QUESTIONS AND ANSWERS
• Can you please confirm that the section titled "PANASONIC: Provide technical input to
City fleet charging master plan." is scope for Panasonic and not the selected
Consultant?
A: Correct, this scope is a deliverable of Panasonic.
• Can you please inform whether the deliverable "Up to five 2-hour training sessions for
city staff" is intended for Panasonic or the selected Consultant?
A: It will be the responsibility of Panasonic.
• If the training sessions are the responsibility of the Consultant, what are the expected
contents of the training session and expected outcome for knowledge transfer to the city
staff?
A: See above.
• Do contract modifications affect how a proposal is scored?
A: Yes, any requested edits to the Sample Service Agreement can have an impact on
the City’s scoring.
• How and by when should contract modifications be submitted?
A: Any requested edits to the Sample Service Agreement should be submitted with the
proposal.
• How should the price proposal be submitted? Should it be included with the proposal, or
as a separate form?
A: Pricing should include an estimated price for the project as well as a list of billable
hourly rates. This should be included in your proposal.
Audit, Admin, and Project Management:
• “Prepare Evaluation and Data Management Plan in accordance with SMART Grant
reporting guidance that will be submitted on December 15th, 2023.” Can the City of Fort
Collins please provide some more guidance on what is expected here? Given that
tentative interview dates aren’t expected until the week of December 18 th, how will the
winning bidder be involved in this reporting?
A: The City will be responsible for completing this task
Develop Fleet Electrification Standards Framework/Phased Master Plan:
• Can the City of Fort Collins provide an overview of the types of vehicles in their fleet?
o What is the size of the City of Fort Collins’ fleet? A: 1800+ Units
o What types of vehicles are within the fleet (vehicle class)? A: All Classes
o How many different facilities are the vehicles within the City of Fort Collins? How
many facilities will need to assess electric capacity needs? A: At a minimum 12
facilities currently have charging infrastructure in some capacity. Part of the
services to be provided is to assist in preparing the City’s long term charging
infrastructure plan. This will expand the size and scope of the City’s charging
infrastructure.
o Are the vehicles primarily parked on-site at these locations or are any of the
vehicles take-home? i.e. will any vehicles be expected to charge vehicles at an
employee’s home residence? A: Most vehicles are parked on City owned
premises. Some positions are required to take them home. This is to be part of

the master plan that is to be developed by the Consulting firm, Panasonic and
the City.
• Will the City of Fort Collins be able to provide telematics data from its vehicles? A: Yes,
we have telematics data on our vehicles.
• What is the current status of fleet electrification and charger infrastructure deployment by
the City? A: We have electric vehicles in nearly every dept. We have experience in pretty
much every state of charging infrastructure from level 1&2, DC Fast and Heavy Duty
Transit Bus Charging.
• Can the City of Fort Collins share the data that may be required to be provided in
partnership with Panasonic as part of the SMART Grant reporting guidance? A: It is not
available currently. Panasonic is currently in the contracting process with the City. We
expect to have Panasonic under contract in December.
• Is the City of Fort Collins interested in understanding Federal State, and/or, Utility fleet
electrification policies and/or funding opportunities? A: Yes.
• Is this City of Fort Collins interested in garnering broad stakeholder inputs on the City
Fleet Charging Master Plan? i.e. any city employee wide or public comment input? A:
Yes
• Aside from utilizing the SMART grant, what are the main drivers for vehicle electrification
for the City of Fort Collins (i.e., cost savings, policy mandates/ incentives, sustainability
goals, etc.)? A: Cost savings and sustainability goals.
• Does the City of Fort Collins have a targeted budget amount or a not to exceed amount
for this project? A: $250,000.00
EV Charger Software:
• Does PEFSA already have OpenADR capabilities and is already compliant with the
standard? A: Yes
• Is the configuration of OpenADR expected to be led by Panasonic or the winning
consultant? A: Panasonic
• Is Panasonic or the consultant expected to perform the charger to SW OCPP
integration? A: Panasonic
• Is the training on PEFSA software expected come from Panasonic or the consultant? A:
Panasonic will provide the training on the software, but the awarded Service Provider is
expected to engage and audit the training.
• Can the City of Fort Collins please clarify the expectations of which deliverables to come
from Panasonic and from the consultant for this EV Charger Software section? A: The
awarded Service Provider is expected to audit each of the bullet points defined in this
section.
Sample Agreement
• Will the winning bidder be able to provide redlines during the contracting period as long
as it’s within the 10-day window?
A: The City would prefer for the requested edits to the Sample Services Agreement to be
submitted as part of your proposal.
