The purpose of this meeting is to introduce the RFP package,method for submitting proposals,and help you get answers to your initial questions on the RFP package. In this session,we will review the RFP Package and Key Points,the Timeline,Submittal Instructions,and have a brief Q&A. TMG Consulting is the City’s third-party consultant retained for Advisory and Selection services for this Procurement. Fort Collins does plan on using 3rd parties for various services during the implementation phase of this project. Please note:The initial budget for this solicitation has been approved.Fort Collins will initiate budget requests/appropriations in the near future once the total cost of the project is better understood based in part by the written responses to this RFP. 4RFP Package Overview RFP Package Overview The RFP Package consists of 17 documents.The primary documents are the RFP itself and the RFP Response Form (Attachment A).The RFP outlines and frames the general intent of the project.The RFP Response Form and certain Attachments are required for a compliant Q&A-type written response.Several Attachments are informational only and allow you to create the best possible written response. Please note that the Minimum Requirements,as listed in the RFP,Section 1.5 are the minimum thresholds for participating in the RFP process.There will be no exceptions. The RFP package consists of the RFP doc itself,and Attachments A-P: Highlight RFP Key Points The RFP contains the following: •Mandatory Modules considered for replacement (Must-Haves): o Planning &Development o Permitting o Code Enforcement o Inspections o Licensing o Customer Self-Service o Field/Mobile Work Management o Cashiering •Optional Modules and nice-to-have functionality are also stated in the RFP.We look forward to seeing if your proposed solution has any of these capabilities. •Other Considerations: o A Cloud-first solution is mandatory o The City is expecting the project to be completed by 12/31/2025 including 4 months of stabilization period. o The City is considering a future Managed Service offering from the vendors. o Please submit a redacted version of your proposal package as appropriate,as a Public Viewing copy.Redactions must be limited to confidential &proprietary information. 5Highlight RFP Key Points 6Timeline Timeline •Defined in Section 1.4 Schedule of Events in the RFP •Key Dates: o Written Questions Due:January 22,2024,3PM MDT o Addendum Issued with Responses to Questions:January 26,2024 o Proposals Due:February 9,2024 –3:00PM MDT 7Proposal Instructions Submittal Instructions and Introduction to Rocky Mountain E-Purchasing System (RMEPS) See:Attachment A –Response Form -Section 1.5 –How to Submit Proposal As part of the City’s commitment to sustainability,proposals must be submitted online through the Rocky Mountain E- Purchasing System (RMEPS). www.bidnetdirect.com/colorado/city-of-fort-collins Note:Please ensure adequate time to submit proposals through RMEPS prior to 3:00 p.m.City time. Proposals not submitted by the designated Opening Date and Time will not be accepted by RMEPS. 8Communications Communications All questions should be submitted,in writing via email,to Gerry Paul,Purchasing Director at gspaul@fcgov.com with a copy to jim.anderson@tmgconsulting.com no later than January 22,2024,3PM MDT. Questions received after this deadline may not be answered. Please include “RFP 9908 LPCE and Implementation Services”in the subject line of any email submission.
