Few real estate appraisers are also fully qualified to value sand, gravel, mineral and/or water rights as these are unique specialties in our field. May we still submit responses even if we are not mineral or water appraisers? Similar question for valuation of conservation easements. Yes. Please detail the appraisal services your firm is qualified to provide in your proposal. Firms which cannot provide all specialized services noted are still eligible for consideration. 2. Lobbying certificate, Section VI-can more information be provided about this? Do we sign this at the time of submission of our proposal? This form is required by the Federal government in conjunction with the utilization of federal funding, just the Federal Terms & Conditions included as an Exhibit in the Sample Agreement. The Lobbying Certificate must be signed and submitted with your proposal.
