Service Provider agrees to perform the services identified above and on the attached forms in accordance with the terms and conditions contained herein and in the Master Agreement between the parties. In the event of a conflict between or ambiguity in the terms of the Master Agreement and this Work Order (including the attached forms) the Master Agreement shall control. The attached forms consisting of two (2) pages are hereby accepted and incorporated herein, by this reference, and Notice to Proceed is hereby given after all parties have signed this document. Individual tasks and costs may be adjusted if mutually agreed upon by both the City and Service Provider. TASK 1: ADDITIONAL SUPPORT FOR PLAN WRITING Service Provider will draft the section/chapter on Strategies and Priorities, which will include approach to strategy selection and organization, evaluation framework and strategies included for review. Initial draft will be public by Jan 7, 2021 with additional refinements prior to submission to City Council. Estimated Schedule: By January 5, 2021 TASK 2: DENSITY BONUS FEASIBILITY ANALYSIS Based on a quick(er) win identified by the Ad Hoc Housing Council Committee, this analysis will depend on final strategies identified but could include recalibration of the City’s current height bonus for TOD or financial feasibility analysis of new/expanded bonuses. This task includes development of proformas to test financial feasibility including development costs and market trends in rent and sale prices across a variety of development prototypes. May also include interviews/focus group with developer to vet assumptions. Estimated Schedule: February – March 2021 TASK 3: HOUSING DASHBOARD This task will deliver an interactive dashboard that could be hosted on the City’s website to provide updated housing affordability data and/or progress tracking on goals. Service Provider will supply the data and design the dashboard (using Power BI or mySidewalk) and could either turn files over to the City for regular updating or could provide ongoing updates. This will be part of the City’s efforts around education/ communication, highlighted in the strategy recommendations. Estimated Schedule: February 2021 TASK 4: ON-CALL RESEARCH Service Provider will serve as on-call researchers for questions, concerns, or priority issue areas that arise when vetting the proposed housing strategy with City Council and the broader public. This would likely remain relatively undefined until the strategy goes to City Council. In addition, this could include quick(er) wins recommended by the Ad Hoc Housing Council Committee, which is meeting monthly and is identifying quick(er) wins at each meeting, see Task 2 above. The fees are based on the hourly rates described in the Master Agreement.
