Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing Addendum 1 Page 2 of 2 EXHIBIT 1 QUESTIONS & ANSWERS Question 1: The RFP minimum qualifications states “Vendor shall have experience supporting the administrative implementation of a minimum of two (2) benchmarking ordinances currently active across one of the 36 United States jurisdictions.”  Can this minimum qualification be extended to include firms who have experience implementing benchmarking programs for state/local jurisdictions that are not required as part of an ordinance? Answer 1: A critical component of the Help Center functions; includes, “Help Center staff should be trained to answer detailed questions about ENERGY STAR Portfolio Manager, Utilities data access, and the Ordinance’s overall reporting and compliance processes.” There are key differences between a requirements- based program and mandatory compliance, therefore we require the awarded firm have experience with mandatory programs.
