Objective – To find a qualified Professional to provide consultant services - smart
grid electric vehicle (EV) charge management.
Background - In 2023, the City of Fort Collins was awarded a SMART grant from
Colorado Division of Transportation to assist in meeting the needs of the community
to effectively expand its electric vehicle charging infrastructure.
As part of this award, the City has partnered with Panasonic to utilize and pilot
Panasonic’s eFleet Solution of America (PEFSA) software. It has the ability to
communicate with Electric Vehicle Supply Equipment (EVSE) from a variety of
manufacturers.
The tool will be used by both fleet operators and electric utilities to manage charging
ins a way that ensures maximum EVSE choice, cost effectiveness, interoperability,
vendor agnosticism, open standards and data collection.

Scope of Work
Project evaluation and data management plan preparation.
Work with Panasonic by sharing data collected on charging and utility operations
following the data management plan.
Deliver report containing findings from audit activities that captures the current
state of charging assets and infrastructure capabilities of charging locations within
the City. Approximate Delivery June 2024
Prepare Evaluation and Data Management Plan in accordance with SMART Grant
reporting guidance that will be submitted on Dec. 15th, 2023.

Deliverables
Report findings from audit activities that captures the City’s current state
of charging assets and infrastructure capabilities. Deliver by June of
2024.
Assessment of current fleet and suitability for electrification – Zero
Emissions Vehicle (ZEV) fleet evaluation.
City Fleet charging framework and implementation master plan.
-Recommendations for most efficient and effective charger
hardware.
-Develop maintenance plan for EV chargers.
-Estimate costs to implement the master plan.
Complete Electric capacity needs by facility.

Byrd Anti-Lobbying Amendment (31 U.S.C.1352) Needs to be Signed
To ensure future SMART Grant compliance with FTA 2 CFR 200, recommended
products should meet Buy America/Build America Standards where applicable.

Colorado Open Records Act (CORA) C.R.S. §§24-72-200.1 et seq.
-Any proposals submitted hereunder are subject to public disclosure by
the City pursuant to CORA and City ordinances.
-Vendors may submit one (1) additional complete proposal clearly
marked “FOR PUBLIC VIEWING.”
-Such statement does not necessarily exempt such documentation
from public disclosure if awarded the project as all provisions of any
contract resulting from this request for proposal will be public
information.
