This was possible due to the Planning and Zoning Board’s approval on May 18, 2023 of a stand-alone Modification of Standard request to base the off-street parking count on the actual building use versus a comparable use category in the Land Use Code. In September, following a second review round the plans were ready for hearing but with significant infrastructure required to support the 3-court venue (permeable pavers, separate emergency vehicle access, significant tree mitigation, etc.). Cost estimates revealed that project costs associated with the building and site improvements were too high to support a financially successful facility. As a result, the owner is proposing a smaller facility with the goal of developing a viable business with fewer site impacts while still meeting the requirements of the Land Use Code. The current design is a 2-court, 23,000 sf. venue. To determine the most appropriate off-street parking count for this smaller facility, City Staff were consulted. City Staff did not find a reason to deviate from the previously used rational to determine the appropriate off-street parking count, which was approved by the Planning and Zoning Board through the Modification of Standard Request. The same assumptions for building use and ratios generated a new off-street parking requirement of 46 parking spaces. It is believed that based on the actual building use, 46 off-street parking spaces will meet the required parking capacity for the facility. In addition to these 46 spaces, there are 53 on-street parking spaces nearby for overflow events. This approach is in line with the Commission’s goal to encourage more alternative modes of transportation and utilize land for business rather than to store motor vehicles.
