EXHIBIT 2 QUESTIONS AND ANSWERS
1.Would the DDA consider hiring the surveyor directly?
a.No. Surveying needs to be provided by the Urban Designer and included within
the fee.
2.The RFP requests a spreadsheet of design costs per alley. Should we assume that each
of the required meetings in the RFP would generally be held to present both alleys
together (i.e. Disability Advisory Board, comment resolution meetings)?
a.In meetings with City Boards and/or Commissions, both alleys would be
presented together at the same meeting.
3.Do you anticipate a single Construction Document set that will include both alleys
together?
a.A separate plan set per alley will be required at all three phases of design.
4.Since the SUE survey will be completed by the Construction Manager, we would expect
this would also include utility potholing. Are any additional potholing needs anticipated to
be provided by the design team’s surveyor?
a.There are not any additional potholing needs anticipated by the design team’s
surveyor.
5.The 2008 Alley Master Plan report envisions exploring opportunities for shared
cooperative parking zones on private properties. Should the topographic survey be
limited to the areas within and immediately adjacent to the alley property only? Or should
we provide topographic survey including the backyards and to the rear of the buildings
on the adjacent individual lots?
a.For the topographic survey, please assume extending a maximum of 10-feet
beyond the alley ROW.
6.Will ‘front end’ technical specifications (Divisions 0 and 1) be prepared by the CM?
a.Yes, the Division 00 and Division 01 technical specifications will be drafted by the
CM.
7.The RFP states “The DDA will procure a separate sub-consultant for the civil and
structural engineering services.” During the pre-proposal meeting it was mentioned that
this had already been decided. Can you let us know what the procurement method was
for the civil and structural engineering?
a.The DDA Board directed and approved an addition to the CM/QA contract to add
civil and structural engineering at the time of contract approval. This RFP
was issued in November 2023.
8.Based on the required content requested in the RFP, we assume the page count limit is
10 sheets front and back, totaling 20 pages. Please confirm that the page count limit is
20 pages excluding front and back covers.
a.The proposal is 10 sheets, totaling 20 pages, excluding front and back covers.

9.To align with City goals, is there a desire for any of the materials/content to be translated
or have translating consulting services provided?
a.These services will not be necessary.
10. The proposal is limited to 10 pages, excluding covers and dividers. Can you define
“dividers”? Does the table of content count towards the page count? Is it anticipated that
stamped architecture drawings will be required?
a.Dividers are sheets of paper that may separate sections within your proposal.
These sheets should not have any content on them. The table of contents does
not count toward the page count. Yes, stamped architectural drawings will be
required.
11.How much of the concepts presented in the Alley Masterplan are intact or are still
desired? Should we assume new concept design or should we use this as a basis of
design?
a.Alley masterplan concepts are only to be used as an inspirational guide.
Designers should expect to come up with new, unique themes/concepts for each
alley in combination with the DDA’s Downtown Alley Enhancement Standards
included with the RFP.
12. Is there a desire to have a Historic Consultant on board?
a.A historic consultant will not be necessary.
