The national goal for participation of Disadvantaged Business Enterprises (DBE) is 10%. The agency’s overall goal for DBE participation is 3%. No DBE participation has been established for this procurement. MAX operates an exclusive guideway for 3.6 miles with the remaining 1.4 miles intermixed with street traffic. The MAX Guideway corridor runs parallel to the existing Burlington Northern Santa Fe (BNSF) railroad tracks. The MAX guideway has gates where the guideway meets the cross streets. These gates are kept in a lowered position when the buses are not entering or exiting the guideway. This keeps cars off the guideway and from interfering with bus traffic along the route. Vehicle access gates are an integral part of safety along the guideway to keep unauthorized traffic and pedestrians off the guideway. There are sixteen (16) HySecurity StrongArm 28 gates with battery backup in use today along the Guideway. Dimensions and location of existing gates can be found in Attachment B attached hereto by reference. 9927 Transfort Max Line Gate Replacements Scope of Work (Pg 5 RFP) Remove and replace all 16 gates and their operators along the Maxline Guideway. Provide an “automatic” system that integrates with Traffic control to ensure interoperability with our traffic signals and railroad crossings is a top priority. Transfort buses utilize a combination of Opticom IR, camera detection, and photo eyes for primary operation of the current gates. Back-up gate openers or “clickers” are also being used. 4 9927 Transfort Max Line Gate Replacements Federally Funded Project and Continued Maintenance Plan -Complete and submit section VI as part of Service Providers proposal. -Includes Bidders List, Anticipated DBE Plan, Anti-Collusion Affidavit, Byrd Anti-Lobbying Amendment and BABA Certification. -Davis Bacon Wages and all Federal Certified wage reporting is required as part of this solicitation. A copy of these wage rates is referenced in Federal Transit Administration Federally Required and Other Model Contract Clauses Section 18. DAVIS BACON ACT. -There is not a DBE Goal for this project. 5 9927 Transfort Max Line Gate Replacements 6 Challenges Experienced with Existing Gates that Transfort Would Like to see Remedied -Line-of-sight photo-eye -Weather -Shadows 9927 Transfort Max Line Gate Replacements Maintenance Transfort is requesting that the successful Service Provider be able to provide repair and maintenance services for the first five (5) years from the date of installation. Please submit information regarding your preventative maintenance program as well as a schedule of rates for evaluation. It is allowable for this service to be sub-contracted. Labor rates must adhere to current Davis Bacon Wage rates. Proposed maintenance and repair labor rates are to be firm for one year from the date of the agreement. Any changes to the Davis Bacon Wage schedule during the term of the agreement will bring increases into consideration, but will require mutual agreement to any proposed increase. Transfort would prefer to continue to self-perform Preventative Maintenance on the gates. If labor rates differ due to this preference please detail this in your proposal. 7 9927 Transfort Max Line Gate Replacements 8 Warranty, Training and Spare Parts -1 Year Warranty on all labor and materials -Provide adequate training as part of proposal that will be reviewed by the City. -Provide a list of essential parts to keep on hand to ensure timely repairs and operation. 9927 Transfort Max Line Gate Replacements 9 Evaluation Criteria 20% - Scope of Proposal 40% - Firm Capability/Experience/Assigned Personnel 10% - Sustainability/TBL Methodology 30% - Cost and Work Hours Payment and Performance Bonds Successful Service Provider will demonstrate their ability to be bonded for the entire cost of the project that is proposed. References – Provide a minimum of 3 other similar projects the Service Provider has completed in the past 5 years for other transit agencies. 9927 Transfort Max Line Gate Replacements Colorado Open Records Act (CORA) C.R.S. §§24-72-200.1 et seq. -Any proposals submitted hereunder are subject to public disclosure by the City pursuant to CORA and City ordinances. -Vendors may submit one (1) additional complete proposal clearly marked “FOR PUBLIC VIEWING.” -Such statement does not necessarily exempt such documentation from public disclosure if awarded the project as all provisions of any contract resulting from this request for proposal will be public information. 10 9927 Transfort Max Line Gate Replacements 11 Questions?
