fence installation need to be completed before the trail construction in the RR ROW, the grading along the RR ROW is minimal. Any fence installation and removal, including grading will be paid for by the contractor. 7. Will permits for ROW work within the railroad be paid for by Contractor of City? Addendum # 1 ITB 10024 Poudre River Trail – Rigden Reservoir to CSU ELC Page 3 of 6 Response: Permits for work in the RR ROW will be paid by the contractor out of the RR Force Account. 8.Who will perform material testing of the work? Response: CTL Thompson, an on-call with the City will be performing the material testing for the project. The selected contractor will be responsible for coordination and scheduling the inspections with CTL Thompson. 9.Who is responsible for supply and installation of the bike racks and please provide the specifications for the bike rack and benches? Response: The bike rack in the bid tab can be voided. The existing bike rack at the CSU ELC is to be removed, stored and reinstalled during the parking lot construction. 10.Who will be responsible for closing the road during the railroad work? Response: If the road is deemed necessary to close it will be the responsibility of the Contractor to conduct a road closure. 11.Will required permits impact the construction start date? Response: It is not anticipated that any required permits will impact the construction start date. 12.Can a Contractor provide pricing only for the alternate or base bid? Response: It is the intent and preference of the City to award (1) Contract including the base bid and alternate, but the City may consider an alternative approach if it is in the best interest of the City. 13.Is there a color from the batch plant that can be utilized in lieu of a color hardener? Also, what wax cure is required? Response: The color for the concrete is to be Davis Colors, Yosemite Brown. Curing shall comply with CDOT Road and Bridge Specifications. 14.Would it be acceptable to use 3x6 rail and eliminating the mortise? Response: No. The existing fence to be removed at the CSU EL C is 4x6 mortise and tenon fence and it is to be replaced in-kind. All other fencing will match this same fence detail. 15.Please provide clarifications on the fence details. T he drawings appear to show a 2 rail down rail fence, but it mentions the posted to be 6x6 cedar and the rails to be 4x6 cedar. Addendum # 1 ITB 10024 Poudre River Trail – Rigden Reservoir to CSU ELC Page 4 of 6 This is a very unusual and extremely costly system. Can you clarify if it is just a 2-rail treated dowel rail fence? Response: Yes, the fence is to be a 2-rail cedar fence 16. Is there a seeding mix specified or will it just need to meet standards that are lined out in the specifications? Response: Yes. Please see attached seed mix for the project. 17. What is the weight of the bridge and can you provide bridge manufacturers drawings? Response: The weight of the bridge is 24,000 lbs. Currently the drawings are not available from the manufacturer. Shop drawings are currently being reviewed by the Engineer and the City. 18. What length does the HP pile need to be? Response: The HP Pile is 12x74. Piles shall be driven to the depths and conditions noted in the Geotechnical Report. It is assumed this will be reached approximately 22’ below the ground per the plans. Contractor shall be paid for length of pile installed. 19. It looks like the railroad flagging and track traffic control is all paid thru the Railroad Force Account, however, what bid item should carry the costs for Traffic/Pedestrian Control at the railroad crossing on CR9 and at the Poudre River Trail near the ELC parking lot? The ELC parking lot does get moderate vehicle/bicycle traffic accessing the Poudre Trail so a road closure will be needed during the track work. Response: Please see attached revised bid schedule. Traffic control for the railroad closure shall be included under Item 630-00000 TRAFFIC CONTROL (RR CLOSURE). All signs, devices, personnel, permits, and approvals required to perform the work shall be included in this cost. The City anticipates closing the ELC parking lot during construction and re-routing trail users to the Natural Areas Prospect Ponds parking lot off of Sharp Point Dr. to access the trail. 20. Bid item 202-00610 has removal of 110 LF of Railroad Track. Is there a bid item to reinstall the track? Response: New rail will be required based off recent coordination with the railroad. Contractor should include the cost to procure and install new rail for new crossing in line Item 412-01425 – Concrete Pavement (14 Inch) (Precast). Is there a bid item where additional railroad ballast cost should be placed or would this be paid via the Force Account? Response: This will be paid for out of the RR Force Account. 22. Will costs for railroad insurance be paid via the Force Account? Response: Yes 23. The gates scales on the plans as a 20' gate. Plans show 12' double gate. Detail shows single 12' gate. What is the gate supposed to be? Response: Per the bid tab there are to be two 12' wide gates as shown on the plans, installed in the locations shown on Sheet 31 and Sheet 32. Gates shall be constructed and installed per the detail shown on Sheet 46, which is a single gate and not a double gate. The line type on Sheets 31 and 32 is incorrect as it shows a double gate. 24. Plans show Square wood fence. Can a round fence be used similar to what is shown below? Response: Yes 25. Specifications show trail staking every 10 feet. Is every 50 feet industry standards acceptable? Response: 50’ is acceptable and around curves the distances will be determined as a function of the radius of the curve. City is performing all required survey staking. 26. Can GPS grading system be used in place of Blue top hubs? Confidence points will still be provided. If winter conditions create a need for trail stabilization will a change order be created. Response: Yes 28. Please advise where the welded wire fabric is to got that is listed in the alternate bid schedule, we are not finding it on the plans? Response: This item can be removed from the bid schedule and is not required. 29. How many sets of 136RE panels is the City ordering for the Poudre River project? What is the length of the crossing? This mix is based on the contractor using a drill seed application. Mix should be doubled if hand broadcasted. Contractor is responsible for calculating the appropriate seed amounts to purchase. Please note that the pounds per acre are in PLS (Pure Live Seed) and must be ordered that way. All materials furnished shall be free of Colorado State noxious weeds as defined in Article III, Section 21-40 of the Code of the City of Fort Collins.
