Description of BID 9891: HVAC Equipment Replacements - 5 Locations
OPENING DATE: 3:00 PM (Our Clock) December 5, 2023
To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum:
Exhibit 1 – Mandatory Pre-Bid Attendance Roster
Exhibit 2 – CJIS requirements to be added to Bid Form 00300
-Please note that CJIS requirements must be in place within 30 days of fully
executed Construction Work Order Agreement with the City after award.

CJIS REQUIREMENTS TO BE ADDED TO BID FORM 00300
A. POLICE FACILITIES – CJIS REQUIREMENTS
1. CJIS Security Compliance.
a. This Agreement is contingent upon the Service Provider registering in the
Colorado Bureau of Investigation (CBI) CJIS Vendor Management Program
within 30 days of contract signing and obtaining and maintaining CJIS
Compliance and enrollment throughout the term of the Agreement. Failure to
comply with CJIS Security Policy/Compliance at any time will immediately be
cause for termination of the Agreement for default with no remedy period. Note:
If CBI is taking longer than 30 days to process your application, please notify
FCPS security for ongoing escorting arrangements and escalation to CBI
(pdsecurity@fcgov.com).

The Service Provider is required to notify FCPS Security in writing that
registration has been submitted and when registration has been completed and
accepted by CBI. (pdsecurity@fcgov.com)
b. Service Provider employees assigned to support the City under this Agreement
will be required to be fingerprinted and subject to background check. The CBI
will assign a VCP number after enrollment in the CBI CJIS Vendor Management
Program. After assignment of the VCP number, contact Fort Collins Police
Services to schedule fingerprinting.
c. Security awareness training shall be completed as required by the CBI CJIS
Vendor Management Program within six months of initial assignment and
biennially thereafter, for all personnel who have access to CJI.
- Level 1 CJIS Security Awareness Training is required.
- CJIS Security Awareness Training certificate renewal is required every two years
for each person requiring unescorted access. Note: It is the vendors
responsibility to designate a Vendor Services Coordinator to manage their CJIS
Online portal that will be issued by CBI to ensure the right employees are
authorized to participate in the program. The Vendor Services Coordinator must
notify CBI of personnel changes (onboarding/offboarding/access level changes).
For example: If participating employees no longer work for the vendor, the
Vendor Services Coordinator must notify the CBI's CJIS Vendor Management
Group immediately (CJIS Security Policy 5.12.2).

d. The Service Provider shall be solely responsible for compliance to the CBI CJIS
Vendor Management Program.

Project 1 – Base Bid City Hall Chiller Replacement
Alternate 1 - Scope includes the replacement of the chiller, CHW pumps P-3
and P-4, pot feeder, expansion tank, and all CHW piping to and from the chiller
and pumps.
Work to be done between October-April - Base bid has forty five (45) calendar
days from construction notice to proceed alternate will extend twenty (20)
calendar days if awarded.
Bidder responsibility to provide construction timeline for Base Bid.

Project 2 – Base Bid Museum of Discovery Boiler 1 Replacement
Alternate 1 – Boiler 2 Replacement
Alternate 2 – HW Pumps ½ Replacement
Alternate 3 – Expansion Tank and Isolation Valve Replacement
Alternate 4 – HW System Valves, Gauges, DDC Hardware and Appurtenances
Replacement
Work to be done between May-September - Thirty (30) calendar days from construction
notice to proceed each alternate awarded will extend substantial completion by five (5)
calendar days
Bidder responsibility to provide construction timeline for Base Bid.

Project 3 – Base Bid Traffic Operations RTU Unit
No Restrictions on Time of Year - Sixty (60) calendar days from
construction notice to proceed.
Bidder responsibility to provide construction timeline for Base Bid.

Project 4 – EPIC AHU Replacement
Alternate 1 - Scope items to include: new heat recovery coil, new heat
recovery coil pump P-20, new dampers, new filter bank, new outside air
dampers, and connection to fire alarm.
No Restrictions on Time of Year - Sixty (60) calendar days from
construction notice to proceed.
The building will only be unoccupied for thirty (30) days during the
duration of the project.
Award of alternate does not extend contract completion time
Bidder responsibility to provide construction timeline for Base Bid.

No Restrictions on the Time of Year - Ninety (90) calendar days from
construction notice to proceed.

This Project requires Contractor to be Level 1 CJIS Security Awareness

the City pursuant to CORA and City ordinances.
-Vendors may submit one (1) additional complete proposal clearly
marked “FOR PUBLIC VIEWING.”
-Such statement does not necessarily exempt such documentation
from public disclosure if awarded the project as all provisions of any
contract resulting from this request for proposal will be public
information.
