Description of RFP 9724: Sustainable Business Program

To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum:

1) Does the City funding need to be equally divided over 2023 and 2024?
Answer: The funding does not need to be equally divided over 2023 and 2024. We
anticipate that we need to have flexibility in funding disbursement for 2023 and 2024.
2) Is there information on what services Utilities will be able to provide to businesses in
support of the new program?
Answer: Utilities currently provides many programs for commercial customers to help
improve efficiency. Programs include efficiency assessments, programs, and rebates. A
full suite of offerings is available on our website at:

3) Would it be possible to extend the deadline for submissions?
Answer: Not at this time. The deadline to get the program up and running is already tighter
than the Project Managers would like it to be.
4) Could you provide more detail on the scale of the program as it references Northern
Colorado?
Answer: Initially we anticipate that the scale of the program will be mainly focus in Fort
Collins as we get the program up and running. Part of the long term vision of the program
is that it can scale at the regional level if we’re able to partner with other cities/counties/etc.
5) Does the City plan to host and manage the website for this program?
Answer: No, the expectation is that the chosen organization(s) will manage and host the
website.
6) Are these timeframes and deadlines exact/correct?
B. Deliverables/Milestones
• • Strategy and planning complete within two (2) to three (3) months of contract award
(anticipated July 2023). (Scope of Work items1-8, 9, 10, 15, 16, 17, 18, 20)
• • Months two (2) to five (5) focuses on building relationships (Scope of Work items 10,
11, 12, 14, 15, 16, 17, 18, 20, 21). Full program launch including all strategy, planning
outreach and implementation, in September 2023.

Answer: The timeframes and deadlines indicated are a guide for what we would like to
see developed as we start creating a program from scratch. We expect to have some
tradeoffs because we’re aware that this is a new program and we will have to adapt as we
move forward.
7) Do companies need to have a track record to be competitive bidders for this proposal?
Answer: Under II.C. Minimum Qualifications on page 8 of the RFP, we stated the following:
II.C. Minimum Qualifications
1. Ability to frequently and regularly visit with and meet businesses in the Fort Collins
Area. Operations located in Northern Colorado preferred.
2. Ability to launch programming July 1, 2023 and provide continuation of services
through December 2024, with the possibility of contract renewal for 2025-26.
3. Demonstrated experience conducting program development, outreach and
engagement to historically underserved groups in Fort Collins, such as Black,
Indigenous, Latino, Asian and additional ethnicities represented in Fort Collins,
people identifying as LGBTQIA+, single parents, women, older adults, veterans, and
people with disabilities.
4. Demonstrated experience and competency with Sustainability/Triple Bottom Line
(TBL) business practices related to environmental, social and financial strategies and
resources for historically underserved communities.
5. At least one staff member must be bilingual (Spanish/English) and committed to
leading outreach and engagement with local Spanish speaking businesses and
organizations.
6. Maintain any additional administrative capacity needed to provide continuation of
services.
7. Ability to regularly translate and/or interpret information and materials between
English and Spanish, either through contracted services or qualified staff who can
provide professional translation and interpretation services. Access to City translation
services systems will be available with cost for services netted from the contract
dollar amount.
8. Demonstrated ability to develop and maintain community and business partnerships.
9. Experience researching, writing, and managing grants.
So, the short answer is Yes. However, we are not sure what we are going to get in the
way of proposals on this one; we may end up awarding several contracts to cover all the
bases. So, if you possess any of those qualifications; we would encourage you to submit

a response.
8) Can we have a list of other firms applying to this proposal? Can we reach out to them to
see if we can subcontract to them?
Answer: See the reply to #7, above. It depends on what we get in the way of proposals. If
we get a number of proposals from entities that can “do it all” then we will likely not reveal
the name of the entities until they are selected for award. If we do not have a selection of
firms that can “do it all”; then see #7; this is why you want to submit a proposal showing
what you CAN do.
