D escription of Bid 9919 Pre-Procurement of Ultraviolet Disinfection System
OPENING DATE: 3:00 PM (Our Clock) January 16, 2023
To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum :
1.T he Due Date for Bid 9919 is extended to January 16, 2024 at 3:00 PM.
2.In the attached Exhibit, some of the responses by the City require additional
information. That additional information is to be submitted with the Bid
response.
3.Additional changes:
•Added # ballasts in service on 'average day flow criteria' sheet.
•Added sleeve replacement to 'Cost Summary' sheet.
•Revised Total Lamp Power @ ADAF cell on 'Cost Summary' sheet to
reference Power cell I9 on 'Average Day Flow Criteria' sheet.
•Added Note (1) on 'Average Day Flow Criteria' sheet.
4. The Revised Bid Price Spreadsheet is issued separately on BidNet, as part of
this addendum.

Q1. Cost Summary Sheet – Cell G17 is pulling from the “non-prorated” ballast life of one year instead of the Guaranteed ballast life of 5 years. The calculation for Annual # Ballasts Replaced
in cell E25 should use the guaranteed ballast life of 5 years. The way the calculation is set up,
all ballasts in the system are replaced annually.
A1. Ballast life in cell G17 revised calculation to reference guaranteed life (5 yr).
Q2. Cost Summary Sheet – Cell E25, Annual # Ballasts Replaced is calculated using total
installed ballasts and not total operational ballasts at average flow. The total installed ballasts
includes the redundant ballasts that will not be operational.
A2. Annual # ballasts replaced in cell E25 revised calculation to reference # ballasts
in service on sheet "Average Day Flow Criteria", cell G9.
Q3. Lamp sleeve information is requested on the Warranty Replacement Costs sheet, however,
lamp sleeves are not utilized on the cost summary or 20 Yr LCCA sheets. Quarts sleeves
should be factored into the 20 Yr LCCA.
A3. Assumption is sleeves will be replaced at 20 yrs. Cost of one full batch of sleeve replacements added to 20 yr LCCA.
Q4. Cost Summary Sheet – on line 25, all annual costs are rounded up to the nearest
$1000. ie. $4,001 and $4,999 would be rounded up to $5,000 and result in the same annual
amount. Over the 20 Yr LCCA this could amount to a significant difference. Should these be
actual results and not rounded for a more accurate comparison.
A4. Removed all rounding from 'Cost Summary' and '20 yr LCCA' sheets, except for final life cycle cost calculation in cell M33 on sheet '20 yr LCCA'.

The value that will be most used for
cost evaluation is line 33 on the “20
Yr LCCA” tab. Other items will be
evaluated to ensure a balanced and
qualified bid are awarded.

Supplier screens are generally
acceptable. Contract equipment
tagging shall be utilized. Sample
screens shall be provided prior to
graphics meeting with the owner
for review/discussion for final
approval.

cabinet goes down, the second channel
provides disinfection). With a redundant
bank per channel, there would need to be
two cabinets per channel and both
channels running if a cabinet goes down,
which deviates from design intent . Please
describe the imp acts of maintaining a
redundant channel instead of redundant
bank per channel.
