Examples of the types of projects to support or manage may be requested: •Local Tax Funded Project/Construction Management Services on City related projects • Federally/ARPA Funded Project/Construction Management Services on City related projects • Federally/ARPA Funded HVAC Retrofit Projects Because this solicitation will be used for Federally or American Recovery Plan Act funded projects, proposals must NOT include pricing. 9732 Owner’s Representative PM Services Highlighted Expectations/Requirements (Section II.A –SOW, Pg. 6-8) -Project Management/Oversight -Pre-construction related development & design activities -QA/QC Management and coordination -Coordination of Energy modeling and building system Commissioning -Sustainability/LEED Oversight -Coordinate Owner contracted third party consultants -Certified Payroll Management (Federal) -Utilize project management software –Procore -Document Management -Pay Applications (No Approval Authority) -Contract/Submittal Reviews between Contractor and selected vendors -Attend, and/or conduct, weekly construction meetings with Contractor, A/E, City and major subcontractors as applicable. 4 9732 Owner’s Representative PM Services Highlighted Expectations/Requirements Continued… -Ensure all permits are procured and the applicant is in compliance with all permitting requirements. -Ensure all federal, state, and local requirements are satisfied. -Perform on-site inspections for -Quality of workmanship/materials -QA/QC discussion and code compliance -On-Site Safety -All data documented will be subject to open records requirements. 5 9732 Owner’s Representative PM Services Minimum Qualifications -(7-10) years of vertical construction and/or HVAC project management. -Preferred: Project Management Professional (PMP) Certification -Registered with the Colorado Secretary of State -SAM.gov –No Exclusions from the Federal System of Award Management Deliverables -The City has identified 5 projects for quarter 4 of 2023. The goal is for these projects to be completed by the end of 2024. -The awarded Professional’s services would begin as part of the project BID process in quarter 4 of 2023. Section V. -Acknowledgement & Byrd Anti-Lobbying Amendment Certification -Required to be completed as part of Professional’s submitted proposal 6 9732 Owner’s Representative PM Services 7 2 Phase Qualifications Process -Phase I –Selection by Qualifications (No Cost) 40% -Firm Capability/Experience/Assigned Personnel 30% -Schedule/Availability 30% -Sustainability/Sustainable Project Management Experience -Phase II –Selection of Professional -City requests Cost and Work Hour rates from top rated Professional. Cost and Work Hours are subject to negotiation and mutual agreement. -Awarded Professional will be required to enter into the City’s Work Order Services Agreement (Section VI). 9732 Owner’s Representative PM Services Colorado Open Records Act (CORA) C.R.S. §§24-72-200.1 et seq. -Any proposals submitted hereunder are subject to public disclosure by the City pursuant to CORA and City ordinances. -Vendors may submit one (1) additional complete proposal clearly marked “FOR PUBLIC VIEWING.” -Such statement does not necessarily exempt such documentation from public disclosure if awarded the project as all provisions of any contract resulting from this request for proposal will be public information. 8 9732 Owner’s Representative PM Services 9 Questions?
