ADDENDUM NO. 2
Description of BID 9767: PFA Training Facility Parking Lot Addition
BIDS DUE: 3:00 PM MT (Our Clock) March 22, 2023
To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:
Exhibit 1 – Section 00300 – Bid Form (Pages 17-18) of the Specifications and Contract
Documents. The bid schedule has been revised to include a new pay item for “Unsuitable
Material”. The revisions have been highlighted in yellow. Replace Pages 17 & 18 of the
Contract Documents with the attached Exhibit 1.
Exhibit 2 – Plans: Tabulations Sheet (Sheet 6): The attached detail (Exhibit 2) for
repairing soft spots or areas of unsuitable subgrade will be inserted to the Issued for
Construction plans. The Summary of Approximate Quantities is also revised to include a
new work item: 203-00050 – Unsuitable Material, 100 CY.
Exhibit 3 – Project Special Provisions: Revision of Section 203 – Excavation and
Embankment is hereby added to the project. This specification includes language related
to the new pay item for “Unsuitable Material”.

REVISION OF SECTION 203
EXCAVATION AND EMBANKMENT
Section 203 of the Standard Specifications is hereby revised for this project as follows:
Subsection 203.02 Excavation (a) Unclassified Excavation, add the following:
Excavated material generated from the access road and parking lot areas will be considered for use as
Embankment Material on this project, if the material meets the requirements of section 203.03. If the material is
deemed not useable, the Unclassified Excavation material shall become the property of the Contractor. Haul for
disposing of removed material will not be paid for separately, but shall be included in the work.
Subsection 203.03, add the following:
All embankment material used within the access road or parking lot prism shall consist of clean non-expansive, granular fill with a minimum “R” value of 15. The Contractor shall furnish evidence that the material from the site or other sources, for use in the parking lot embankment, meets the above requirements and shall pay for such tests as may be required to show compliance. All material shall be sampled and tested in accordance with the appropriate Colorado Department of Transportation or AASHTO procedures. Subsection 203.05 (c) – Unsuitable Material, shall be deleted and replaced with the following: If encountered on the project, unsuitable materials in the subgrade that are determined to be detrimental to the parking lot, access road or embankment construction shall be removed to the depth and extents as directed by the Engineer. The excavated area shall be backfilled to finished subgrade with approved material per the soft spot repair detail in the plans and compacted per project requirements. Materials that contain organics or that cannot be dried or moisture conditioned, then compacted to the required density will be disposed of and cannot be reused as embankment fill. Unsuitable material includes, but is limited to, topsoil, vegetation, brush, sod, trash, and other deleterious substances. Materials not containing organics and that can be dried, or moisture conditioned and compacted to the required density can be reused as embankment fill as approved by the Engineer.
Subsection 203.11, shall include the following: The quantity for Embankment will not be measured, but will be the quantity designated in the Contract, unless field changes are ordered. If field changes are ordered, the quantities will be calculated using the revised dimensions and the additional volume of material shall be approved in writing by the Engineer prior to beginning the work. No allowances shall be made for shrinkage, swell, subsidence due to compaction of the existing ground or any other losses. The quantity for Unsuitable Material will be measured by actual cubic yards of material removed as directed and approved by the Engineer. Subsection 203.12 shall include the following:
All excess material generated from earthwork activities shall become property of the Contractor. Haul for
disposing of removed materials will not be paid for separately, but shall be included in the work.
Payment for Unsuitable Material shall include excavation, hauling and disposing of unsuitable material, furnishing and placing of geo-grid fabric, furnishing, placing and compacting imported material as directed by the Engineer.
