If selected, what is the labor commitment required from our BAS technicians per week? Per month? A: The work is based upon Work Orders that are issued on a project-by-project basis. There is no guarantee of work per week or month. Each Work Order will require a proposal from the awarded Service Provider(s) that will detail how many hours it will t ake to complete the project. 2. What is the expected turnaround schedule for work orders? A: Completion dates are mutually agreed upon between the City and Service Provider for each individual Work Order. The City expects an open line of communication on project status and any unanticipated delays that may arise. 3. If selected, does LONG become a preferred bidder on all city work? A: Service Provider(s) selected by the City for this solicitation are technically “preferred,” but the City reserves the right to independently BID/Quote all projects at the City’s discretion. 4. Who are the two firms that were previously contracted with the city? A: MSI and ESCO have held the award for 8812 BAS Design and Installation Services for the past five (5) years. 5. In the RFP teams meeting, it was stated that there are approximately 60 buildings within the City of Fort Collins portfolio and that approximately 35 of those buildings have existing BAS. o How many of the 35 buildings BAS need to be replaced/upgraded? A: About 20 (twenty) buildings still require complete and/or partial replacement. Additionally, there will be separate HVAC projects which will require varying levels of BAS Service Provider support. o How many of the 25 existing buildings need a BAS added? A: These buildings have no current plans for adding BAS. 6. How many of the 35 BAS buildings have proprietary BAS components? Ideally, all proprietary systems will be replaced with open protocol components. A: The 20 (twenty) buildings which still require complete and/or partial BAS replacement have varying levels of proprietary components. These include controllers, sensors, etc. 7. Will the majority of the work orders take place in the summer? Or will they be evenly dispersed throughout the 1-year contract? A: All Work Orders are subject to availability and funding. There is not a “busy” season. All Work Order completion dates are mutually agreed upon before execution. 8. If the selected contractor starts a larger work order (Entire JCI controls replacement) in month 10 of the 1-year contract, will that selected contractor stay on board into the 2nd year to complete that specific work order? A: Yes. 9. What is the expected quantity of work orders per year? A: This varies. A minimum of 8-12 have Work Orders have been executed each of the past three (3) years. 10. What is the average size in dollar value of the work orders? A: These vary widely depending on the project. Some work orders have been executed in the $15k-35k range, while several others have been in the $80k-$150 range. 11. In previous years, what was the estimated total dollar value of work orders completed within the 1-year contract? Addendum # 2 RFP 9886 Page 3 of 3 A: This varies. The past 5 years there have been between $100-$400k in Work Orders issued under this solicitation. 12. Generally, what is the expected scope of the work in the work orders? A: Typically, removal of existing BAS controllers/sensors and the installation of new controllers/sensors, programming, and graphics. Also typical to coordinate closely with City and mechanical/electrical contractors. Many City projects also require commissioning, TAB, and other activities which require Service Provider support. 13. Are the buildings within the scope of work actively occupied? A: Yes, sometimes they are. 14. If multiple contractors are selected, are those contractors going to be working on the same BAS upgrades? Or will the city assign each contractor different buildings? A: The City will solicit quotes from the awarded Service Providers and award the project based off of low quote or availability. Again, the City reserves the right to solicit additional quotes outside of this solicitation at it’s discretion. 15. Does the city have a central Tridium Niagara N4 supervisor? If so, where is this supervisor located? A: We have a virtual server hosting our web supervisor. 16. If the city has Tridium JACEs and a Supervisor, who is maintaining the Tridium SMA licensing? A: Licensing has been maintained as needed by City staff working with previous Service Providers. 17. Is the city using Distech-branded Tridium JACEs (EC BOX JACE)? Or are JACEs direct from Tridium acceptable? A: The City has been using Distech branded JACEs and S1000s, and does NOT accept other brands. 18. Will the city be delineating which buildings need BAS service work or upgrades? Or will the selected contractor be responsible for investigating and suggesting the scope of work within the city’s portfolio of buildings? We are aware that preconstruction/estimating/design/Installation will be completed by the selected contractor. A: The City reaches out to Service Provider to produce estimates and bids on specific projects which have been identified. Previous Service Providers have also provided budgetary pricing for future project budget planning.
