Department: Traffic Operation Contact: Steve Gilchrist sgilchrist@fcgov.com 970-224-6175 Topic: General Comment Number: 1 11/27/2023: INFORMATION: The Transportation Impact Study has been received and reviewed. The general conclusions are accepted, with the understanding of the following comments. A signed and stamped copy of the study will be required for final recording. Shopworks Response: A signed and stamped copy included in this package. Comment Number: 2 11/27/2023: FOR HEARING: This project is dependent on the finalization of the Mason Street Infrastructure project in regard to adjacent frontage and roadway improvements. In order to meet the Pedestrian Level of Service for this project, an extension of the sidewalk along the south side of Hibdon will need to connect to Mason. This is is planned within the infrastructure project but is necessary for this project to proceed. Northern Engineering Response: Understood. We have coordinated required improvements along Hibdon with the Mason Street Infra structure project. Comment Number: 3 11/27/2023: FOR INFORMATION: The conclusion that Mason should be considered as a Local street is appreciated, but the City plans to keep this as a Collector roadway within the Master Street Plan regardless of future volumes. The City has allowed for a modified street standard but prefers a design similar to the Collector standards that will better accommodate bikes and pedestrians in the future compared to the Local standards. Northern Engineering Response: A variance has been accepted with the Mason Street Infrastructure project for a modified stree t section along Mason Street. Comment Number: 4 5 11/27/2023: FOR HEARING: The City would recommend the placement of a No Outlet sign on the entrance to the north parking lot to indicate to motorists that the roadway doesn't continue, and and that there isn't a readily available turnaround for larger vehicles. Northern Engineering Response: The additional signage has been added to the horizontal control plans. Comment Number: 5 11/27/2023: FOR HEARING: Detailed drawings of the Planned 15 Minute Parking signs should be provided. Would consider placing them between the sidewalk and the curb and use arrows to clearly identify the the pullout area is restricted between the two signs. Which Note 16 is being referenced in the HC plan, is this supposed to be Note 6- Planned in infrastructure project? Northern Engineering Response: The 15 Minute parking signs have been coordinated with the Mason Street Infrastructure Project . The label has also been corrected to note 6. Comment Number: 6 11/27/2023: FOR HEARING: Please be sure the trees being planted don't obstruct the view of the stop sign exiting the south parking lot. Ripley Design Response: Acknowledged, the trees shall not obstruct the view of the stop sign. Department: Erosion Control Contact: Basil Hamdan bhamdan@fcgov.com 970-222-1801 Topic: Erosion Control Comment Number: 1 11/27/2023: FOR HEARING: Since no FDP Erosion and Sediment Control materials for submitted, this round will be reviewed as a PDP. This project is located within the City's MS4 boundaries and is subject to the erosion control requirements located in the Fort Collins Stormwater Criteria Manual (FCSCM), Chapter 2, Section 6.0. Final irrigation plans are due at building permit application, but we encourage you to submit them earlier in case changes need to be made. Detailed irrigation submittal requirements can be found here: https://www.fcgov.com/utilities//img/site_specific/uploads/irrigation -plan-submitt al-reqs.pdf?1649260267 Ripley Design Response: Noted, Thank you for the information Emma! Department: Stormwater Engineering Contact: Matt Simpson masimpson@fcgov.com (970) 416-2754 Topic: General Comment Number: 1 11/28/2023: FOR HEARING - REVISED: A 30-foot unobstructed stormwater easement, along the north edge of site, must be provided for a future City storm main to connect between the upstream end of the Hickory Pond and N Mason Street (near Hibdon). The proposed site plan has only provided a 20-foot easement and the City will need 30-feet for a future project. Alternatively, there may also be an option to provide the 30 -foot easement and route for the Hickory Pond inlet along the east side of N Mason Street. Please disucss with me if you want to pursue this concept further. This may align with one solution to the Tract A drainage issue. **This is a repeat comment from concept review and from the Infrastructure Project and the ODP. This item will need to be addressed before the project review can proceed further. Northern Engineering Response: The 30-ft easement has been included along the north property line. This easement has been coordinated with the Mason Street Infrastructure project. Comment Number: 2 11/28/2023: FOR HEARING: Rain gardens 1 and 2 need a primary outlet to the Hickory Pond. Usually this is a piped outlet with Type C inlet in the rain garden. Northern Engineering Response: A primary outlet has been included with the proposed rain gardens. Comment Number: 3 11/28/2023: FOR HEARING: The rain garden volume calculations (WQCV) appear to have a mistake. Please see redlines of the drainage report for more information. Northern Engineering Response: Responses have been added to redlines. Comment Number: 4 11/28/2023: FOR HEARING: Update these plans to show infrastructure changes from the Infrastructure Project plan set. Northern Engineering Response: The most recent design from the Mason Street Infrastructure project has been updated in the construction plans and any additional changes will be coordinated. Comment Number: 5 11/28/2023: FOR HEARING: Groundwater - In coordination with the infrastructure project, groundwater monitoring wells need to be re-established in the Hickory Pond area. Accurate 7 groundwater measurements need to be obtained in the pond area for the design of the Infrastructure Project. Additionally, the City wants these monitoring wells to remain so that groundwater depths can be monitored in the future for the ultimate design of the Hickory Pond. Northern Engineering Response: Groundwater issue has been resolved with the Mason Street Infrastructure package. Comment Number: 6 11/28/2023: FOR HEARING: Provide profiles of onsite storm systems and any necessary hydraulic calculations. This also needs to be included in the Preliminary Irrigation Plan (PIP). Please break out wateruse by irrigation- tap (parcel?), including respective roadway frontages. Ripley Design Response: Hydrozone map has been added to the irrigation set. All irrigation for this parcel will be on the sam e tap. Comment Number: 3 11/28/2023: INFORMATION: You may request a water fee estimate from Water Utilities by contacting Utility Fees at UtilityFees@fcgov.com. This project will most likely require a “special circumstances” estimate for the indoor water use. This will need to be provided 8 by the applicant and reviewed by the City Water Resources department (contact Jen Dial at jdial@fcgov.com). Comment Number: 4 11/28/2023: FOR HEARING: Street Trees – which project will be installing the street trees along N Mason? We need to discuss which site owners will be providing maintenance and irrigation of these trees along the Hickory Pond frontage. Ripley Design Response: The street trees along N Mason is designed with the Mason Street Infrastructure PDP. The Trees will be installed per those de signs with the Lot 2 development. The owner of Lot 2 will be responsible for the ongoing maintenance and irrigation of these trees (see note 17 of the general landscape notes). Trees along the Hickory Pond frontage have been removed. Department: Light And Power Contact: Cody Snowdon csnowdon@fcgov.com 970-416-2306 Topic: General Comment Number: 1 11/28/2023: FOR HEARING: The primary feed going into the site will either need a connection vault or will need to be installed at the time of the Overall Infrastructure Project. Please revise both sets of plans accordingly. Northern Engineering Response: A connection vault will be proposed in the right-of-way. The Mason Street Infrastructure plans will be updated accordingly. Comment Number: 2 11/28/2023: FOR HEARING: The plans show the primary feed and transformer within a 10' Utility Easement, but this easement is not shown on the Overall Infrastructure Project. Please revise the Overall Infrastructure Project to reflect this easement on the Plat. Northern Engineering Response: Easements have been coordinated between this project and the Mason Street Infrastructure proje ct. Comment Number: 3 11/28/2023: FOR HEARING: The pad dimensions shown on the plans will accommodate a single -phase transformer. If three-phase power is required, additional space will be required to accommodate Light & Power's minimum clearances. Northern Engineering Response: The construction plans have been updated to show a 3 -phase transformer pad. Comment Number: 4 11/28/2023: FOR HEARING: A Customer Owned Service Information Form (C-1 Form) and a one-line diagram for all commercial meters will need to be completed and submitted to Light & Power Engineering for review prior to Final Plan. A link to the C-1 Form is below: https://www.fcgov.com/utilities/img/site_specific/uploads/c -1_form.pdf?1597677310 Shopworks Response: C-1 Forms have been provided with this submittal. Department: Environmental Planning Contact: Kristie Raymond kraymond@fcgov.com Topic: General Comment Number: 1 11/13/2023: FOR HEARING: Thank you for providing the Native Seed Mix Notes, however, please replace #7 to read: 7. AFTER SEEDING THE AREA SHALL BE COVERED WITH CRIMPED STRAW, JUTE MESH, OR OTHER APPROPRIATE METHODS. 11 PLASTIC-BASED EROSION CONTROL MATERIALS (I.E., PLASTIC-WELDED BLANKETS) SHALL NOT BE USED WITHOUT EXPRESS PERMISSION FROM THE ENVIRONMENTAL PLANNER AS THESE MATERIALS HAVE PROVEN TO CAUSE WILDLIFE ENTRAPMENT ISSUES. Ripley Design Response: Note has been updated in sheets. Comment Number: 2 11/13/2023: FOR HEARING: Please add the following note to all appropriate plans: "The Natural Habitat Buffer Zone shall not be disturbed by any grading, construction or maintenance activities except as approved by the City Environmental Planner." Please label the Natural Habitat Buffer Zone on all relevant site, landscape and utility plans. Northern Engineering Response: A note has been added to Grading, utility and existing condition sheets. Ripley Design Response: Note has been added to Landscape Notes and relevant site and landscape sheets. Comment Number: 3 11/13/2023: INFORMATION ONLY: This property is in close proximity to a Natural Habitat Buffer Zone (NHBZ). Please consider the use native landscaping species adjacent to the NHBZ to provide an ecologically appropriate transition. In addition, there is a fire road that is adjacent to the NHBZ please use more natural products to aid in this transition. Permeable pavers are preferred to concrete. Ripley Design Response: The fire road has been removed from plans and the transition between the site and the NHBZ is being planted with native species. Comment Number: 4 11/13/2023: INFORMATION: Although not required by City code, rain gardens are excellent opportunities to plant as pollinator resources with a high diversity of species to promote bloom times across the growing season. There are several rain gardens on site, some could use a seed mix while others are vegetated with perennials. The City of Fort Collins has a seed mix that serves the purpose of rain garden and pollinator garden that could be used in some of the pollinator nodes. Please consider adjusting your rain garden seed mix to include some of these species. Please consider other bedding areas for a pollinator garden as well. Large connected habitats are better than small patchy ones. It is important to have a variety of flowering species planted as groups/swaths in the landscape rather than as single plants. A pollinator garden can provide habitat for pollinators, reduce the heat island effect in a city, and improve air quality. These gardens can also provide corridors for pollinators as they move to an area. This is a great opportunity to maximize bloom times and colors in this section of your plan. Included is a resource for design ideas supporting Nature in the City program efforts when considering a pollinator garden: Attracting Native Pollinators, The Xerces Society, 2011. Ripley Design Response: The rain garden mix has been adjusted to include species from the City’s Raingarden / Pollinator Seed Mix Comment Number: 5 12 11/13/2023: INFORMATION: We appreciate that you are bringing natural features back to this landscape. Green infrastructure is another item that could be considered in this planning stage that has many benefits. Green roofs can help regulate a building’s internal temperature, reduce stormwater runoff, and mitigate the urban heat island effect. Green roofs offer significant economic benefits, including a longer roof life and heating and cooling energy savings. Green roofs also provide an opportunity for urban food production, and increasing urban biodiversity. If well-designed and cared for, green roofs can offer people the psychological benefits of nature. Green walls would be another innovative approach for this project and provide similar benefits to green roofs, but also include: aesthetic appeal, improved air quality, reduced energy consumption, noise reduction, increased biodiversity, improved mental health, and improved indoor air quality. Ripley Design Response: Thank you for the suggestion, Kristie, we will look for opportunities to include features like this if it makes sense. Comment Number: 6 11/13/2023: FOR HEARING: City of Fort Collins Land Use Code [Section 3.2.1 (E)(3)], requires that to the extent reasonably feasible, all plans be designed to incorporate water conservation materials and techniques. This includes use of low --water-use plants and grasses in landscaping or re -landscaping and reducing bluegrass lawns as much as possible. Native plants and wildlife -friendly (ex: pollinators, butterflies, songbirds) landscaping and maintenance are also encouraged. Please refer to the Fort Collins Vegetation Database at https://www.fcgov.com/vegetation/ and the Natural Areas Department’s Native Plants document for guidance on native plants: http://www.fcgov.com/naturalareas/pdf/nativeplants2013.pdf. In the western and southern area of the project, please use native trees that provide great natural habitat to mimic that section of the ditch that the project will be mitigating. Ripley Design Response: Trees in the western/ southern area of the project have been switched out for native species. Department: Forestry Contact: Christine Holtz choltz@fcgov.com Topic: General Comment Number: 1 11/28/2023: FOR HEARING: Please add some native trees to your planting schedule such as cottonwood or boxelder. See Forestry redlines. Ripley Design Response: Boxelders and cottonwoods have been added to area mentioned in redlines Comment Number: 2 11/29/2023: FOR HEARING: Thank you for your unique planting schedule. Although 'Dr Klett' buckeyes would be a great addition to this location, this variety is very young and the only trees available are about a foot tall. Please change the variety to either 'early glow' or autumn splendor'. 13 Ripley Design Response: Buckeyes have been changed to ‘Early Glow’ variety. Comment Number: 3 11/29/2023: INFORMATION: I am concerned with the logistics of preserving existing trees 16 and 17 - 33 and 32 inch Siberian elms respectively (see Mason street infrastructure project L3.00).
