Description of BID 9891: HVAC Equipment Replacements - 5 Locations
NEW OPENING DATE: 3:00 PM (Our Clock) December 14th, 2023
To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum:

Clarifications
• Clarify demolition limits for the FCPD dispatch area as well as working protection and constraints.
Answer: The City will attempt to issue an addendum that includes drawings for this work before the
BID opening date. If the City is not successful doing so the additional costs will be handled via a
change order with the awarded Contractor.
Questions & Answers
City Hall
Q1. Is there asbestos on the pipe insulation?
Answer: No
Q2. What Glycol percentage is utilized? Can the glycol be returned to the system or does all new glycol need
to be provided?
Answer: 30% and Yes, the glycol should be recovered and replaced with new glycol.
Museum of Discovery
Q3. If all alternates are accepted, how much glycol is estimated to be in the system?
Answer: Plumbing drawings will be provided to be used for estimating the amount of
glycol in the system.
Q4. What Glycol percentage is utilized? Can the glycol be returned to the system or does all new glycol need
to be provided?
Answer: 30% and yes, glycol can be reused.
Traffic Operations
Q1. Is the roof under warranty? Who is the roof manufacturer and what does the system include?
Answer: No, EPDM-black rubber. The City of Fort Collins will support the successful contractor
with approved roofing contractors.
Q2. Does the City prefer any roofing contractors for repairs?
Answer: No preference as long as they are qualified and reviewed by the City in advance to
determine their competence.
EPIC
Q3. Is it possible to extend the building shutdown period longer than 30-days?
Answer: No, the building can only be shutdown for 30 days.
Q4. What is the roof material type above AHU-1? Is the existing roof under warranty?
Answer: Ballasted EPDM. No roof warranty.
Q5. All projects: Please confirm if asbestos has been identified at any of the project addresses in
locations pertaining to the requested scopes of work.
Answer: All asbestos testing and potential removal will be done by the City of Fort Collins.
Q6. All projects: Please confirm controls scope of work that should be excluded. It was discussed
during the site visit that the mechanical contractor may be responsible for providing controls
hardware. If so, please specify if this in reference to furnishing factory controls on mechanical
equipment when available or if this extends beyond to any additional control’s hardware in the field.

Answer: Equipment shall be BACNet compatible and building automation controls SOW
will be provided by the City of Fort Collins.
Q7. All projects: Please confirm responsibility for demo of existing controls hardware/wiring.
Answer: All building controls demo will be the City of Fort Collins.
Q8. All projects: It was mentioned that a separate fire alarm contractor will contract directly with the
City regarding these projects on any scope necessary (i.e sprinkler pipe re-routing, panel
programming, etc.). Please confirm.
Answer: The City of Fort Collins will coordinate all fire alarm interfaces. Sprinkler piping
will be by contractor.
Q9. All projects: Please confirm if any of the roofs are under warranty at each location.
Answer: City Hall, no warranty, EPIC, no warranty, Museum of Discovery, N/A, Police
Services, standard manufactures warranty, and Traffic Ops, no warranty. The City of Fort Collins will
support the successful contractor with approved roofing contractors.
Q10. Project #1 City Hall: Please confirm if there is a preferred manufacturer for the pumps. The
schedule does not list manufacture for basis of design.
Answer: Due to the funding source we are not able to list a preferred manufacturer. The
tank simply needs to meet or exceed the specifications.
Q11. Project #1 City Hall: Please confirm if there is a preferred manufacturer for the expansion tank,
glycol feeder and chemical pot feeder. There is no schedule on the drawings.
Answer: Due to the funding source we are not able to list a preferred manufacturer. The
tank simply needs to meet or exceed the specifications.
Q12. Project #1 City Hall: M6.1, Structural Note F references a City of Fort Collins design
specification 09 9000 Section C.1. Can you help provide this section for reference please?

Q13. Project #4 EPIC: Please confirm if there is a preferred manufacturer for AHU-5 and the heat
recovery coils. The schedule does not list manufacture for basis of design.
Answer: Due to the funding source we are not able to list a preferred manufacturer. The
tank simply needs to meet or exceed the specifications.
Q14. Project #4 EPIC: Please confirm if there is a preferred manufacturer for the expansion tank.
There is no schedule on the drawings.
Answer: Due to the funding source we are not able to list a preferred manufacturer. The
tank simply needs to meet or exceed the specifications.
Q15. Project #4 EPIC: Please confirm if there is already a working fluid in the heat recovery loop or if
it is the responsibility of the contractor to flush and fill with new working fluid. If so, please confirm
working fluid properties.
Answer: Yes, glycol is currently at 30% and operable.
Q16. Project #5 Police Services: Please confirm method of procedures necessary for the piping
demolition work that is to occur within the dispatch area.
Answer: To be coordinated with successful contractor
Q17. Is the City willing to grant an additional job walk to Project 4 – EPIC and Project 5 –
FCPS?
Answer: Yes, we are going to host an additional job walk for Projects 4 & 5. We will begin at 10AM
Friday December 8th, 2023 at Project 4 – EPIC. The group will meet at the rear maintenance entrance. The same
as the first job walk. After we conclude here we will move to Project 5 – FCPS Data Room. This walk is not
mandatory.
